The State Of Medicaid And Human Services: We All Can Agree That Efficiency and Transparency Are Excellent Goals, But Who and What Is Cut By Hallandale Beach Mayor, Joy Cooper Mar 6, 2025 Over the past months, the federal government has been evolving under new leadership. While our President has been pushing the boundaries there are still certain guardrails in place. Many laws that govern our democracy still require controlling votes of the Senate and Congress. We all can agree that efficiency and transparency are excellent goals but who and what is cut will have a direct effect on our delivery of services. Checks and balances that seem to slow down the delivery of services are there to protect our tax dollars. We do not want them to be wasted or doled out by fraud. On the other hand, we as taxpayers should not be waiting months for services like Social Security, Medicare and Veterans benefits that we paid for and depend on. I have had a direct experience sadly within the past year, trying to get benefits from the VA for our mother. Our Dad was in WWII. He served in the Navy on a hospital ship. She was due to a reimbursement for her out of pocket cost for nursing care. I had submitted an application over a year ago for her that was rejected for more information. It was resubmitted and the benefits were still not paid. I am sure I am not the only person that has come across this type of problem. DOGE seems like a worthy attempt to clean up abuse and create efficiency. The issue is how they are going about it. Even with technology, you need human resources to work in departments. Disrupting the workflow with firing employees without technology improvement in place will only create more hardships for individuals dependent on these resources. As Congress works on a budget, we are already seeing across the board outcries from both Republican and Democrat individuals to preserve our social nets. The U.S. Conference of Mayors held our recent leadership meeting. Our Executive Board and all committee chairs review the changes taking place. Medicare was one of the topics that was discussed. As municipal leaders we do not directly manage Medicare, which is a national and state function. It does, however, directly impact all of our constituents. We passed a joint letter to Speaker Johnson, Majority Leader Thune, Minority Leader Schumer and Minority Leader Jeffries, urging them to strengthen Medicare and not cut this vital program. The National State Legislators, The Council for State Governments, National Association of Counties, the U.S. Conference of Mayors, National League of Cities and The International City County Management Association, all signed on to protect Medicare. Medicare does not simply provide health insurance to seventy-nine million Americans, it impacts all areas of healthcare, including hospitals. Another issue that is now being implemented is the increase of tariffs on Mexico and Canada. I think all of us realize that Mexico has created issues with illegal immigration and illegal drugs. We all were caught off guard with the Canadian Tariff plan. Illegal drugs are being shipped to Canada and are finding their way to the United States. Our partnership with Canada is the largest Bilateral trading relationship in the world. $2.5 Billion dollars cross the border daily. Eight million jobs in the U.S. are tied to the Canadian trade industry. There are thirty-six states with Canada as their top exporters and Florida is one of them. Florida exports over $5.2 Billion to Canada including these top three agricultural, chemicals and equipment/ machinery. So, when tariffs go up, it will not just impact on the cost of what is imported but will affect what goods and services that are exported out of our state. The other top concern of all Mayors was ICE. Florida was already at the forefront of this issue with our Governor trying to implement far-reaching laws that would impact our local Law Enforcement. It needs to be made noticeably clear that city Law Enforcement enforces all the laws. If they find a person is here illegally, they take them to the county. The county is tasked with jailing all criminals. They work directly with ICE by notifying their agents and undocumented immigrants that are in their custody. The issue arises with our officers being taken off the road to enforce national immigration law. To date, we have not been approached by ICE to help them. If we are, it means less officers to protect our community, when it comes to Public Safety. Our officers are not directly trained to perform immigration enforcement. Taking officers off their regular duties for training also has an adverse effect on Public Safety. The Acting Deputy Director of US ICE Kenneth Genalo, attended our meeting and shared an update of their activity. We were all informed that they were and continue to target specific undocumented immigrants. Their main targets are known criminals that include murderers, violent offenders’, gangs and drug related crimes. They have no intention of targeting churches, schools, or hospitals. If they are aware of a criminal at any of these locations, they are required by law to work directly with local agencies, in ensuring innocent civilians are not placed in harm's way. We are all now waiting to see what their next steps are. The Police Athletic League of Hallandale Beach, announced the 2nd Annual One Hallandale Beach Family Fun Field Day. PAL Hallandale Beach is a national organization that police departments in different cities across the country implement to foster a greater connection between Law Enforcement, cities and communities through recreational sports. The Passing Of Sarge Pickman By Neil Keller Dec 10, 2025 The world of comedy lost a bright light with the recent passing of Steve “Sarge” Pickman at the age of 64 years old. If you ever saw him perform, you would have never forgotten the joy he brought. A fixture in South Florida and beyond, Sarge was a comedian who lived to make people laugh. I moved to south Florida 4.5 years ago and met Sarge a half dozen times, and each conversation left me impressed by his warmth and his ability to bring smiles to everyone around him. Even his last Facebook post, on November 27th, 2025, reflected his spirit: “Wishing a very HAPPY THANKSGIVING to you and your loved ones! See you soon! – SARGE.” That was who he was — always spreading cheer. From Miami Beach to Great Neck Born in 1961 to an Orthodox Jewish mother and an African American father in Miami Beach, Sarge — originally named Stephen — was adopted into a Jewish family in Great Neck, New York. His grandfather, Herman Shane, played a pivotal role in sparking his love of comedy. At Grossinger’s in the Catskills, Herman would tell young Stephen jokes, planting the seeds of a lifelong passion. Sarge’s early years were marked by talent and discipline. From ages 7 to 12, he studied at Juilliard in Manhattan. Later, at South Kent School in Connecticut, he excelled both academically and athletically, playing on the football team’s offensive and defensive lines. At Boston University, he earned the nickname “Sarge” — a moniker that stuck for life. Struggles and Redemption Like many entertainers, Sarge faced personal battles. In the mid-1980’s, drugs and alcohol nearly derailed his life. He candidly admitted to stealing from a friend’s apartment to fuel his addiction. But on December 26, 1990, he made a life-changing decision: to stop drinking and using drugs. That commitment to sobriety became the foundation for his future success. Breaking Into Comedy Sarge’s first paid comedy gig came in 1992 in New York City. His routine was only six minutes long, but he repeated it ten times to fill an hour slot every Sunday. The venue later turned out to be a mafia front under FBI surveillance — and Sarge discovered he had been hired to distract the agents. It was an unusual start, but it didn’t stop him. His career soon intertwined with sports. Working for ABC Wide World of Sports and CBS’s The NFL Today, he received advice from Greg Gumbel: “To be a sportscaster you have to be careful with what you say. You’re very talented — you should be a comedian so you can speak whatever you want.” Sarge took that advice to heart. Sharing the Stage With Legends In 1994, he was asked to replace Jerry Seinfeld at the Baseball Writers’ Association of America dinner. He recalled joking with the crowd about being mistaken for Mets outfielder Cleon Jones — a moment that brought the house down. Soon after, Hall of Famer Bob Gibson invited him to perform at a charity event in Omaha, where Sarge entertained an audience that included George Brett, Sandy Koufax, Steve Carlton, and Willie Mays. Koufax even arranged to sit next to him on the flight back to Los Angeles, intrigued by Sarge’s Jewish identity. From there, his career soared. He performed at Radio City Music Hall, entertained at Major League Baseball’s All-Star Game in 1997, and worked on cruise ships across the globe. He hosted his own Fox Sports Radio show, Sarge in the Foxhole, which aired on Armed Forces Radio, and he visited troops in Iraq three years in a row. He later created and produced Fox’s Best Damn Sports Show Period. Along the way, he opened for icons like Natalie Cole, Aretha Franklin, the Beach Boys, the Four Tops, Taylor Dayne, and Donna Summer. A Life of Joy and Identity Sarge often said he never faced racism or antisemitism in his career. “I am an American. Race should not matter,” he explained. His favorite comedians — Alan King, Gilbert Gottfried, and Robert Klein — reflected his appreciation for sharp wit and cultural humor. In 2007, he married Ania, who converted to Judaism, and together they raised their son Zander, now 17. But, as a busy mom of eight kids, I needed a way to put food on the table fast--several times a day. I tried meal prep, delivery services, eating out (not good), and more. Nothing worked. Meal prep required too much time in the kitchen. And the other options were too pricey for my deal-seeking nature. That's when I started experimenting with an air fryer—which also appealed to my penchant for new technology. Soon, I discovered I could make simple, delicious, and mostly nutritious meals in minutes. When my kids ate those first dinners without complaining, I had an "aha moment" that dramatically changed how I cook and the trajectory of my business. In 2020 during the Pandemic, with a house full of family members needing to eat, I used my phone to record videos of the food I cooked in the air fryer. The kids tried and rated each recipe. Some even pitched in to help chop, mix, and measure. I posted the videos and recipes on YouTube, and here we are. I now have a family full of air fryer enthusiasts. The recipe portion of Fabulessly Frugal, which is my original business started to help families save money while enjoying delicious meals, has grown so much that we spun off the cooking content into a site called Empowered Cooks. With it, I'm on a mission to empower everyday cooks like me to feel more confident in the kitchen. With simple ingredients and easy-to-follow instructions, every air fryer recipe on this channel will help you make delicious, and mostly nutritious, air fryer meals in minutes. We make recipes ranging from amazing air fryer chicken to salmon, steak, veggies, baked goods, and desserts in a fraction of the time it normally takes. Some of my most popular videos include "4 of THE BEST Air Fryers in 2023--And What to AVOID," 15 Things You DIDN’T KNOW the Air Fryer Could Make, "Top 12 AIR FRYER MISTAKES," and "These 15 Recipes Will MAKE YOU WANT an Air Fryer." CY: The insights gained from that survey, conducted among our audience of nearly 650,000 subscribers, were compelling, with participants representing a diverse audience demographic. This ranged from empty nesters to a growing cohort of younger enthusiasts between their teens and mid-20s. Among the findings, the survey revealed that owning an air fryer led to faster and more efficient cooking for well over half (67.8%) of users, a shift towards healthier cooking for 44.5%, and increased culinary experimentation for 43%. The usage pattern indicated that 39.7% utilize the air fryer several times a week, 36% use it daily or almost daily, and 9.6% use it once a week. It's been amazing to get these survey results. The insights are opening up new ways for us to support our air fryer community. It's pretty cool to think that air fryers, once just a gadget for zapping frozen foods, have become a kitchen game-changer. Don’t let my size scare you, I’m a well-behaved fellow who showed off all that I know during my recent photo shoot for this cute picture. I will sit, give paw and even give you the other one if you ask. I might talk to you, so you'll throw a ball for me to chase after. It is unknown how I am with other dogs or cats, but we can do a meet and greet if you have another dog at home. I will admit I pull on the leash, but that's just because I'm excited to go somewhere. The State Of The City Part VI: We Have Stopped “Kicking The Cans Down The Road” By Hallandale Beach Mayor, Joy Cooper July 13, 2023 Share Over the weeks, I have shared The State of the City Series. This is Part VI and the Final Portion. It covers the threats our City is facing in the coming years. While we are very proud, our city’s fiscal situation is stable due to the hard work of our City Manager, Commission and Staff. We have stopped “Kicking the cans down the road” and are addressing the most vital parts of our City’s Infrastructure. We still have plenty of work to do. So, what threats can unbalance this stability? There is always the threat of Hurricanes, Economic Instability, Supply Chain Issues, Workforce Issues, Pension and Labor Costs and God forbid, another Pandemic! But we do have current threats that we have already geared up for and are working with our neighboring cities. Seaweed. Yes I did say Seaweed. The Sargassum Bloom is coming and we have seen some bands from it already. We had to invest in new tractors and are keeping up with cleaning. We all are extremely concerned about the large cost of disposal. Our Staff has even set up a specific landing page to inform our residents. The other threat is not a surprise, Housing Costs. While many people have migrated here our population has not really grown significantly. Recent figures show that the majority of growth is North and to the West due to the Cost Of Living. The rent for two-bedroom one bath apartments is going upwards to $2,000 - $3000 Dollars. The other side of that sword. We continue to focus on creating more units that are affordable. Our Sustainable Development Department under the Leadership of Director Vanesa Leroy has already requested and received five hundred units to be utilized for housing. We are also laying the groundwork to apply for an additional four thousand to be built within our Regional Activity Center. This is the area between Federal Highway and the FEC. If these units are applied for, there must be a percentage of inclusionary units. While many developers prefer to pay as you go, that model simply has not worked. I mentioned the City Center but there are also many infill developments including Solaris which will be affordable units. This would not be possible without the County and the CRA. In addition, our CRA has been helping residents with Rental Assistance. We created a program where if someone’s rent has increased over 20% we will help pay the difference to the property owner for 12 months up to $6,000 dollars in assistance until renters can catch up financially or find other housing. We all know about the astronomical insurance costs but that is a job for our Legislators. This year, though, we approved restarting our Hurricane Window and Retrofit Program East of the CRA. This was possible due to cost savings measures and will help reduce Windstorm Costs for those and make our City safer. The other issue, while certainly not new, seems to have resulted from a combination of COVID-19, the Cost Of Living and the Opioid Crisis. Increases in the Homeless population. It is truly tragic, but it is something every city is dealing with. We are trying to do what we can with these needy individuals, but we cannot force them to get help. Some things to know. It is illegal to Loiter on Private Property that is posted “No Trespassing.” On Private Property we can make the homeless leave and share with them where to get help. It is illegal to sleep in public right away. We can ask individuals if they want help or ask them to move along. Now there is an added issue, it is now legal for people to Panhandle on public property. The Supreme Court ruled that is a form of Free Speech. Our City Attorney is reviewing our current Law that regulates Safety and the Blocking Of Traffic to see if it can still be Enforced. But for now, anyone on our Sidewalks or at our Parks is FREE to Panhandle. To address this issue in an empathic manner we have hired a Community Service Officer, Iman Sandman in the Police Department. I have been studying this issue and while some people are simply down on their luck, but many homeless are Mentally Ill or have Addictions. Not everyone has a family, a support group, or resources to get help. And some are so entrenched in their reality they simply refuse help. This does not mean we cannot avoid tough decisions to address this quality-of-life issue for all our residents. Mental Health actually for everyone has become an issue. We do not always talk about it, but it has gotten to unbearable proportions. Even the U.S. Conference Of Mayors began a Mental Health Task Force. It is not just about the homeless but all of us. Since COVID-19 many of us, whether it's family, school or business Stress, adapting back into the new routine has not been easy. In Florida, the lack of Gun Regulations has made Stress even more deadly. For our children we held the opening of the new home of our Police Activities League. Children can go there and enjoy after school activities, sports, the arts, or simple quiet time in the library. Our partner’s at Memorial have also partnered with PAL. “One City At A Time:” Offering FREE Health Checkups, Testing and Assistance to all ages every Monday, Tuesday and Wednesday for the next year this includes a Woman’s Health and a Mental Health Component. Beautiful Bella would love to go home with you! This sandy, blonde beauty is 73 pounds, 11 months-old and still has some growing to do. Sadly, she was given up because she got too big. Bella is good with other dogs and enjoys playing with dogs her size. Her profile says she is also good with cats, so please do a slow introduction if you have a resident feline. Older kids might be best, we wouldn’t want her to knock down any little ones by accident. Bella can be a little shy at first but give her a few minutes and she warms up and wants to play. Would she be a good fit for your family? Scrappy is an adorable fellow and can’t wait to meet you at the Humane Society of Broward County. Scrappy is a friendly, five-year-old, 72-pound fellow who loves to be petted and hang out with people. The volunteers and staff at the Humane Society of Broward County say he is affectionate, curious, and calm. If you’re looking for a walking partner… he could be perfect for you. A family with older kids might be best, he wouldn’t want to accidentally knock over any little kids. If you have a dog at home, a dog meet would be recommended. It appears Scrappy is not that into toys, he prefers to be where you are and rest his head in your lap. Thanks to our friends at Buy Fire Alarm Parts, they have kindly paid Scrappy’s adoption fee. Could you be the perfect family for Scrappy? If a big feline is your thing than five-year-old Kimura (Kimmy) ID 674446 is a BIG lap cat, who loves attention and pets. She is good with well-mannered dogs, is talkative when she sees you, and she will do best in a home with kids ages 8 and up. Kimura is front declawed. Preparing to Adopt If you lease your home, check with your landlord before adopting to be sure you are allowed to have a pet and can afford all required pet deposits. Pets are sometimes returned because of lease restrictions and/or landlord’s disapproval of the pet chosen. This can be an expensive lesson since the adoption fees are non-refundable and being returned to the shelter can be a stressful experience for the animal. Adopting a pet is not a one person decision. Make sure other members of your household are aware you want to add a pet and should meet the pet before you decide to adopt. Also consider: • Does anyone have allergies? • Are other members of the household, including children, afraid of animals? • Are you expecting other members of the household to share in the care of the pet? Another factor to consider is cost. The initial and on-going costs of a new pet can add up. These costs include: Adoption fees, Food, Grooming, Obedience training, Pet supplies, and Licensing. Additional veterinary care such as diagnostic testing and preventative medication can add up in the future, so make sure to take this all under consideration prior to adopting. These costs can easily be $200-400 or more within the first few weeks of adoption. Other Pets The Humane Society of Broward County recommends that you do not immediately expose your existing pets to a new pet. Consider how you will manage an isolation period and be sure all existing pets are up to date on vaccinations and other routine health care before bringing a new pet home. Facilitating positive pet-to-pet introductions will require some management on your part too. Not all pets are instant friends and may require temporary or intermittent separation to ensure a smooth transition. Some pets are happy to share their home within a week or two, others may take a month or longer to adjust. Our adoption staff will be happy to review steps to properly introduce your new pet to your resident pets. Time commitment All dogs and cats making the transition to a new home will need time to adjust to a new family and may require house training and behavior training to correct problem behavior. If you aren’t prepared to invest your time to teach your new pet appropriate behavior and help the animal adjust, you should not consider adopting a pet at this time. Positive reinforcement-based training is recommended for all newly adopted dogs and puppies. Please make a lifetime commitment to your pet. Remember that the animal you choose has already been abandoned or unwanted at least once in its life. Dogs and cats may live 12 to 15 years or more. Your thoughtful consideration, preparation and commitment will help ensure a lifelong placement.
