- Charging Your Electric Vehicle At Your Condo: There Are Two Ways For Associations to Address Electric Vehicle Charging
Charging Your Electric Vehicle At Your Condo: There Are Two Ways For Associations to Address Electric Vehicle Charging By Christopher Carter: Real Estate Broker Associate March 14, 2024 Share In a previous edition, we discussed the basics of installing an Electric Vehicle Charging Outlet in the garage of a Single-Family Home. Today we are doing an overview of Florida Condominium Owners Associations (COAs) allowing unit owners to install a dedicated charging outlet at their individual parking spaces, and/or the Association installing a shared charging station on the property for all owners to use. EV Charging in Florida Condo Buildings and Communities is much more involved than having a Charging Outlet installed in the garage of your Single-Family Home. Since 2018, Florida's Condominium Act (FS Chapter 718) has addressed EV Charging considerations for COAs, adding another couple levels of regulation to the installation of Charging Outlets and Stations on the Association's Shared Property. We are building on the basics presented in that earlier article, so you may want to re-familiarize yourself with Level 1 (120-Volt), Level 2 (240-Volt), and Level 3 (DC Fast Charging). Here is a direct link: EV Charging - An Overview Of Residential Installations ( https://thefloridarealestateblog.com/f/ev-charging---an-introduction-to-residential-installations ). Due to the differences in how COAs and HOAs function and are regulated in Florida, this discussion only applies to Condominium properties and Associations, not HOA-Governed Communities. There are 2 ways for Condominium Associations to address Electric Vehicle Charging on its Shared Parking and Garage Common Elements: • An Electrical Service Outlet at an Individual Owner's Deeded or Assigned Parking Space in the Building's Garage, Carport, or Open Parking Area • A Freestanding Charging Station installed in a shared, paved area for the use of all owners Florida Statute 718.113(8) is already in place to address individual owners wanting to install Electrical Service for EV Charging at their Assigned Parking Spaces. Here is a link: Chapter 718 Section 113 - 2023 Florida Statutes - The Florida Senate ( www.flsenate.gov ) - https://www.flsenate.gov/Laws/Statutes/2023/718.113 The main points include: • An Association cannot prohibit owners from installing EV Charging Outlets at their Assigned Parking Spaces • Installation cannot cause irreparable damage to any common element/area • Electrical Service to the Individual Outlet must be Separately Metered for that owner to pay for Electricity used • The Unit Owner must pay ALL Installation, Operation, Maintenance, Repair and Future Removal Costs • Installation must comply with ALL Federal, State, and Local Regulations and Permitting Requirements The Association has the Authority to Require Individual Owners to: • Comply with any Building or Property Architectural and Appearance Standards • Use a Licensed Contractor who is familiar with (and capable of) installing EV Charging Stations • Provide a Certificate of Insurance naming the Association as an Additional Insured Party • Reimburse the Association for any increase in the Property's Insurance Premium which is directly attributable to EV Charging Station Installation and use For interpretation and application to specific circumstances, you must speak with a Florida-licensed attorney. For individual parking space installations, the primary consideration is where to tap into the property's existing electrical service. EV Experts universally support Individual EV Outlets on Dedicated Separate Circuits and Breakers from a Main Service Panel so as not to Overload an Existing Circuit. This applies to outlets for either Level 1 (120 Volt) or Level 2 (240 Volt) Charging. Be aware that Running Power from one of the Property's Electrical Panels all the way to an Individual Parking Space can be very expensive. Safety Considerations, Code Requirements, and Association approval will depend on whether Assigned Individual Owner Parking is Open-Air, Light Duty Carport, Masonry Constructed Carport with Structural Roof, the Building's Shared Garage, or Separate Individual Garage. If you are an EV Driver and Florida Condo Owner who would like to install a Charging Outlet at your Assigned Parking Space, start by contacting your Board of Directors to ask them how to proceed. They will likely have you go through the Management Office for Permit and Installation Details, though always start with the Board. There we are - a quick introduction to the basics of Condo Owners installing EV Charging Outlets at their Own Assigned Parking Spaces. FS Chapter 718 gives them the right to do it, though there are multiple Regulatory, Administrative, and Safety Considerations that must be met. When a Condominium Association decides to install a Charging Station for the shared benefit and use of ALL Owners, things work a bit differently. To start, an Onsite Charging Station becomes another Common Element with Undivided Ownership by ALL Association Members (Unit Owners). In this case, COA Money will be used to purchase the equipment and pay for Installation, Maintenance, Repairs and Future Upgrades of the Association-Owned EV Charging Station. The Condominium Act already states that installing a Charging Station on COA common property "...does not constitute a material alteration or substantial addition to the common elements or association property." However, a Shared Charging Station for the use of all owners cannot be paid for with accumulated Reserve Funds. The money must come from an Operating or Contingency Account, Special Assessment to ALL Owners, or Bank Loan. It is important to note that it doesn't make much sense to install a Level 1 (120-Volt) Station for shared use by multiple owners. Level 2 (240-Volt) Charging which provides Faster Charge Rates and can have 2 simultaneous users is definitely preferred and recommended. Level 3 Charging on Residential Condominium Property is probably far too expensive to be a reasonable option since it is mostly used in Commercial and For-Profit Locations. See my previous article for the differences. The decision on whether to have EV Owners install Charging Outlets at their own Parking Spaces, or for the Association to install a Shared Higher-Capacity Charging Station for the use of ALL Owners is one that involves quite a few "moving parts" and requires well-informed evaluation before proceeding. Here are some questions and discussion points for Boards and Associations to consider when thinking about a shared charging station on the property: • How many current owners are EV Drivers? How many future Owners might be EV Drivers? • 2023 Estimates indicate less than 3% of Vehicles on U.S. Public thoroughfares are EVs. • Will the Board also be proposing the installation of a Gas Station on the Property for Non-EV Owners? (A little sarcasm there.) • Where will the COA's Shared Charging Station be located? Will some Guest Parking be changed to Charging-Only Spaces? • Will Guests, Visitors, and Tenants be allowed to use it? • How will the Association pay for the Purchase and Installation? (In Florida, Reserve Funds cannot be used to pay for a new amenity like a Charging Station) • Ongoing Maintenance will be a budgeted cost to ALL Owners. A service contract with the charging station manufacturer is the best way to handle maintenance and repairs. • Can the Association's Not-For-Profit Corporation make any money from User Fees? • What is the best way for Individual Owners to pay for the Electricity used Per Charge? "Smart" Charging Stations with Cell Phone App, Credit Card Links, and Login Access are advised. Billing through a Unit Owners Association Assessments (Dues, Fees) Payment Account is definitely NOT recommended. • If the COA installs a Shared Charging Station for ALL Owners, will Individual Charging Outlets at Owners' Parking Spaces also be allowed? EV Charging Capacity is an increasingly sought-after amenity by Florida Condo Buyers. In time, it is possible that having Onsite Charging capability will become a desired feature contributing to many buying decisions. Though any rate of increase in future demand cannot be determined or assumed at this time. As mentioned above, the initial installation involves many layers of approval - Board Administration, Owner Input, County or City Permitting, Safety Considerations, and Location Planning. Florida Condominium Boards should already be addressing EV Charging Capability and Capacity in their Parking Garages, Lots, and Paved Common Areas. Good Business Practice suggests that they gather as much information as possible prior to making a decision and starting installation. Boards need to ask questions and receive input from the Property Manager (or Management Company), Individual Owners, Charging Station Manufacturers, Local Licensed Electrical Contractors, and City or County Permitting Departments. Editor's Note: Christopher Carter is NOT an attorney. He does not give legal advice. For interpretation and application to specific circumstances of anything you read in this article, you must speak with a Florida-Licensed attorney. There are many options for condo associations to look into for their residents, such as: • https://apogeechargingsolutions.com/enabling-electric-vehicle-charging-for-condominiums/ • https://www.chargepoint.com/solutions/apartments?utm_source=google&utm_medium=cpc&utm_campaign=%20CP-Nat-Remarketing-Search&_bt=678500898176&_bk=ev%20charging%20solution&_bm=p&_bn=g&gad_source=1&gclid=EAIaIQobChMIoZve6K_ghAMV6KJaBR3bkQa3EAMYASAAEgLJSPD_BwE Take time to review options available that best fit your buildings needs and how these options could even generate income for your property. - Dania Beach Oktoberfest Brings German Tradition, Live Music And More To Downtown | sun-times
Dania Beach Oktoberfest Brings German Tradition, Live Music And More To Downtown South Florida Sun Times Sep 24, 2026 German Tradition, Live Entertainment And Plenty Of Festive Fun Will Take Over Dania Beach On Saturday, October 10th, 2026 When The City Hosts Its 2026 Oktoberfest Beerfest As Part Of The Popular Dania After Dark Series. The free community event will run from 6:00 p.m. to 9:00 p.m., inviting residents and visitors to gather for an evening of music, food, vendors, family activities and Oktoberfest-inspired entertainment. For adults age 21 and older, the centerpiece will be an unlimited sampling experience featuring dozens of beer, wine and spirits brands. Organizers describe the celebration as a place “where German tradition meets modern excitement,” combining the familiar sights and sounds of Oktoberfest with the laid-back, community-oriented atmosphere of Dania After Dark. Admission to the festival grounds is free. Guests do not need to purchase a ticket to enjoy the live music, activities, vendors, food or other general entertainment. However, anyone wishing to participate in the unlimited alcohol sampling must purchase a sampling ticket and be 21 or older. The general admission sampling package is priced at $45 and includes unlimited sampling from 6:00 p.m. to 9:00 p.m. and a souvenir glass. Organizers say guests will have the opportunity to sample offerings from more than 50 breweries, wineries and spirit brands, although event materials also describe the beer portion as featuring more than 40 breweries. For those looking for an upgraded experience, a $65 VIP sampling ticket will include unlimited sampling, access to a VIP area, special VIP beers, a souvenir glass and food samples. The VIP tent will be restricted to guests 21 and older. A four-pack of general admission sampling tickets is also planned, with pricing to be announced. The package will include unlimited sampling for four people and souvenir glasses. While beer is a major attraction, organizers are emphasizing that Oktoberfest is designed to be more than a drinking event. Families are encouraged to attend, and children will have access to free activities including face painting. A pumpkin patch will also offer free pumpkins while supplies last, adding a seasonal touch to the celebration. Pets are welcome as well. Organizers ask that attendees bring friendly, well-behaved animals, provide them with water and clean up after them. Pet owners are also encouraged to embrace the Oktoberfest spirit by dressing their companions in costume. Costumes will be a major part of the evening. A costume contest is scheduled for 7:00 p.m. and will feature categories for children, adults and pets. The pet costume contest will be presented by the Humane Society of Broward County. Entry is free, and prizes will be awarded to winners. For adults 21 and older, another traditional Oktoberfest competition will take place at 7:00 p.m.: the stein-holding contest. Participants can test their endurance in the classic challenge, with prizes available for the winners. Like the costume contest, entry is free. Live entertainment will provide the soundtrack throughout the evening. Bands and DJs are expected to keep the festival atmosphere lively from 6:00 p.m. to 9:00 p.m., giving attendees plenty of opportunities to enjoy the event whether or not they participate in the beer sampling. Food will also be a big part of the celebration. More than 10 food trucks and at least five restaurants are expected to participate, offering a variety of choices for festivalgoers. Two bars will also be available for guests who prefer to purchase drinks individually rather than participate in the sampling program. The event's combination of food, music, games, contests and family activities is intended to make Oktoberfest accessible to a broad audience. Adults can explore the sampling options while families can enjoy the entertainment, pumpkin patch and children's activities. Transportation and parking have also been planned to accommodate the expected crowd. A complimentary parking shuttle will operate continuously from 5:30 p.m. to 10:30 p.m., providing transportation to and from the Dania Beach Casino and Dania Beach City Hall. Guests using the casino parking area are directed to the northwest parking lot at the Casino at Dania Beach, located at 301 East Dania Beach Boulevard, Dania Beach, Florida 33004. Drivers approaching from Stirling Road should note that Southwest 1st Avenue will be closed for the event. Organizers instruct motorists to use Southwest 3rd Avenue to enter the City Hall parking garage. Limited onsite VIP parking will also be available for advance purchase beginning Tuesday, September 1st, 2026. The cost will be $25 per vehicle. Organizers caution that spaces will be limited and could sell out quickly. Importantly, purchasing onsite parking does not require an Oktoberfest sampling ticket. The event reflects the broader appeal of Dania After Dark, a community gathering concept that brings entertainment and activities into the heart of the city. The Oktoberfest edition adds a seasonal celebration to the series, giving residents an opportunity to enjoy an autumn-themed evening without an admission charge. For visitors interested in the beerfest experience, organizers recommend purchasing sampling tickets in advance. The sampling component is separate from general admission, meaning guests can attend the festival for free even if they choose not to drink. That distinction is central to the event's family-friendly approach. Parents can bring children to enjoy the music, contests and activities, while adults who are legally permitted to consume alcohol can purchase tickets for unlimited sampling. With its mix of German-inspired festivities, live entertainment, food trucks, local restaurants, vendors and seasonal activities, the Dania Beach Oktoberfest is positioned as a community celebration rather than simply a beer festival. The event will take place Saturday, October 10th, 2026 from 6:00 p.m. to 9:00 p.m. Admission to the festival is free, while alcohol sampling requires a paid ticket and is limited to guests 21 and older. With free activities for children, a pumpkin patch, a pet-friendly atmosphere, costume contests, live music and an extensive selection of beverages, organizers are inviting residents and visitors to bring their families, friends and four-legged companions for an evening of Oktoberfest fun in Dania Beach. For more information, visit: https://daniabeachoktoberfest.com/ The general admission sampling package is priced at $45 and includes unlimited sampling from 6:00 p.m. to 9:00 p.m. and a souvenir glass. Keller’s Korner: Miami Hurricanes Off To A Dominant Start — And Their Fans Believe This Is the Year By Neil Keller Oct 8, 2026 Welcome Back To Keller’s Korner. The Miami Hurricanes Reached The College Football Championship Game In January 2026 And Head Coach Mario Cristobal Has Built Another Powerhouse That Could Return To The Title Game On Monday, January 25th, 2027 In Las Vegas. How Are They Doing So Far? Let’s Look At The Numbers—And Hear From Some Of Their Most Passionate Fans. A Perfect Start As of Thursday, October 1st, 2026, the Hurricanes are undefeated and ranked #4 in the AP Poll. Through four games, Miami has outscored its opponents 207 to 36, a staggering margin that reflects dominance on both sides of the ball. Quarterback Darian Mensah, who transferred from Duke University, has been sensational. Mensah has completed 94 of 106 passes, an astounding 88.7% completion rate—the highest in the nation. His accuracy and poise have transformed Miami’s offense into one of the most efficient units in college football. Next Man Up Football is a game of injuries, and Miami has suffered two major losses: running back CharMar “Marty” Brown and wide receiver Joshua Moore are out for the season. As Coach Mario Cristobal often says, “next man up.” Fortunately, the Hurricanes have depth. Offensive weapons Mark Fletcher, Javian Mallory, Chris Wheatley‑Humphrey, Malachi Toney, and Cooper Barkate give Mensah plenty of options. Many experts consider Malachi Toney one of the most dangerous wide receivers in the country. On the sideline, fans will spot NFL Hall of Famer Jason Taylor, Miami’s defensive ends coach. And another Hall of Famer—Michael Irvin—is often the team’s loudest cheerleader, firing up players just as he did during his legendary Hurricanes career in the 1980's. Michael is a huge fan of Coach Mario Cristobal and boldly predicted "I think Miami will go undefeated this season," What the Fans Are Saying? Paul Frishman — Miami Beach JCC CEO During the day, Paul Frishman is the CEO of the Miami Beach JCC and has been involved in the Jewish community for 41 years. Off hours, he is a die‑hard Hurricanes fan with season tickets alongside his wife Karen. Paul holds both undergraduate and graduate degrees from UM and once served as Sports Director for WVUM. His favorite Miami memory? “Covering the first ever national championship in 1983. We had a big win in the Orange Bowl over Nebraska.” He added, “It was a pleasure to broadcast the football championships along with two baseball titles.” Paul ended with a smile: “We are a huge Canes family!!” Harrison Steinberg — UM Sophomore, AEPi Harrison, a sophomore majoring in Broadcast Journalism, was decked out head‑to‑toe in Miami gear when I met him. “I come to every game. I was at the national championship game against Indiana,” he said. “If Indiana did not block that punt, we would have won the game.” Harrison also gave lineup opinions and confidently declared, “This is our year.” Note: Miami gives free tickets and shuttle rides to students since the Canes do not play in Coral Gables. Evan Minsky — UM Sophomore, AEPi Evan, a Civil Engineering major from Long Island, also attends every game. “We look really good. The offense is amazing and Mensah is great. I love football and come to every game.” Laurie Shelton — Dedicated Fan and UM Parent Laurie drove from central Palm Beach County to see the Canes—and her daughter, who attends UM. She volunteers at the ALS Center on campus. How far can Miami go? “We can go to the finals just like last year.” Bonnie Kaplan — Super Fan Bonnie Kaplan is the definition of a super fan. She wore a Miami shirt, bracelet, earrings, and even school‑colored nails and socks. A UM graduate and season ticket holder for ten years, Bonnie is confident: “The Miami Hurricanes will go all the way.” While at UM, Bonnie was a social chair at Hillel and helped organize “major parties with Y‑100.” Her favorite players are Robert Bailey, Randal ‘Thrill’ Hill and Michael Irvin. Debbie Caroccio — Lifelong Cane Debbie has had season tickets with Bonnie for ten years—but her fandom goes back even further. “I also had season tickets when we played at the Orange Bowl.” A UM graduate in marketing and former President of the UM alumni club, Debbie helped raise funds for high school students considering Miami. Her prediction? “Miami will go all the way. No doubt.” Seth Clarin — Palmetto High School Student Seth, an intern photographer for CanesSport, was on the field capturing photos of the Hurricanes. A great opportunity- for a young enthusiast. Seth took photos at the games in 2026 and this season. Seth is always looking to cover other sports events.. “The most exciting thing I love about taking photos is not knowing what I am going to get until I take the photos. I love to capture the moment. I get to see up close these great athletes.” Lee Anofraew — International Cane Lee, originally from Belarus and Israel, now lives in South Florida. She attended the game with her brother and told me: “I am a big Miami fan, and they will go very far.” The Hurricanes have talent, depth, coaching, and momentum—but they also have something just as important: a passionate fan base that believes this is the year. With Mario Cristobal at the helm and Darian Mensah leading the offense, Miami’s path back to the championship looks promising. Neil Keller can be found at: www.NeilKeller.com . - FIU Researchers Developed an Algorithm: That Can Diagnose a Stroke with 83 Percent Accuracy
FIU Researchers Developed an Algorithm: That Can Diagnose a Stroke with 83 Percent Accuracy April 7, 2023 Share Research from Florida International University’s College of Business (FIU Business) found that a machine learning (ML) Algorithm that uses hospital data and social determinants of health data can help diagnose a Stroke quickly – before the results of laboratory tests or diagnostic images are available – with 83 percent accuracy. The findings suggest that there may be a way to reduce Stroke misdiagnosis in patients and enhance patient monitoring. The discovery will allow medical personnel to identify a Stroke patient or patients at risk of a Stroke sooner, improving the patients’ medical outcome. Stroke is among the most common and dangerous misdiagnosed medical conditions, and timely detection is key to effective management and improved outcomes. Patients who are treated within an hour of the onset of symptoms have a much greater chance of surviving and avoiding long-term brain damage. This is known as the “golden hour.” Data indicates that Blacks, Hispanics, women, older adults on Medicare and residents of rural areas are less likely to be diagnosed during this crucial window. Currently used pre-hospital Stroke scales miss approximately 30 percent of cases. The ML Algorithm that helps better diagnose Strokes was developed using data of suspected Stroke patients such as age, race and number of underlying conditions. The Algorithm “learns” and improves the more data it analyzes. Social determinants of health (SDoH) are non-medical factors, such as income and housing stability, access to transportation, race and social isolation, that affect a wide range of health outcomes. Using all of this information, the ML Algorithm helps to quickly diagnose a potential Stroke patient. “As we add more data it’s learning data,” said Min Chen, Associate Professor Of Information Systems and Business Analytics at FIU Business and one of the researchers. “Our Algorithm can incorporate a lot of variables to analyze and interpret complex patterns, which will allow Emergency Department care teams to make better and faster decisions. This data-driven approach will help make it easier to identify Stroke patients and ensure that they get the care they need in a timely manner.” Published in the January 2023 issue of the Journal of Medical Internet Research, the study outlines how researchers developed the ML Stroke Prediction Algorithm using the Emergency Department and hospitalization records from hospitals in the State of Florida from 2012 to 2014, merged with the SDoH data from the American Community Survey. Their analysis included 143,203 hospital visits of unique patients. Patients who ended up being diagnosed with Stroke tended to be older, have more chronic conditions and have Medicare as the primary payer. If a hospital is using the researchers’ ML Algorithm, when a patient arrives with Stroke or Stroke-like symptoms, an automated, computer-assisted screening tool will quickly analyze all the patient’s information. If it predicts that the patient is at a high risk for Stroke, a pop-up will be triggered to alert the Emergency Department Team. This study fills a critical gap in the current efforts to support Stroke triage. Current ML methods developed to assist in detecting a Stroke have focused on interpreting clinical notes and diagnostic imaging results, which may not be available when a patient arrives at a hospital, particularly in rural and underserved communities. This type of technology is undergoing pilot testing in the ERs of several prominent healthcare systems. To facilitate the widespread implementation of this kind of ML-Enabled decision support systems, it is important to have widespread health information exchange that enables patients' data to flow seamlessly across providers and also a standardized way to collect the granular SDoH data. Chen conducted the study with Professors Xuan Tan of Clara University and Rema Padman of Carnegie Mellon University. < Previous News Next News >
