    Improvements On The Horizon By Hallandale Beach Mayor, Joy Cooper Aug 13, 2025 Over The Past Three Years Our City Has Been Addressing All Our Underground Infrastructure. This Includes Water, Wastewater, Stormwater As Well As Major Lift Stations. These Projects, As I Have Written Before In The Past, Are Critical And Essential To Our Sustainability. They Are Also Very Disruptive And Create Inconveniences That Are Unavoidable. Over the past month, there have been multiple Boil Water Notices particularly in the northeast due to a Water Main Replacement. In these cases, they were unavoidable. Many cities simply turn the water off during construction. This practice leaves residents and businesses with no water during construction. When we can we do work at night. We also perform many of our water projects under low pressure. Our philosophy is we would rather have low pressure than no water available for our residents. The particular water breaks that we have been seeing are due to digging in areas where many lateral connections are over 50 years old. Once the dirt is disturbed the pipes can lose support and can crack. In the case of broken water pipes, we must perform boil water notices. To ensure water is safe to consume, two evaluated readings must come back clear before we can lift the notice. Our staff has been placing notices on Facebook, on our website and in some cases doing direct calling. Notifications have included maps of the specific areas that have been impacted. For example, some people thought all of the northeast was on a boil water notice when it was actually condominiums along East Hallandale Beach Boulevard and 14th Avenue. It is imperative that residents understand best and accurate information can be found directly on our website and our Social Media platforms. There is good news at least for this project, the northeast should be completed within the next month. In addition to the water project in the Northeast, we are replacing and upgrading over 15 Lift Stations. On Atlantic Shores, right before Diplomat, there is work being performed on the Lift Station which requires a road closure. This project is also expected to be finished within a month. I encourage everyone to sign up for our notifications. Residents can also visit our website where there is an interactive map that lists in detail all of our projects. On behalf of the City, I want to thank our residents and business partners for understanding that there will be inconveniences and disruptions. In other news, our City approved moving forward on contract negotiations for automated school zone speed detection. Many cities have started to implement this state authorized technology. Our Staff has been taking every initiative into researching this program before we decided to proceed. We actually did not directly piggyback on any of the existing contracts. We went out with our own Request for Proposals and ended up approving negotiations with a Jenoptik Company. The time and effort Police put into this program resulted in a much better agreement. Through the negotiations this contract will include not simply Hallandale Beach Boulevard and Pembroke Road, but all areas currently that are designated school zones. We also will be collaborating with them and the school district to expand school zones for some of our private school locations. The significant difference with our contract is the city will be paid up front for any infractions issued not just at the end of what is collected. All upfront costs of installation and equipment are being paid for by the company. The contract also includes a mobile unit that can be multi-purposed for enforcement, special notifications and an additional license plate reader unit. There will be a notification period of 30 days that will include signage, mailings, & Social Media notifications. The company pays all these costs. After the 30 days enforcement will begin. State law allows us to utilize this form of enforcement a half hour before school in one session and a half hour after. Our City, like others, is not choosing a simple time slot in the morning and in the afternoon. The system will be utilized from 6:30 a.m. to 3 p.m. Drivers will receive a 100-dollar violation if they are traveling 10 miles over the 15-mile posted school zone time. During the day speeders will also receive infractions if they are going over 10 miles above the posted speed. There are no points associated with the ticket and information will not be accessible to insurance companies. This program is set up with a goal for safety for our students. Developing Strong Reading Habits From The Start Both Sets The Stage For Academic Success And Helps Children Grow Into Curious, Confident, And Capable Learners. The Good News? Building Reading Habits Doesn't Have To Be Boring Or Stressful. In Fact, It Can Be A Lot Of Fun! In my role as the Founder of ReadBright (a highly effective structured literacy program for beginning readers), I have seen firsthand how the right approach can help kids build strong reading skills with confidence and joy. Whether your child is just beginning kindergarten or settling into the early elementary years, these eight engaging strategies can help you nurture a love for reading right at home. Create a Cozy Reading Space Environment matters. Kids are naturally drawn to spaces that feel special, inviting, and just for them. So one simple yet powerful way to encourage more reading at home is to set up a designated reading nook. This could be a small corner of their bedroom, a cozy spot in the living room, or even a tent made from blankets and pillows. Add a small bookshelf or crate with age-appropriate books, soft lighting like a reading lamp or fairy lights, and a comfy chair or bean bag. Involving your child in designing the space gives them a sense of ownership and pride. When reading feels like a treat instead of a task, children are more likely to reach for a book on their own. Make Reading Part of the Daily Routine Consistency is key when building habits. Just like brushing teeth or getting dressed, reading should become part of the daily schedule. Set aside a specific time each day for reading, whether it’s a quiet 15 minutes before bedtime, after breakfast, or during a mid-afternoon break. You can vary the format: sometimes read aloud to your child, sometimes listen to audiobooks together, and at other times encourage your child to read independently or to you. Even young children who aren’t yet fluent readers benefit greatly from hearing books read aloud and seeing adults model positive reading behaviors. Start with Success: Use Decodable Readers for Beginners Early readers thrive when they experience success, and one of the most effective ways to provide that success is through decodable readers. These carefully crafted books use only the phonics patterns students have already learned, giving them the tools to read independently from the very beginning. Instead of relying on pictures or guessing strategies, kids apply their decoding skills in real time. This builds confidence, reinforces instruction, and helps children see themselves as capable readers. When reading feels achievable, kids are far more likely to enjoy it (and keep coming back for more). Incorporate Reading Into Everyday Activities Reading doesn’t have to be limited to storybooks or school assignments. Words are all around us, and everyday moments provide opportunities for literacy growth. Encourage your child to read signs while driving, labels at the grocery store, instructions on a recipe, or even a shopping list. By weaving reading into regular activities, you show your child that reading is practical and valuable. You also build vocabulary and comprehension in a natural and engaging way. This kind of informal reading helps solidify foundational skills while also keeping things fun and low-pressure. Choose Books That Match Your Child’s Interests Nothing kills enthusiasm for reading faster than being forced to read something dull or too difficult. Let your child help choose their own books based on what they love. Are they a big fan of dinosaurs, fairy tales, superheroes, or space? Visit your local library or bookstore together and explore the options. Graphic novels, comic books, joke books, and magazines count too! What matters most is that your child is engaging with words and enjoying the experience. Interest-based reading builds intrinsic motivation, which is essential for developing long-term reading habits. If your child struggles to choose, ask a librarian or teacher for suggestions that align with their age, reading level, and interests. Make Reading Interactive Reading becomes more memorable and enjoyable when kids can engage with it in a hands-on way. There are many interactive techniques you can use, such as reading a story together and taking turns acting out scenes. Or, use different voices for different characters to bring the story to life. Also pause to ask questions, such as “What do you think will happen next?” or “Why did the character do that?” You can also encourage your child to draw a picture of their favorite part of the story and invite your child to come up with a different ending to a familiar book. These engaging activities will help boost comprehension and keep your child actively involved in the reading process. Celebrate Reading Achievements Positive reinforcement goes a long way in establishing habits. So create a simple reading chart or journal where your child can track the number of books or minutes read each day. Celebrate milestones with small rewards, such as a trip to the library, a new book, or a special reading-themed outing. You can even start a “Reading Star” board at home to recognize your child’s efforts. Celebrate not only the quantity of reading, but also things like trying a new genre, finishing a challenging book, or reading aloud to a sibling. When reading is associated with praise and accomplishment, children are more likely to stick with it. Model the Joy of Reading One of the most powerful ways to encourage reading is to let your child see you reading too. And once payment is made, the scammer disappears with the money, leaving the traveler without a reservation or any way to contact customer service. Also, double-check the website URL for minor misspellings or unusual domain names. For example, a fake website might end in .net instead of .com. Also, look for secure connections (https://) and trust seals, but be aware these can sometimes be faked. As an added precaution, search for reviews or complaints about the website on independent forums or consumer review sites. AI-Generated WhatsApp or SMS “Urgent Alerts” Travelers are also being targeted via AI-generated text messages sent through WhatsApp, SMS, or other messaging platforms. These messages appear to be urgent airline or travel updates, such as flight delays, cancellations, or gate changes. Scammers use these fake alerts to trick travelers into clicking on malicious links that can lead to phishing sites or malware downloads. And because these alerts create a sense of urgency, travelers may act without thinking, which puts their sensitive information or devices at risk.To prevent this scam, first look out for unexpected messages from unknown numbers or contacts. Also, check to see if the messages contain spelling mistakes or awkward phrasing. It is also a scam if a link in the message does not lead to the official airline or travel company’s site. Avoid clicking on any links in messages unless you are certain of the sender’s authenticity. Make sure to also verify any urgent travel information directly on the airline’s official app or website. Finally, enable message filtering on your phone to block spam or suspicious messages. What Red Flags Should Consumers Watch For? Spotting scams early can save you a lot of trouble. As stated above, one key warning sign to be alert for is grammatical errors or awkward phrasing in a message. Even if the email or message looks polished, small mistakes can indicate a scam. It is also a scam if you are faced with unusual payment requests. For example, are you asked to pay via gift cards, direct bank transfers, or cryptocurrency? Legitimate companies won’t ask for payment via these methods. Another big red flag is an inability to verify a booking on the official airline or hotel website after providing confirmation details. Other red flags are chatbots asking for private info too soon. Real companies typically avoid requesting sensitive information through automated chat systems and will connect you to a human agent if needed. Finally, assess whether an email or message is using pressure tactics and urgent language, because Scammers often create a false sense of urgency to rush victims into making mistakes. What Should You Do If You’re Fooled by an AI Travel Scam? The first thing to do is immediately contact your bank to freeze and/or dispute the transactions. It is also important to report the scam to your local consumer protection agency and the FTC (in the U.S.). Filing a report will help protect other travelers, support investigations, and prevent con artists from targeting more victims. Sponsors will be invited to help paint the mural during the community paint day. All proceeds will benefit the Friedreich’s Ataxia Research Alliance on behalf of Team Crizzy. Eric and Caroline Maugee, owners of the Florida Purchasing Agency, have twins—Christian and Isabel—who are affected by this rare, progressive genetic muscular disorder. Throughout the Mural Mentorship projects, mentees work closely with Pratico during brainstorming sessions and in the design development and execution of the mural. This hands-on experience not only allows the mentees to contribute to a meaningful public art piece which reflects the community's unique character and spirit, but it also fosters personal growth and professional development in the field of muralism. How, over the course of 250 years, did we go from prizing self-government to allowing a corrupt, self-serving ruling elite to dominate us with terror campaigns, brute force, and psychological warfare? Don’t be fooled: the madness, mayhem and malice unfolding in America is not politics as usual. It’s not a partisan hardball. It’s not bureaucratic overreach. It’s theft in the gravest sense imaginable: the theft of our nation, the theft of our sovereignty as citizens, the theft of our constitutional republic. The government is seizing what does not belong to it: our voice, our rights, our power to choose and to resist. It is robbing us of the very tools of self-government—accountability, transparency, representation, free speech, bodily autonomy—and replacing them with coercion, propaganda, and force. So when the White House threatens to withhold FEMA aid from states that won’t endorse its foreign policy? That’s theft. When the president attacks the courts for calling out executive overreach? That’s theft. When the media is muzzled, the police state expands, and new concentration camps rise? All of it—theft. We are being robbed blind in broad daylight by the very individuals entrusted with safeguarding our rights and our republic. Despite his assurances to the contrary, Donald Trump never had any intention of draining the swamp. He is the swamp. Yet make no mistake: this didn’t start with Trump. The groundwork for this theft was laid long before—through successive administrations, both Republican and Democrat—that expanded executive power, hollowed out the Constitution, and normalized the rule of force over the rule of law. What Trump has done is remove the mask, weaponize the tools of tyranny, and accelerate the dismantling of the republic in full view of the people. Here are just a few of the many ways the Trump administration—no different than its predecessors in motive, yet far more brazen in execution—is stealing the birthright of the American people and cementing the transformation of the republic into a government of wolves. • Police, once tasked with serving the people, now act as an occupying force. • ICE agents, incentivized by massive $50,000 bonuses and shielded from accountability, behave more like mercenaries than law enforcement—operating far outside the bounds of due process. • Fourth Amendment protections, under constant assault, have become optional. • Elected representatives enrich themselves through insider trading, while the crises they help manufacture devastate the populace. • Federal courts are being threatened or ignored outright when they attempt to check executive overreach. Judges who speak out are branded enemies of the state. • Whistleblowers, journalists, and truth-tellers are prosecuted, surveilled, or silenced—treated as threats to national security. Journalism, once protected as a check on power, is under siege. • Statisticians, public health experts, and government researchers are being purged or silenced when their data doesn’t support the administration’s narrative. We are living in the shadow of George Orwell’s Ministry of Truth, where facts are negotiable, history can be rewritten, and reality is whatever the Deep State says it is. • Disaster relief, foreign policy, and executive authority have been weaponized to punish dissent. • The Department of Justice has become a tool of loyalty enforcement—targeting dissenters while shielding cronies. • Meanwhile, the Epstein files remain sealed. Despite public outcry and compelling evidence of elite involvement in Jeffrey Epstein’s sex trafficking network, the Trump administration has refused to release the full client list or investigative records. In doing so, it continues the bipartisan pattern of shielding the powerful from scrutiny while everyday Americans face ever-expanding surveillance, suspicion, and punishment. • Public lands are being auctioned off to corporate allies without oversight or accountability. • Citizenship is no longer a birthright but a privilege granted or revoked by political fiat. • Digital platforms, pressured by federal agencies, now censor views deemed “inconvenient” to the state. • Education is being reshaped to discourage critical thought and enforce ideological conformity. • Government services, once created to serve the public good, are now political weapons—used to reward loyalty, punish dissent, and control the masses through selective aid and ideological enforcement. • Executive orders have become tools of rule-by-decree, bypassing Congress and obliterating checks and balances. • Economic chaos is being weaponized strategically. By manufacturing crises, withholding aid, and destabilizing budgets, the Deep State has found a new way to consolidate power, transfer wealth upwards, and condition compliance. • Corruption is not punished. It’s rewarded—so long as it serves the power elite. And while all of this is happening, the Trump administration is doing everything it can to keep the citizenry distracted, divided, and demobilized—peddling outrage, manufacturing crises, stoking culture wars and threatening global wars. Bit by bit, freedom is being caged. And what is emerging in its place is a vast, inescapable prison—walled in not by bars, but by bureaucracy, deception, and brute force. When “we the people” no longer have a say in how we’re governed - when we have no way to guard against our trust being abused and our rights violated - when we have no way to counter government efforts to silence our voices, manipulate our choices, and erase our rights—what remains is not a constitutional republic. Yet the government—present and past—is stealing more than just power. It’s stealing the people’s ability to be the government. This is not just about the loss of freedom. It is the systematic dismantling of self-government—of the people’s role as the final check on power. This is the theft of a nation in real time by those entrusted with the highest offices of power, who use their power to strip “we the people” of our sovereignty and our rights. The founders warned us against kings. What we face now is far more insidious: an executive branch that pays lip service to freedom while locking down the nation. This is not how free people are governed. This is how free people are ruled. If the people are no longer allowed to check power, to criticize it, to reform it, to influence it, or even to see it—then we no longer have a government of the people, by the people, or for the people. As I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, we have a government against the people. The answer, as the Founders understood, is that there is power in our numbers if only we would stand united against tyranny.
