Charlotte & Julia Krass: Sunny Isles Beach Community Spotlight www.sibfl.net September 19, 2023 Share For Charlotte and Julia Krass, 17-year-old high school students, giving back to their community has been a driving force from a young age. As active members of the Joshua’s Heart Foundation, Charlotte is the Junior Advisory Board Head Of Marketing and Julia is the Head Of Fundraising. Together, they helped raise over $25,000 for Joshua’s Heart to purchase a refrigerated van that will ensure sustainability in helping families in need across Miami-Dade County receive quality groceries. The twins have won service awards for their work and plan on continuing their mission to end hunger for years to come. How did you first start volunteering with Joshua’s Heart Foundation? Julia: We actually saw Joshua at an event when we were young. Seeing someone else so young working like this and volunteering, it started out as something more fun. Charlotte and I would go together, we would bring friends, we would just help out. And then from there, we went to the Junior Advisory Board. Charlotte: When we were at an event and heard Joshua speak, it was just really inspiring to us. He told us his mission, and at a young age, it flipped a switch in our minds. Julia: Joshua’s Heart truly is like a family and you can definitely see that with all of the kids working together. What impact do you hope to have on Sunny Isles Beach and neighboring communities? Julia: I think the impact we would like to make on Sunny Isles Beach and in the neighboring communities is definitely to get the word out and spread the message. Charlotte: Our main message is to stomp out hunger. So, we’re really looking to have people not have to worry about what they want to eat next. Tell us how you raised over $25,000 for the foundation to purchase a refrigerated van. Charlotte: To raise the amount of money that we needed to purchase this truck; we started out spreading the word. I was posting on Social Media; I was selling clothes on my Instagram account. And then we also partnered up with a lady that makes bracelets for other service projects, so we made special Joshua’s Heart bracelets. But we also created letters and we sent them out to big corporations in Miami. We got a message back from Milam’s Supermarket which is a local supermarket right down the street. They sent us a really great check, which definitely helped us a lot. What was your favorite service project you have completed and why? Charlotte: When we were a lot younger in fifth grade, we started a service project called I Heart Art. So, during one of Joshua's Heart Food Drives, we gave out art supplies and it was just so exciting to see. What would you say to other young leaders looking to get involved in their community? Charlotte: To other young leaders, I would say to not give up. If you have a really big goal, you have to start out small. It might be frustrating at first when you can’t solve global hunger, just starting small definitely makes a difference. Julia: You can start small, and it can still make a difference. You can build up from that. No matter where you are, what you’re doing, you can help out your community and make a difference. It's All About Water: Infrastructure Is The Lifeblood Of Every City By Hallandale Beach Mayor, Joy Cooper February 2, 2023 Share For many years cities around the country have been upgrading water meters to Advanced Metering Infrastructure. The old system required meter readers to physically go out and read each meter. While this worked the readings were delivered and processed by the billing department all manually. There was no real time information and bills were adjusted after reading. This created lags in the system and if there were any issues that customers needed addressed took much longer to address. The AMI was considered a true benefit and we decided to upgrade our system many years ago. AMI provides a system where the meters are upgraded to electronic and then integrated into the billing system. The registers are like an odometer. The water flows through the register and a battery-operated radio transmitter creates a reading. It then electronically transmits the reading to the utility. This process has been working and created efficiencies on many levels. In our case last year some of the batteries began failing. When we were first briefed on this matter I had asked if we have any legal recourse since the meters are to have a much longer life than a couple of years. We were informed that we were not the only city that had the same problems and I wanted our attorney to research it. After researching our contract, we found they were still under warranty and the company was going to work with the impacted cities. This was good news until staff realized due to supply chain issues the company had a large backlog. The register batteries were not the only problem. Many meters were placed on properties in a manor where they were not able to transmit to the utility. Some meters were under water or covered with dirt. City Manager Dr. Earle established a cross-departmental team to address this issue. It included Public Works, Finance and Sensus - the tech vendor. The team reviewed all issues and presented a report to us in December. It was confirmed that due to the magnitude of the failures we were not billing for a large amount of consumption, that is due to system limitation. 1 out of 10 meters had to be manually read and 1 out of 4 bills are being estimated. In this case data is critical. Approximately 6,866 meters are being read. Unaccounted water creates multiple issues for the system and all users. Water loss is at 20%, double the target rate. Currently Staff have replaced 500 meters provided by Sensus and since have gone to another vendor Core and Main to address the inability to acquire replacements in a timely manner from Sensus. The Core plus and main meters are superior to the old meters and can be integrated into the system. The software upgrades will send real time alarms when meters are not reading or disconnected illegally. The working group has set out to complete the system over the course of 2023. The other component of the system is billing systems. It was found that due to the current staffing level and utilization of finance personnel that mainly work with customers for meter and billing a reorganization was warranted. A meter maintenance coordinator was added and a specific utility billing supervisor. The cost of these added employees will be allocated to the Utility Fund. In addition there will be the addition of temporary staffing for the fiscal year to address customer demand while staff is implementing the remediation project. This remediation project is critical as it relates to our fee structures. Without true readings and use there will not be a fair allocation of costs for our Utility Bond. While the cost to perform these repairs and reorganization will run $689,100, $140,000 for field audits, $300,000 for temporary staffing, $276,000 in water meter purchases and $140,000 for staff reorganization and classifications, in the long run the recapture of unbilled water revenues will offset the costs. The long-term projected water revenues are projected to be $648,000. This does not include staff time and efficiencies created. There is an even larger picture when it comes to every improvement we bring. As I have written recently about the cost of underground infrastructure we continue to work with our bond consultant. The more accurate accounting of water will help us evaluate a fair rate structure for our customers. Water is also tied to our wastewater. The more accurate our data, the more accurate we can evaluate our sewer costs to address infiltration and water losses throughout the system. It will also help us to budget for sewer payments. As the City embarks on large scale Infrastructure Projects which will impact on everyone’s budgets, I want to let our residents and condo boards know that I am always available to come out and discuss this issue and other City Business with your group or board. For Parents, They’re Also Places Of Constant Vigilance. While Most Caregivers Instinctively Watch For Obvious Dangers Like Tall Slides Or Roughhousing, Many Of The Most Common Playground Risks Come From Smaller, Easily Overlooked Details. The Good News? Preventing Injuries Doesn’t Require Hovering Or Limiting Fun. As the Chief Technology Officer at Rubberecycle Corporation (which offers top quality rubber surfacing products for playgrounds), I have seen firsthand how a few simple adjustments and a more intentional approach to supervision can go a long way. Here are eight often-missed playground safety errors and how to avoid them. Assuming All Playground Surfaces Are Safe Not all ground surfaces are created equal. Softer surfaces like rubber mulch and mats can cushion falls, while hard surfaces like concrete or packed dirt don’t provide adequate shock absorption during falls and can increase the risk of serious injury. So before your child starts playing, take a quick look at the ground beneath the equipment. Is it soft? Deep enough? Even a brief check can help you spot areas where falls could be more dangerous than they appear. Overlooking Equipment Temperature On sunny days, playground equipment (especially metal slides, swings, and climbing bars) can heat up quickly. What seems warm to an adult can be painfully hot for a child’s sensitive skin. Doing a simple “touch test” with your hand can prevent burns. If it’s too hot for you to comfortably hold, it’s too hot for your child to use. This quick habit is especially important during spring and summer afternoons or in direct sunlight. Ignoring Age-Appropriate Designations Most modern playgrounds are thoughtfully designed with separate areas for different age groups, typically 2 to 5 and 5 to 12. These distinctions aren’t arbitrary; they reflect differences in physical ability, coordination, and risk level. Letting a younger child play on equipment intended for older kids increases the chance of falls and injuries. So whenever possible, guide your child toward spaces designed for their age and developmental stage. Not Checking for Loose or Damaged Equipment Playgrounds endure constant use and exposure to the elements, which means wear and tear is inevitable. Loose chains, rusted bolts, cracked plastic, or splintered wood can pose serious risks, but they’re often subtle and easy to miss. So take a few seconds to scan the equipment before your child dives in. If something looks unstable or broken, it’s best to steer them elsewhere and report the issue if possible. Letting Kids Wear Unsafe Clothing or Accessories What your child wears to the playground matters more than you might think. Loose drawstrings, scarves, necklaces, or even bike helmets can get caught on equipment, which can create a risk of strangulation or injury. Opt for well-fitting clothing without dangling elements, and remove accessories before playtime. It’s a small step that can prevent rare but serious accidents. Failing to Supervise Strategically Being at the playground isn’t the same as actively supervising. It’s easy to get distracted by a phone, a conversation, or even just the mental break of sitting down. However, those moments can delay your response when something goes wrong. So position yourself where you can clearly see your child at all times, especially if the playground has multiple structures or blind spots. Strategic supervision doesn’t mean constant hovering; it means being ready and aware. Overcrowding and Poor Timing Choices A packed playground might seem like a sign of a great spot. However, it also increases the likelihood of collisions, falls, and overwhelmed kids. Busy environments can make it harder for children to navigate equipment safely and for parents to keep track of them. If possible, aim for off-peak times like early mornings or weekday afternoons. A less crowded playground often means a safer (and more enjoyable) experience for everyone. Skipping Basic Hygiene Practices Playgrounds are shared spaces, which means germs are part of the environment. Kids touch surfaces, climb, slide, and then often go straight to eating snacks without washing their hands. Bringing hand sanitizer or wipes and encouraging a quick clean-up after play can reduce exposure to bacteria and viruses. This simple habit will support overall health without interrupting the fun. Safer Play Starts with Smarter Awareness! Playgrounds are essential spaces for children’s physical, social, and emotional development. They encourage movement, creativity, and independence in ways few other environments can. While no playground is completely risk-free, most injuries are preventable with a bit of awareness.
