Indoor Public Access Suspended At City Of Hollywood Facilities August 19, 2021 Share Hollywood City Hall and Community Centers, will be closed to the general public for indoor activities and recreation effective Monday, August 23 In light of the spike in COVID-19 Positive Cases in South Florida and the elevated risk to public health, all City facilities in the City of Hollywood, including City Hall and Community Centers, will be closed to the general public, for indoor activities and recreation effective, Monday, August 23rd, 2021. The closure will remain in effect, until further notice. Customers are encouraged, to use the many services that are offered, on-line. Outdoor Recreation: Outdoor Recreation Facilities such as: Driftwood Community Swimming Pool, Parks, Marina, Sports Fields, Playgrounds, Golf Courses, Tennis and Pickleball Courts, Skate Parks and the ArtsPark at Young Circle, will remain open and outdoor events, like the ArtsPark Friday Night Movie, will continue. The Indoor Art Studios at the ArtsPark Gallery, will be closed. All Community Centers will be closed and no inside activities will take place, with the exception of School Aftercare and Barry University Programs. City Commission/CRA Meetings: A number of options remain for members of the public to view and participate in, with the City Commission and Community Redevelopment Meetings, including an in-person option, for those wishing to speak. Everyone entering City Hall, must pass through a temperature checkpoint, prior to admittance, no exceptions. Once an individual is called, they will be invited into the Chambers, to speak for three minutes. Once finished, individuals will be required to leave City Hall, unless commenting on multiple items. If commenting on multiple items, individuals will go to a designated waiting area, until they are called again. Masks covering your nose and mouth, are required at all times and individuals, must remain socially distanced from others, while waiting, to enter the Chambers. On the COVID-19 Front, the FDA has released recommendations for a 4th Booster Shot for individuals ages 50 and up. Originally, the 4th Boost Shot was recommended for those ages 12 and up that are Immuno-deficient. Pfizer and Moderna now recommend the Booster 4 months after your last shot. While the jury is still out on whether it is needed for those in good health, some doctors are saying it may be time to due to the new Variant. Readers may recall that Israel was moving in this direction a few months ago. I have doctor friends that have already gotten the Booster to help them stay protected. Our City has officially reopened. While we are open, we are still struggling to fill positions. Our Police Department is in the process of hiring Front Desk Clerks. After speaking with the Acting Chief, they are close to finding new hires. Our Building Division has also found a shortage of Structural Inspectors. This impacts our ability to turn around permits. Our City has been so busy with Redevelopment, 40-Year Inspections and New Construction. To fill the gaps, we contracted with both the City and a Private Provider. I have written so often about this critical issue. There are ways contractors and residents can help themselves with the process. Our Staff is here to review plans and check for deficiencies. I want to emphasize “deficiencies!” All of the rules and regulations that we enforce are part of Florida’s Building Codes. Contractors need to know these rules and regulations. Before filing their permits, they need to make sure they are accurate and all of the information is included. If something is not correct it has to go through a full cycle before you can even address the problems. I can list all of the numerous times that this has happened. Sometimes it is for something as easy as Insurances, Certifications, Licenses, Product Specifications or Apartment Plans without the location of the plans in the condo building itself. A basic remodel requires plans that show everything they need from a contractor to be submitted to see if there is an expansion of a footprint, then it needs to have surveys and can become very complex. When the permit is submitted on-line, the system places it in a queue. On average Our Staff is handling up to 200 permits on a daily basis. The plan goes through each applicable specialty; Electric, Plumbing, Structure, Fire, Building and Zoning. Corrections cannot be submitted until each plan reviewer has completed their comments within the cycle and it can take up to three or four weeks. The applicant can now make the corrections and the plan gets put back in the queue. So, it can take another few weeks. The process continues until the plan is approved, then it goes to pricing and this too, often messes up the permit. Individuals try to reduce values so the permit will cost less. Our Department reviews the work and evaluates if it is within reasonable industry standards. If it is not, once again it has to go back through the system. Once everything is in order, the application needs to be paid and then the work can commence. As you can see, it is not an easy process, but it is required by law. Next Tuesday, I will be hosting my first Live Town Hall Meeting since the COVID-19 Pandemic and I will be at Foster Park, located at 609 Northwest 6th Avenue, Hallandale Beach, Florida 33009 from 6:00 p.m. - 8:00 p.m. to update our residents and answer their questions about Our City Business. Millions Of Reasons To Celebrate: Hallandale Beach Secures Grant Funds & Investment Opportunities October 13, 2022 Share The City Of Hallandale Beach has received over $30 Million in Grant Funds through Fiscal Year 2022 toward projects to enhance services and programs for residents. “We have worked so hard, that today I can tell you we have 30 million reasons to celebrate,” said Assistant City Manager Noemy Sandoval. “We have secured $30 Million in Grants. These are Grants we have secured in different areas and for different purposes including Infrastructure Projects, Parks, as well as Cameras and License Plate Readers to enhance our Public Safety for our community.” The City’s limited Resources and Budgetary Constraints led to the establishment of the Grants Management, Sustainability and Innovation Office (GMSI) in June 2017. The GMSI Office ensures that the City of Hallandale Beach effectively manages Grant Activities and establishes Internal Controls and Guidelines for Research, Applications, Financial and Reporting of City, County, State, Federal or other Grant Policies. The type of Grants the Office applies for include: Formula Grants, Block Grants (noncompetitive) and Discretionary Grants (competitive). “With a Formula Grant, those dollars are allocated for the City and it’s just a matter of getting them,” explains Sandoval. "Competitive Grants would be those where you have to have a very good business case for them.” The City’s strategic planning for major projects has been a contributing factor in securing the Grant Funding to address Public Health and Safety, Environmental Enhancements to reduce Emissions with the addition of nine All-Electric Buses and Infrastructure Improvements. “This year we received one of the largest Grants given to any City,” said City of Hallandale Beach Mayor Joy Cooper. “Our City was awarded $15 Million and the reason we received that Grant is due to the hard work and commitment of the City Manager’s Office and his Staff to ensure we were shovel ready.” One of the City’s main concerns is the amount of work still needed to address Flooding, Water and Sewer Issues and reports estimate it will take over $250 Million to Rehabilitate their Infrastructure. “It is very difficult to get a $250 Million Grant and for that reason we pursue the most Grants that we can get so we have more opportunities to maximize taxpayers’ dollars and support the Programs and Services that we provide our community,” added Sandoval. The City Of Hallandale Beach Human Services Department has also received funding through the Children's Services Council, Broward County Community Development Block Grants and the Early Learning Coalition. “These Grants collectively allow us to provide Aftercare Services, Summer Enrichment Programs, Spring Break Camps and all of them at very low or no cost to our residents," said Director of Human Services, Cora Daise. “Additionally, we were able to receive over $100 thousand to allow us to bring important services to seniors who are enrolled in the Hepburn Senior Center.” For detailed information on all Grants secured through the current Fiscal Year, visit: www.coHB.org/Grants Investment Opportunities The City Of Hallandale Beach has recently completed $417 Million in Commercial and Residential Development Projects with more in review, approved and in progress. “We are currently seeing great challenges to find homes to rent or purchase,” said City of Hallandale Beach Department of Sustainable Development Director, Vanessa Leroy. “We are hoping to see that relief in the Market and provide more Housing Opportunities.” The City is projecting a population increase of approximately eleven thousand residents in the next seven to ten years. An increase they’re also preparing for with Water, Sewer and other Infrastructure Improvement Projects. “We made some changes in our Code a few years back that provided more entitlements to properties and we’re seeing some of these Developments come in to take advantage of them,” explained Leroy. “We’re attributing the increase in population to these entitlements.” In addition to the completed projects, there are $135 Million Projects under review; $189 Million approved Projects not yet under construction and $856 Million Projects under construction. The grant was presented to Adriana Trabal Yulfo, M.D., in support of the hospital’s Pediatric Oncology Program during a Hyundai Hope on Wheels ceremony. She reflected on being diagnosed with Cancer at age 15 and described how the care team at Joe DiMaggio Children’s Hospital supported her through treatment, helping her find strength during the most difficult moments and believe in her future. “When a child is diagnosed with Cancer, life changes in an instant,” said Dr. Trabal Yulfo. “While treatment is our focus, caring for a child with Cancer involves multidisciplinary care.
