    One Size Does Not Fit All - Property Tax Update By Hallandale Beach Mayor Joy Cooper By Hallandale Beach, Mayor Joy Cooper Jun 11, 2026 We Finally Know What Will Be On The Ballot In November When It Comes To Property Taxes. Some Are Calling For A Defund Local Government Amendment. Others Are Calling It Defund The Police Amendment. Ambiguous Language In Amendment Appears To Be Protecting Public Safety. The Issue Is, One Size Does Not Fit All. There are many cities, particularly smaller rural cities and those that have limited commercial property that will not be able to afford public safety let alone other basic services. Actually, many police and fire agencies made the trek to Tallahassee to vocally speak against it. Even Tax Watch spoke against the bill for being rushed and not sufficiently vetted. So what does it do? It provides, if it passes in 2027, all homesteaded properties that owners declared residency by January 2027 will have an exemption of 150,000 and in 2028: 250,000. If residency is declared after 2027, they will have to be a resident for five full years for the 250,000 exemption. Those residents will be able to receive a 25,000 exemption for school taxes and up to 50,000 for other taxes. Currently, there is an over 10 percent cap of non-homestead now it will be reduced to 5 percent. It does not apply to school taxes. Not paying taxes always sounds great. The issue is that this revenue is the major revenue that local governments depend on to serve our residents. Cities and counties and special taxing districts, hospitals, children’s services, water and flood control to name a few. It also defines that government can only spend money for core public “needs” including public safety, education and schools, Infrastructure and natural resources. There is language also referencing existing pension obligations. Obviously, this is pretty ambiguous language. Are parks core needs? Community centers? Senior Centers? Broward County Property Appraiser has done an evaluation of every city and our county impacts. Last week, the projection was at 10.4 percent reduction which equated to 4.7 million for Hallandale Beach annually. I do not have updated figures at the time of writing this article. It has been an interesting proposition. We are fortunate to have a good mix of commercial and non-homestead properties. The issue becomes what happened in the year where pension obligations increase due to lack of investment returns. In that year, we have to pay the obligation but may not have the revenue to pay. All money for tax must provide for services what gets cuts. While the state budget and property taxes were the main focus of special session. There was an additional bill passed that further mandates how local governments can change the millage rate. The Florida law allows cities to apply up to 10 mills overall. The new law requires that if local governments want to increase the millage rate by over 110% of the roll back rate to fund their budget it will require a super majority vote. This may sound reasonable, but it does mean in years where government cost index are high and we are required to find basic services there could be a stalemate of on the dais. When cities or counties cannot pass a budget, a city could go in default with agencies including the state. I've been posting lately in different Social Media accounts about this issue. One of the first responses was from a homesteaded resident that said “if it sounds too good to be true it is” and “the devil is in the details” others are “yeah, we should cut taxes.” To flip the coin on the question to ask people what in fact if we have to cut services what they want cut? Are the details people don't want to talk about? What will happen to response times? Do you want your streets paved sooner or later? Do you want public spaces maintained? Do you want quicker turnarounds with services? What will the fees be for parks, libraries, and community centers?     Emergency Rental Assistance Program: Broward County Announces a “Strike Team" to Assist Those Affected November 4, 2021 Share The County is implementing a series of program enhancements to accelerate the processing of applications received by the Emergency Rental Assistance Program (ERAP) and get faster financial assistance to tenants and landlords who have suffered economic hardship due to COVID-19. The following improvements will be made: The processing of applications, previously outsourced, will be handled by Broward County's Human Services Department, Family Success Division. A "strike team" of knowledgeable and experienced staff has been assembled to lead this effort. The Information Hotline, also previously outsourced, will now be handled by Broward County's Call Center and will be open Monday through Friday, from 8:30AM to 5PM. Additional call center specialists have been added to assist with questions. The new phone number is 954-831-ERAP (3727). The old phone number will remain in service with a message directing callers to the new number. The online application portal, powered by Neighborly, has not changed. However, going forward, the portal will periodically open and close to facilitate the timely processing of applications received. The first closure of the portal will be at 11:59PM on Sunday, November 7, to allow County staff time to process all previously submitted applications. The portal will reopen on Sunday, November 21. Funds are still available to help residents who have experienced financial hardship directly or indirectly related to COVID-19. To check on the status of portal openings and closings, visit Broward.org/RentAssistance. Even when the portal is closed to new applications, previous applicants who are already working with a case manager will be permitted to upload missing or supplemental documents to the portal as requested, to keep their application moving through the approval process. The number of intake centers offering in-person assistance with applications and documentation has increased from two to four. Assistance is available at each of the County's Family Success Centers, located in Coral Springs, Hollywood/West Park, Fort Lauderdale and Pompano Beach. Appointments and facial coverings are required. Several thousand partially completed applications are in the portal, and tenants and/or landlords must complete and submit them before 11:59PM Sunday, November 7 to be considered in this round of approvals. Unfinished applications in the system will still be available to residents when the portal reopens on November 21. "Broward County is committed to the fast and efficient processing of this emergency assistance funding, which can help so many of our residents and landlords who have experienced financial hardship and difficulty paying rent or utilities during COVID-19," said Natalie Beasley, Assistant Director of Family Success.     Annual Water Line Flushing Begins August 25th In Hollywood South Florida Sun Times Aug 6, 2025 The City Of Hollywood Department Of Public Utilities (DPU) Will Conduct Its Annual Water Line Flushing Program From August 25th Through September 28th. This Essential Maintenance Removes Accumulated Sediments From Water Pipes, A Required Practice For All U.S. Water Systems. During flushing, the Water Treatment Plant will temporarily switch from chloramine to free chlorination to aid sediment removal. While this may alter the water's appearance, taste or odor, it remains safe to drink and is regularly tested. DPU staff will systematically open fire hydrants to flush pipes, typically between 8:00 p.m. and midnight. The flushed sediments may cause temporary cloudiness but are harmless and should settle within hours. While free chlorination ends September 28th, line flushing will continue city-wide for several weeks, expected to conclude by October 9th. Individuals with special water concerns, such as businesses with fish/shellfish tanks or users of kidney dialysis machines, should note that regular methods for testing and removing free chlorine may not be effective. Just as the City's water distribution system is flushed annually, flushing household water pipes can be beneficial. Water left stagnant in pipes for weeks or months can dissipate chlorine, potentially allowing bacterial growth and the leaching of contaminants, leading to discoloration, unpleasant odors, or even unhealthy drinking water. For most single-family homes, running water freely from each tap for several minutes should suffice to clear stagnant water. Larger or more complex structures may require longer flushing times, and hot water lines may need separate attention. The old saying goes: ‘an apple a day, keeps the doctor away,’ but, what about, when it comes to Alcohol, instead of apples? You may have heard, that a daily glass of red wine, could make you live longer, or that a couple of drinks per day, can reduce your risk of Stroke. Although a recent study by the University of Oxford, found that there is no safe level, of Alcohol Consumption, for Brain Health, some have convinced themselves, of the perceived, health benefits, of drinking. Rehabs.com, a leading provider of resources, relating to addiction and recovery, conducted a survey of 3,000 people and found, that almost half of Floridians (43%), believe in the perceived, health benefits of Alcohol - this compares, to a national average, of 39%. • 1/3 admit, they would continue to drink Alcohol, even if, it was proven, to be damaging to the brain. • 38%, would continue to drink, even if it was shown, to reduce, life expectancy. The survey also asked respondents, what they believed, to be the main benefits, of Alcohol Consumption. Forty-six percent thought, that it reduces an individual’s risk, of developing Cardiovascular Disease and 31%, believed it can increase life expectancy. An additional 15%, were under the impression, that it prevents you, from catching a Common Cold and 8%, believed, it lowers the risk, of Diabetes. Although The University Of Oxford's study, found that increased consumption of Alcohol, correlated with a decreased volume, of information-processing gray matter, more than, a third of respondents, (39%) said they would continue to drink Alcohol, even though, it was proven to be damaging, to the brain. In fact, more than half, (58%) admit, they don’t even take notice of studies, linking Alcohol consumption, to health problems. Perhaps ignorance is bliss? Thirty-eight percent, also stated, that they would still continue to drink, if trials showed, that Alcohol, reduces life expectancy, by five years. Lastly, it’s well known, that leading an unhealthy lifestyle, such as poor diet, excessive drinking and lack of exercise, can have negative health consequences. While each of these factors contributes, in its own way, to a lack of good health, more than half, (62%), of respondents, believed that eating junk food, has worse health implications, than consuming Alcohol. < Previous News Next News >

Homemade Pumpkin Ravioli with White Wine and Herb Butter Sauce Recipe courtesy of Marge Perry and David Bonom Servings: 4 Ravioli: 1 Can of 15 ounces of Pumpkin Puree 1 Large Egg, lightly beaten 1/3 Cup of grated Pecorino Romano cheese, plus additional for serving (optional) 2 Tablespoons of Plain Dried Breadcrumbs 2 Teaspoons of Sugar 1/4 Teaspoon of Salt 1 Pinch of Ground Nutmeg 48 Round Dumpling Wrappers Water Sauce: 6 Tablespoons of Cold Unsalted Butter, divided 1/3 Cup of Chopped Shallots 2/3 Cup of Dry White Wine 3 Tablespoons of Heavy Cream 2 Tablespoons of Chopped Fresh Sage 1 Tablespoon of Chopped Fresh Chives 1/4 Teaspoon of Salt To make the Raviolis: Line the fine mesh sieve with a dampened cheesecloth. Add the Pumpkin Puree and strain it for 1 hour. Transfer it to a bowl and stir in the Egg, the Cheese, the Breadcrumbs, the Sugar, the Salt and the Nutmeg. Arrange six dumpling wrappers on the work surface in a single layer. Place 1 Tablespoon of the Pumpkin Mixture in the center of each one and brush the edges with Water. Place a second wrapper over filling, carefully pushing out any air bubbles then pressing the edges to seal them. Transfer the Raviolis to a baking sheet covered with parchment paper. Place a sheet of plastic wrap over the Raviolis. Repeat with the remaining wrappers and filling. To make sauce: In a KitchenAid Evergreen Design Series 3-Quart Ceramic Saucepan over medium-high heat, melt 1 Tablespoon of Butter. Add the Shallots and cook them, stirring them occasionally, for about 1 minute. Add the wine and bring it to a boil, then cook it until the mixture resembles wet sand, for about 8 - 9 minutes. Reduce the heat to medium-low and whisk in the remaining Butter and the Heavy Cream until melted. Stir in the Sage, the Chives and the Salt; keeping it warm and stirring it occasionally. To cook the Raviolis, add half to the simmering Water and cook it, stirring it gently once or twice, 3 minutes. Remove them with the slotted spoon and divide it between two plates. Add remaining the Raviolis to the pot and repeat the process, dividing it between the remaining plates. Spoon the Sauce over the Raviolis and serve them with additional Grated Cheese, if desired. Butternut Squash Mac and Cheese with Bacon 8 Ounces of Elbow Macaroni 6 Slices of Center-Cut Bacon 1 Onion, chopped 5 Cups of Butternut Squash, cubed 3 1/2 Cups of Chicken Broth, divided 3/4 Cup of Low-Fat Milk 1 Teaspoon of Dry Mustard 1 Pinch of Nutmeg 1 Pinch of Salt, plus additional, to taste, divided 1 Pinch of Pepper, plus additional, to taste, divided 1 Cup of Parmesan cheese, grated 1 Cup of Sharp Cheddar Cheese, shredded, divided Chopped Parsley (optional) In a KitchenAid Evergreen Design Series 6-Quart Ceramic Stockpot, cook the Macaroni Noodles according to the package’s instructions. Set aside. In a KitchenAid Evergreen Design Series 5-Quart Ceramic Saute Pan, cook the Bacon until it is crispy. Chop them and set them aside. In the same pan, add the Chopped Onion and cook over low heat, stirring it occasionally, until the pieces are soft and lightly caramelized. Add the Butternut Squash cubes to the Onions along with 2 Cups of Chicken Broth. Cover them and bring them to a boil. Reduce the heat and cook it until the Squash is soft and most of the liquid is reduced. Pour the Squash and the onions into the bowl and add the Milk, the remaining Chicken Broth, the Dry Mustard, the Nutmeg and a pinch of the Salt and the Pepper. Using a KitchenAid Evergreen Design Series Tilt-Head Stand Mixer, puree the mixture until it is smooth and creamy. Pour the pureed sauce into a saute pan. Over low heat, add the Parmesan Cheese and 3/4 Cup of Sharp Cheddar Cheese a little at a time, stirring constantly. Add the Noodles and stir it well. Add the Salt and the Pepper, to taste.     Ann Storck Center Expands Its Services With Three New Programs South Florida Sun Times Mar 13, 2025 Ann Storck Center (ASC) – a Fort Lauderdale-based private NonProfit Organization dedicated to enriching lives of children and adults with intellectual and developmental disabilities – is proud to announce it has expanded its services with three new programs: Supported Training and Employment Program (STEP), In-Home Respite and Family Strengthening. ASC accommodates 96 permanent residents and serves more than 300 clients daily through an array of critical care, learning and ability-focused programs. Throughout all its programs and services, the Center intends for individuals to discover ability and build independence so that individuals live happier, more independent, fulfilling lives. Aligned with Developmental Disabilities Awareness Month, observed annually in March, ASC continues its mission to bring people of all abilities into a supportive community where each is inspired to realize a fulfilling life of purpose, possibility and love. The month-long observance champions individuals with developmental disabilities for their achievements, advocates for their rights and promotes understanding and inclusivity within society. Developmental disabilities are defined as impairments in physical, learning, language or behavior areas, and include: Autism Spectrum Disorders; Cerebral Palsy; Attention-Deficit/Hyperactivity Disorder (ADHD); learning or intellectual disabilities; hearing loss; vision impairment and other developmental delays. ASC opened the doors to its brand-new Supported Training and Employment Program (STEP). This program is designed to give young adults with disabilities, aged 15-21, the opportunity to get a step up in their adult life. STEP offers its participants the chance to explore career paths, learn about community service, gain social and employability skills, receive individualized support, participate in non-school day activities including field trips and afterschool programs and take paid summer internships. STEP is a year-round program offered Monday through Thursday. ASC believes families need an opportunity to take a much-needed break from caregiving with support. ASC’s new In-Home Respite program is designed to provide temporary at-home care by trained professionals who specialize in the individualized needs of each child they serve. Eligible families can receive up to 200 hours of care from ASC’s professional caregivers. Families can expect safe and nurturing care in their own home by trained professionals who cater to the individual needs of each child through specialized care and engaging activities. ASC introduced its new Family Strengthening Program to families in the community with children born through 12 with special needs. The goal of the program is to empower parents to enhance their positive parenting abilities, discipline techniques and teaching methods. This program offers insight into coping strategies for reducing behaviors and stressors, addressing the expectations and fears associated with raising children with special needs, including in-home services, group sessions, case management and financial assistance.
