Find out what happens when friendship and ambition collide and when dreams fall just out of reach. Tickets are on sale now for the show which runs through February 11th. - We Want to Hear From You! Take The City of Hollywood Community Survey
We Want to Hear From You! Take The City of Hollywood Community Survey August 24, 2023 Share The City of Hollywood Community Development Division is conducting a community survey to develop the Consolidated Plan and subsequent One-Year Action Plans that identify eligible activities for uses of federal funding. The Consolidated Plan (Con Plan) is a five-year plan, describing the City’s development needs, resources, priorities and proposed activities to be undertaken under certain U.S. Department of Housing and Urban Development (HUD) programs including Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME). These federal funds are used to address affordable housing needs, homelessness, supportive housing services and community development needs for programs which either directly or indirectly benefit low- and moderate-income households. The Community Development Block Grant The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons. The program is authorized under Title 1 of the Housing and Community Development Act of 1974. The program was designed to reinforce several important values and principles of community development: • CDBG's flexibility empowers people and communities to design and implement strategies tailored to their own needs and priorities. • CDBG's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in enhancing community development. • CDBG's technical assistance activities and set-aside for grantees builds the capacity of these partners. HOME Investment Partnership The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds are awarded annually as formula grants to participating jurisdictions (PJs). The program’s flexibility allows states and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancements, or rental assistance or security deposits. The program reinforces several important values and principles of community development: • Flexibility empowers people and communities to design and implement strategies tailored to their own needs and priorities. • Emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in the development of affordable housing. • Technical assistance activities and set-aside for qualified community-based nonprofit housing groups builds the capacity of these partners. • Requirement that participating jurisdictions match 25 cents of every dollar in program funds mobilizes community resources in support of affordable housing. Complete The Survey Please take a moment to complete the survey online at: www.hollywoodfl.org under “Hollywood Happenings” or pick one up at your local community center to complete and leave with staff to provide to our office. If you require assistance in completing the survey, please call: 954.921.3271. < Previous News Next News >
- Does Medicare Cover Home Safety Devices?
Does Medicare Cover Home Safety Devices? October 19, 2023 Share One-Third Of Seniors Over The Age of 65 Experience Falls Each Year Bathroom safety is a paramount concern for seniors, as a simple slip and fall can have life-altering consequences. According to the National Institute On Aging, one-third of seniors over the age of 65 experience falls each year, with the bathroom being a common site for these accidents. Recent studies have shown that for people aged 65 and older, falls account for approximately 60 percent of all injury-related Emergency Department Visits and over 50 percent of injury-related deaths annually. And up to 80 percent of falls in the home occur in the bathroom. These fall-related injuries can range from minor scrapes and bruises to broken bones, head injury and spinal cord injury. The good news is that there are various safety devices available to reduce the risk of such incidents, but the question remains: Does Medicare cover bathroom safety devices? The Bathroom: A Risky Territory For Seniors For many seniors, the bathroom is a daily obstacle course where potential hazards lurk around every corner. Reduced vision, muscle weakness, and balance issues can make navigating this small space a treacherous endeavor. A simple stumble can result in severe injuries, potentially compromising an individual's ability to live independently. The bathroom presents several challenges for seniors, including slippery surfaces, awkwardly positioned fixtures, and the need to reach for items. To mitigate these risks, there are practical steps seniors can take to enhance their bathroom safety: Install Grab Bars: Installing sturdy grab bars near the toilet, shower, and bathtub can provide essential support for seniors when moving around the bathroom. Non-Slip Surfaces: Adding non-slip mats or coatings to the bathtub and shower floor can significantly reduce the risk of slipping. Accessible Essentials: Ensure that everyday essentials are within easy reach, eliminating the need for seniors to overextend themselves. Obstacle-Free Space: Remove any obstacles or clutter from the bathroom that may obstruct movement or pose tripping hazards. Improved Visibility: Installing a night light in the bathroom can help seniors navigate the space safely, especially during nighttime visits. Additionally, clear labeling of hot and cold water faucets is essential to prevent accidental burns. Consider Walk-In Showers: Replacing traditional bathtubs with walk-in showers can make entry and exit much easier and safer for seniors. Consult Your Doctor: Discuss your concerns about bathroom safety with your healthcare provider. They can offer personalized advice and recommendations based on your specific needs and mobility limitations. While these measures can significantly enhance bathroom safety, some seniors may require additional assistance in the form of medical equipment. Can Medicare Help With Bathroom Safety Devices? Medicare, the federal health insurance program primarily designed for seniors aged 65 and older, can provide coverage for specific medical equipment when prescribed by a doctor. This coverage falls under Medicare Part B (Medical Insurance) and encompasses what is known as Durable Medical Equipment (DME). To be eligible for coverage, DME must meet certain criteria: • It must be durable and capable of withstanding repeated use. • It should be intended for a medical purpose. • It must be necessary due to a medical condition or injury. • It is designed for use in the home. • It should have an expected lifetime of at least three years. While Medicare covers essential mobility aids such as canes and walkers, it's important to note that most bathroom safety devices, like grab bars and raised toilet seats, are typically considered "convenience items" rather than medically necessary equipment. Therefore, they fall outside the scope of Medicare coverage, and individuals will need to pay for them out-of-pocket. However, there is a caveat to this. Commodes, which can aid individuals confined to a room without bathroom facilities, may be covered under Part B's Durable Medical Equipment benefits if prescribed by a doctor. Medicare Advantage plans may cover bathroom grab bars, and it's possible that Medicaid or VA benefits may help pay for a shower chair. A Medicare Supplement plan, sometimes also called Medigap – can help pay for your out-of-pocket Medicare costs. Medicare Supplement Plans are accepted by any provider who accepts Medicare, including Durable Medical Equipment Providers. If your doctor prescribes Durable Medical Equipment that is covered by Medicare, you'll need to obtain it from a supplier that accepts assignments. This ensures that you pay the standard Medicare-approved amount for the equipment. However, if your doctor or the supplier does not participate in Medicare, you may be responsible for the full cost of the equipment. For those with Original Medicare (Part A and Part B), there is typically a 20% coinsurance requirement for Medicare-Approved DME. This means you'll be responsible for paying 20% of the cost. However, if you're enrolled in a Medicare Advantage (MA) Plan, your coverage may differ. While Medicare plays a crucial role in assisting seniors with various healthcare needs, bathroom safety devices often fall outside the realm of covered equipment. Seniors must remain proactive in taking steps to enhance bathroom safety and consider budgeting for these essential devices to ensure a safer, more independent, and accident-FREE living environment. Consultation with your healthcare provider and a thorough understanding of your Medicare coverage with a Medicare professional can help you make informed decisions about your bathroom safety. By doing so, you can enjoy greater peace of mind and maintain your independence in the comfort of your own home. < Previous News Next News >

- On A Mission: It Has Been A Struggle To Get A Slow Speed Zone On The Intracoastal Waterway in Hallandale Beach
On A Mission: It Has Been A Struggle To Get A Slow Speed Zone On The Intracoastal Waterway in Hallandale Beach By Hallandale Beach Mayor, Joy Cooper April 14, 2022 Share For over twenty-five years the Golden Isles Safe Neighborhood, Hallandale Beach Marine Advisory Board and the Golden Isles Homeowners Association have been struggling to get a slow speed zone on the Intracoastal Waterway in Hallandale Beach. This small stretch was never addressed years ago when they began to focus on speeding all along Broward waterways. Those of us that have lived here over the years remember the multiple times we attempted. I along with the HOA request that we establish a Marine Advisory Board. One of our neighbors Mr Barry Webber, Esq. was already serving on the Broward Marine Advisory Board and had knowledge and insight into the process and grant opportunities. I championed boating and speeding issues on the commission level to establish a Marine Patrol and apply for a Slow Speed Zone. The finding was put in the budget every year and I had to fight to keep it. Finally, I had three likeminded commissioners that agreed we would make the zone a permanent zone, but it is not 24/7. Our patrol focuses on weekends and holidays. The officers are specifically trained for this duty. A few years have passed and we tried again to get the speed reduced. Our main obstacle was Broward County, without their blessing the State Fish and Wildlife would not even consider an amendment. Many Broward County Advisory Board members, including their executive, would not support it. Many boaters despise the slow speed because it takes longer to get from home to ocean inlets. Personal watercraft owners are not fans either. I even spoke with the boat industry leaders that did not weigh in. My argument with them was all the empty boat slips that should be filled but people would not consider them. Along the stretch many homes could not even safely have a boat and if they did it was extremely dangerous getting on and off. The Condominiums on A1A that had docks also suffered the same fate. Many of their docks were vacant. Some installed lifts over the last few years. During King Tides properties would witness waves crashing over the seawalls from all the waves created from speeding boats. I reported the news a few months ago that Bradley Weitz, Esq. Barry Webber, Esq., and other residents rekindled the interest to establish the zone. They created Slow HB Facebook and rallied residents to get involved. Mr Weitz is owner of the two point properties on Palm that are surrounded by water. He invested in line-of-sight surveys to show how dangerous ingress and egress is into the ICW. The group worked with our marine patrol to crack down on the excessive amount of speeding boaters. Due to covid and everyone boating the number of tickets combined with the surveys created a compelling argument for regulation. The group resubmitted the application with support of our Hallandale Beach Commission and the Broward County Commission. The Slow Speed/Minimum Wake Zone application was approved at the FWC meeting in Bonita Springs. There was a 21-day publication period for other parties to challenge it. There was not a one. Mr. Weitz noted when this occurred, the head of FWC‘s Boating Section, Major Rob Beaton, personally congratulated the group and said that our 150-page application is the new ‘gold standard’ for future cities to follow. At that time due to supply shortages and staffing shortages it took time to get the signs installed on the ICW. I am happy to report that they are being installed now. I want to thank Slow HB team and our staff that worked tirelessly to make sure this much needed safety improvement was implemented. I am proud to announce and invite our readers to attend my State of the City Address that is being presented by the Hallandale Beach Chamber of Commerce at Gulfstream Park on May 4th at 12 PM. Reservations are required. Thank you to Gulfstream Park for being the Tile Sponsor and hosting lunch in the Flamingo Room. The lunch is $30 for members and $40 for non-members.
