  • Hallandale Beach Development Update

Hallandale Beach Development Update By Hallandale Beach Mayor, Joy Cooper October 14, 2021 Share There are some exciting developments happening in our City. Our residents should be assured that we have put in place the necessary regulations, impacts and fees to provide redevelopment is taking place with the proper oversight. All of these projects are listed on our website at: www.cohb.org As business meetings begin to go live it was an honor to present to the Aventura Marketing Council’s recent Mayor's Forum. Gulfstream Park hosted the first event for all of the North Dade Mayors and myself, right here in Hallandale Beach. While attendance was limited it was wonderful to see many of my colleagues and spend time discussing our City. Since the Pandemic started many city and government operations have been shut down. The one thing that did not end was construction. We as a City grappled with the impacts of construction on buildings where many residents were quarantined. We fought a losing battle with the Governor to at least halt unnecessary building projects until the Pandemic subsided. In many of our condominium buildings, these projects were tied to 40-year inspections. They fit the category of life safety. It became a double edged sword to prolong projects or simply get them done. After the presentations by the mayors, you would not have even thought any Pandemic had occurred. It was the opposite. Every City in South Florida is going through rebuilding, new construction and major infrastructure projects and Hallandale Beach is the same. It’s been a while since I have reviewed the redevelopment projects in the City. We continue to see great interest and investments along all our corridors. 2000 Ocean was topped off during the Pandemic and they are working on receiving their TCO, so they can allow for inside construction. The 64-unit condominium projects will bring the first Luxury project to the beach in over 15 years. As you head West, 100 Diplomat Parkway is now under construction, it is made up of 250 apartment units. It is part of the entire reconstruction of the Diplomat Country Club and Spa. That project includes 3 other buildings that are planned to be developed on the existing footprint of the Hotel Spa. The Golf Course has been totally redone and when it is completed there, will be a Hotel and Hotel Condo units. On West Hallandale Beach Boulevard, The Oasis has almost completed their first phase of construction. The approved plan is for the construction of 500 multi-family, 34,691 square feet of office space and 59,219 square feet of retail space. This is the first-Class A office to be built on the boulevard in years. Units are being sold and the retail space will be opening soon. Due to our Form Base Code and set impact fees, developers can come and apply without a long extensive approval process. These codes provide guidelines as to height, density, building types and importantly are set to impact fees to address our impacts on our infrastructure created from the development. They also allow for residents to understand what can be built and where. The added benefit built into the Form Base Code is they provide bonuses to build in mixed use residential units with retail and office spaces. This provides a catalyst for live work and play within our 4 square miles. Art Square was built with form base in mind. It was one of the first projects with live work units. The Accesso Office, The Beacon and The Atlantic Villages all have been built under this code. Atlantic Village is also in the process of designing Atlantic 4 at the corner of Federal Highway and Atlantic Shores Boulevard. Along US-1, we have many planned developments that have been approved over the years. These approvals remain in place due to special emergency orders granted by the Governor. The Peninsula Tower, Gulfstream Point, 900 Federal Highway and The Element have all been approved and are in various stages. Optima is under construction now and is another great addition to the Class A Office. Heading further West we are seeing infill housing being built. Leisure Apartments and Village at Bluesten Park are being constructed. Our new park system has also helped to promote interest in our City. The CRA recently partnered with the Solaris Apartments which is being built by Cornerstone adjacent to our central Bluesten Park. They will be adding 78 affordable housing units. Also, in the CRA, Hallandale City Center is a mixed- use affordable housing project. This development has been a bit long getting to the point of construction. They have brought in a new Capital investor and are in permitting. West construction, if finished up, occupies townhouse units called Hallandale Commons on Foster Road. This area once the building begins will see a long- awaited transformation of Foster Road. I could not leave out FADD, Fashion Art and Designs District. The Dixie corridor I have always said is a great place for redevelopment. With the energy created by Art Square and Icebox on NE 3rd Street there has been plenty of activity. Our City will be home to the first Container “Bodega.” This has also been a long process as we are the first in Broward County and are creating a new county code to accommodate container buildings. New restaurants and shops are springing up on 1st and the plan that the CRA adopted is finally coming to fruition. There are some exciting developments happening in our City. Our residents should be assured that we have put in place the necessary regulations, impacts and fees to provide redevelopment is taking place with the proper oversight. All of these projects are listed on our website at: www.cohb.org . As always, I am available anytime for your questions, concerns and ideas to make our City, a better place, on my phone/text at: (954) 632-5700. Or you can e-mail me at: jcooper@cohb.org . Get Help Fast: Using the "HOLLYWOOD CONNECT" App August 4, 2022 Share Did you know that the City of Hollywood has a great tool for residents, business owners and visitors to report concerns directly to City Hall for resolution? The City's customer service platform, “Hollywood Connect,” powered by Rock Solid Technologies, is an easy-to-use app that allows residents, business owners and visitors to submit service requests for code violations, potholes, streetlight outages, unsafe conditions and more directly from a mobile device. If enabled, your GPS and location services on your device will help pinpoint the service issue location – or you may enter the location manually. Once received, service requests are then routed to the appropriate department for attention and will be responded to quickly and efficiently. Users can easily track the progress of their service request, will receive updates throughout the resolution process, and will be notified once the issue has been resolved. Reports may be submitted using the Hollywood Connect mobile app, via the website, or via email. To download the free app, search for “Hollywood Connect” in the AppStore or Google Play Store. Hollywood Connect replaced the “Help Me Hollywood” application, which expired last year. The Help Me Hollywood app will automatically update to the Hollywood Connect app on Apple devices that are set to automatic updates. Android users who currently have the Help Me Hollywood app must download the new app from the Google Play store. In addition to submitting service requests, app users may also pay their water bills (Hollywood utility customers only), view their garbage collection schedule, apply for a building permit or vacation rental license, and learn about events and happenings in the City. • How Volunteering Can Help Older Adults Combat Loneliness

How Volunteering Can Help Older Adults Combat Loneliness March 14, 2024 Share The bonds found in friendships and other relationships are an important factor in health and wellness - even science says so. According to the American Psychological Association, forming and maintaining social connections at any age is one of the most reliable predictors of a healthy, happy and long life. Studies show having strong and supportive friendships can fend off Depression and Anxiety, Lower Blood Pressure and heart rates in stressful situations and change the way people perceive daunting tasks. However, statistics show approximately half of U.S. Adults lack companionship and feel socially disconnected, according to the U.S. Surgeon General's Advisory on the Healing Effects of Social Connection and Community. In fact, 12% don't have anyone they consider a close friend, per the Survey Center on American Life. This "epidemic of loneliness," as coined by U.S. Surgeon General Dr. Vivek Murthy, can take a severe toll on Mental and Physical Health. As people age, the risks of isolation increase. With America's older population growing rapidly - the 65 and older population reached more than 55 million in 2020 - discussing how older adults can combat loneliness is relevant to Public Health and individual Well-Being. Consider volunteering, which is one of the best and most rewarding ways to combat loneliness. Volunteering Combats Loneliness People often volunteer to find a sense of purpose, learn new skills, improve their communities or establish new routines after retiring or becoming empty nesters. For many, making friends through volunteer work is a welcome bonus. The act of volunteering provides proven benefits for older adults. Forming connections can make all the difference in a person's volunteer experience and sense of Well-Being. People who meet through volunteer work inherently share a common interest and something to bond over. These friendships can carry over outside of volunteer work and lead to bonding over other hobbies and interests. Connection-Focused Volunteer Opportunities In addition to making friends with fellow volunteers, many older adults also form relationships with the people they're serving, especially if those recipients are their peers. For example, AmeriCorps Seniors is the National Service and Volunteerism Program in the Federal Agency of AmeriCorps that connects adults aged 55 and up to local service opportunities that match their interests. Its Senior Companion Program pairs volunteers with other older adults or those with disabilities who need companionship or assistance. Volunteers may help with tasks such as paying bills, shopping or getting companions to appointments. In some cases, volunteers may also provide support and respite for family members caring for loved ones with chronic illnesses. "We often think of volunteering as 'giving back,' but we've seen firsthand that it often becomes so much more than that," said Atalaya Sergi, Director of AmeriCorps Seniors. "By spending a few hours each week with another older adult in need of support, our volunteers are not only giving back to others, but they're adding meaning to their own lives and establishing new connections. They're helping to fight the loneliness epidemic one visit at a time." Growing older can come with challenges, but some of those can be minimized with a positive mindset and commitment to remaining connected and engaged - whether with friends, relatives or fellow community members. Fostering relationships is a key ingredient to a healthier and more fulfilling life. • Holocaust Memorial And Immigration - Hallandale Beach Has Taken A Strong Position When It Comes To Law And Order

Holocaust Memorial And Immigration - Hallandale Beach Has Taken A Strong Position When It Comes To Law And Order By Hallandale Beach Mayor, Joy Cooper January 29, 2025 Share This Monday was the 80th Anniversary of the Remembrance of the Holocaust. As a daughter of a WWII Veteran, it is also in my opinion to remember the many Veteran “Liberators.” (Pictured: Such as we do on Veteran's Day in Hallandale Beach) Yes, it is true that America sadly sat by the sidelines while the final solution was being conducted. Winston Churchill pleaded for our country to help Europe as they fought against Hitler and the Nazi Extremism. My father did not speak about the war until he himself was reaching his late seventies. He met a group of Holocaust survivors at an event at our wonderful Chabad. One of the survivors kindly reached out to get his attention and thanked him for being a WWII hero and helping to end the war and liberate the camps. Words cannot express how this changed my father’s view of WWII. He had carried his memories like many soldiers. They were too painful and guilt ridden. These few heartfelt words of thanks opened his heart and lifted the guilt he had from bombing his parents’ home country of Italy. He felt a weight lifted and was able to talk about his missions. He had gone on over fifty-four such bombings and bailed out twice, receiving two Purple Hearts. Over the past year watching the many misguided pro Palestinian youth I have recommitted myself to ensuring our younger generation is taught the facts about hatred and Antisemitism. I could only imagine the words my father would have for such ignorance. We are blessed to have the Holocaust Documentation and Educational Center minutes away in Dania Beach. Now that the survivors are passing away, we need to make sure their stories are remembered and told. The true stories and lessons surrounding how Nazis turned hatred of the Jew and other marginalized groups through propaganda and lies needs to be taught. It is the law in Florida that students are taught about the Holocaust. Since COVID-19 these efforts have been woefully short. I am partnering with the center and retired teacher and friend Marilyn Santiago to make sure our students visit the center in the coming months. If you want to help us, please reach out to me for more information. As Jews, we need to realize it does not matter if there are Republicans or Democrats in charge. We need all individuals to support the efforts against Antisemitism. We all dropped the ball when it came to our college campuses. Hate Speech is not Free Speech. It should be stopped, and every student should be able to feel safe at school. I personally agree that all public funding should be cut off from these institutions that are spreading lies and misinformation. My friend and former Mayor of Philadelphia teaches a class at Columbia. He 100 percent confirmed that most of these individuals were not students and simple agitators showing up, camping out and starting problems. The past week we have seen a world wind of change sweep across our country. It is a result of the election that was lost by the Democrats. Yes, it was close, but President Trump won. People are simply tired of the lack of common sense and failure of our institutions to uphold the law. The days of everyone should get a second chance and it is ok to break the laws is over. The pendulum has swung all too far. If you are here illegally, it is illegal. If you are a criminal, you should be in jail. If you are here illegally and a criminal, you should be in jail and sent back. That is only common sense. Either way the commitment to crackdown on undocumented immigrants is sending a chilling effect throughout every city in our nation. The weekend of the inauguration was also the winter leadership meeting of the US Mayors. Our key issues are housing, Infrastructure and immigration. As an organization we are non-partisan so many Mayors share varying positions on immigration. It needs to be made extremely clear that the super majority of cities are not “so called” sanctuary cities. Hallandale Beach has never been a sanctuary city. We swear to uphold the laws of our country, state and city. We have taken a strong position when it comes to law and order. If you break the law, you will be arrested. We make arrests but then criminals are booked into the Broward County system. The Broward County Sheriff’s Department executed an agreement with ICE in 2019. The question becomes are the rules being followed. The MOU between ICE and BSO constitutes an agreement between ICE and delegates to BSO personnel the authority to perform certain immigration enforcement functions as specified herein. The purpose of this collaboration is to promote public safety by facilitating the custodial transfer of specific aliens in BSO's jail correctional facilities to ICE for removal purposes at the time of the alien's scheduled release from criminal custody. I have set up a meeting with the Chief and City Manager to further educate myself on this extremely critical issue. Our main goal as a city is to keep our residents safe. As a smaller public safety organization, diluting our staffing levels for training and providing services not intended for local law enforcement could put our residents at risk. Our lane per say is fighting street crime, thefts, robbery, domestic violence and day to day policing. Obviously, if we catch an undocumented immigrant during an arrest they will go to jail and be reported to BSO. It is only the beginning. We will be keenly watching as rules and regulations are rolled out. We are also concerned about funding freezes and cuts to our Infrastructure programs. I will continue to keep our residents informed. As always, I am available anytime for your questions, concerns, and ideas to make our City a better place on my Phone/Text at: (954) 632-5700.
