- Received My Proposed Tax Bill; Now What?
Received My Proposed Tax Bill; Now What? By Hallandale Beach Mayor, Joy Cooper September 5, 2024 Share This past week the property appraiser sent out what is called a proposed tax bill. This is not a bill, just a statement and notice of the public hearings. When we set the tentative rate in June it was a reduction. This bill reflects the fact that we reduced Taxes but that was with a Tax Rate of 7.9. Last month we reduced the Tax Rate even further to 7.5 so your bill will be lower than the proposed. When you read your bill, it begins with the last year’s rate then the proposed. While the rate is reduced due to property values and save our homes cap of 3% each bill is a bit different. Some will show decreases, some even with homestead may show a slight dollar increase. The very last column is a closer projection to what your actual Municipal Taxes will be. It shows if no budget changes were made. This is called a roll back rate of 7.5884 and the value in the very last column will show the closest estimate of your Taxes for 2024-2025. The system is a bit different if you are new to the area. There are multiple taxing agencies that set various millage rates. The County Rate increased slightly, and the School Board reduced slightly. Under all three agencies, County Schools and City, there is a Debt Service. This is a charge to pay back bonds. Ours is for the Government Obligation Bond GO Bond for our parks. This rate as well was reduced. For residents that are living in one of our two Safe Neighborhood Districts there was no change in the Tax Rate but due to property value increases there is a change in taxes collected. Safe Neighborhood Taxing Districts are areas designated to provide an additional overlay of security measures paid for solely by the property owners in the district. The proposed Tax Bill also provides the date and time of all Public Hearings that are mandated to be held by each taxing agency. Our meeting will be held on September 12th at 5:05 p.m. All of our Budget information can be found online at: https://www.cohb.org/1195/Budget-and-Program-Monitoring. We are proud that we have an interactive portal that provides not just access but transparency so our residents can work within the Budget Documents. One of the districts is Three Islands which is comprised of Condominiums and Townhomes on Three Islands Boulevard north of the Intracoastal Fixed Bridge, Parkview Drive, Leslie Drive and just east of the fixed bridge on Atlantic Shores. The district borders Hollywood. The district has unmanned guardhouses and gates. They also have additional roving security. The district has adopted a master plan to add traffic calming, upgrades to the guardhouse guard arms and other improvements to the entrances; this plan has been on hold until the underground utilities are completed. The two major projects for utility upgrades are in design. One is the Sanitary Sewer Lift Station and the other is a New Water Line Service. The goal is to have them bid by January with construction in July into 2026. Once they are complete, the plan is to start the SND Project. Golden Isles is another district which is located on Layne Boulevard. This is much different than TISND as there is only one way in and one way out. It encompasses Single Family Homes and five, Two to Three Story Condominium Buildings South of Golden Isles Park. There is a staffed guardhouse and a roving Hallandale Beach off Duty police officer from 10:00 p.m. – 7:00 a.m. GISND is in the process of implementing a Master Plan as well. It includes what it termed complete streets. This area was developed house by house, so there were never unified lights and sidewalks. Since 2007 there has been a desire to implement the plan, but I do not have the political will. It was not until recently with the regentrification of the neighborhood that has brought with it the strong majority with desire to make much needed improvements. The vision for the district took place over the past year and the next step is the planning of probable costs. Layne Boulevard is currently under construction for a 16-Inch Water Main and the Egret Drive Lift Station is also being replaced. Next summer the city will be replacing lines on Holiday Drive. Like TISND work will not be done above ground until the Infrastructure is completed. Please do not forget the Budget Public Hearing on September 12th at 5:05 p.m. Please feel free to contact me anytime with your questions, concerns and ideas to make our City a better place! Azoulay’s images reveal the artistry and ambition behind one of Miami’s most significant cultural projects, designed by world-renowned architect Cesar Pelli of Pelli Clarke & Partners. His lens transforms steel and concrete into a narrative of creativity and vision, preserving the story of a building that would become the cultural pulse of Miami. “The Arsht is a symbol of Miami’s cultural transformation,” said Johann Zietsman, President and CEO of the Adrienne Arsht Center. “Daniel Azoulay’s photographs capture that spirit and ensure this history remains alive for generations. The Arsht is deeply grateful to Daniel for his generous donation of these images, which will become a permanent part of the Arsht collection.” Following this exhibit, a second installment by Azoulay, to debut in Fall 2026, will feature two decades of unforgettable performances at the Arsht – a visual chronicle of the artists and audiences who have shaped Miami’s cultural landscape since 2006. About Daniel Azoulay Based in Miami for the past 50 years, Daniel Azoulay is a celebrated photographer specializing in architectural and contemporary photography. Born in Morocco and raised in Israel, Azoulay studied photography in Denmark before becoming one of the world’s most recognized fashion photographers. His work graced major advertising campaigns and appeared in leading publications such as Vogue, Glamour, Harper’s Bazaar and Mademoiselle. Since the 1980s, Azoulay has devoted his artistry to documenting Miami’s ever-changing skyline, creating photographic collections that capture the city’s most significant structural transformations. His images serve as a visual guide to Miami – revealing the city from above as an intricate network of systems and from the ground as a series of everyday monuments. From the Adrienne Arsht Center to the Port of Miami Tunnel, the Perez Art Museum Miami, Frost Science Museum, the Children’s Museum, Brickell City Centre and the Connecting Miami Project (I-395/SR 836/I-95), to a skyline punctuated by more than 30 soaring towers, each landmark tells its own story through Azoulay’s lens. Together, these works form a powerful portrait of a city in constant evolution, memorialized through his distinctive vision. Visual Arts at the Arsht Visual art at the Arsht dates back to its design phase in the 1990s when public art was baked into the plans for the building. All of the original Art in Public Places works remain throughout the campus. Over the years, the Arsht has commissioned work from artists including Kenny Scharf, Jen Stark, Donald Sultan and Hernan Bas. From 2018-2025, the Carnival Tower displayed a 30-foot mural of a ballerina by Brazilian artist Eduardo Kobra. Today, the Tower features a whimsical stage adorned with playful artistic motifs, created by Miami-based artist TYPOE. Past exhibitions have also featured locals, including Jessy Nite, Sebastian Spreng, Greg Clark and Jose Bedia and an outdoor sculpture by Hank Willis Thomas. - Florida Surgeon Helps Develop Single-Use Knee Replacement System Designed To Reduce Contamination Opportunities | sun-times
Florida Surgeon Helps Develop Single-Use Knee Replacement System Designed To Reduce Contamination Opportunities South Florida Sun Times Jun 25, 2026 Infection Remains One Of The Most Feared Complications Of Joint Replacement Surgery. Although Modern Knee Replacement Is Highly Successful, Orthopedic Surgeons Continue To Search For Ways To Reduce Potential Sources Of Contamination And Improve The Consistency Of The Surgical Environment. As Outpatient Knee Replacement Surgery Continues To Rapidly Expand Across The United States, Some Surgeons Are Beginning To Explore Technologies Designed To Rethink One Of The Least Discussed Parts Of Modern Surgery: The Instruments Themselves. Most patients undergoing knee replacement surgery never see the multiple large metal trays, weighing upwards of 80 pounds, typically required for the procedure. In traditional orthopedic surgery, these instruments are repeatedly cleaned, sterilized, wrapped in blue sterile wrap, transported, stored, opened, and reassembled between surgeries. They are often used over hundreds or even thousands of procedures. While the process has long been standard throughout healthcare, it is also labor intensive and highly dependent on sterile processing departments responsible for preparing and maintaining large reusable instrument systems. Even small holes or defects in sterile wrap can occasionally create concerns within hospitals and surgery centers, sometimes contributing to delays or cancellations if discovered before surgery. Missing instruments, damaged trays, and sterilization-related workflow issues are also well-known operational challenges within busy surgical environments. A newly FDA-cleared technology called SteriKnee is attempting to take a very different approach. Developed by NovoSource, an orthopedic company headquartered in Morgantown, West Virginia, the system is designed as a sterile, preassembled, single-use knee replacement instrument platform. SteriKnee is intended for one patient and one procedure. Rather than relying on traditional reusable trays, the instrumentation arrives procedure-ready before surgery. Dr. Jesse Shaw, an Orthopedic Surgeon with All-Pro Orthopedics and Sports Medicine in Pembroke Pines, Florida, who participated in the development of the SteriKnee system, believes patients are becoming increasingly interested in technologies designed to reduce opportunities for contamination and improve confidence in the surgical environment. “Infection remains one of the most serious complications in joint replacement surgery,” Shaw said. “While no technology can eliminate infection risk entirely, reducing the number of steps, touchpoints, and opportunities for contamination is a worthwhile objective for both surgeons and patients. “Traditional instrument systems may undergo extensive reprocessing and preparation before ever reaching the operating room. SteriKnee was designed around a different philosophy. The instrumentation arrives sterile, preassembled, and prepared specifically for one patient and one procedure. “Patients place tremendous trust in their surgical team. We have a responsibility to evaluate technologies that may help simplify processes and reduce potential sources of contamination wherever possible. The challenge is not limited to surgery centers. Hospitals perform hundreds of thousands of knee replacements every year and face many of the same sterilization, handling, and preparation challenges.” Traditional orthopedic instrument systems contain nearly a hundred or more components that must be cleaned, inspected, assembled, wrapped, sterilized, transported, stored, and reopened before surgery. Although each step is carefully controlled, the process still introduces additional handling and complexity. Supporters of sterile single-use instrumentation believe reducing those steps may help create a more predictable surgical environment while reducing potential opportunities for contamination. While SteriKnee was designed with the growing outpatient market in mind, the system can also be used in traditional hospital settings. With nearly one million knee replacement procedures performed annually in the United States, supporters believe technologies that simplify surgical preparation, reduce instrument reprocessing requirements, and lessen demands on sterile processing departments may become increasingly important across the healthcare system. Doug Hawkins, Founder of NovoSource and a longtime orthopedic industry entrepreneur, believes patients are beginning to pay closer attention to how surgical procedures are prepared and performed. “Patients today are more informed than ever before,” Hawkins said. “Many are surprised to learn what goes on behind the scenes with the preparation of traditional orthopedic instrumentation between procedures. When given the choice, I believe many patients would prefer instrumentation prepared specifically for them rather than instruments that have been repeatedly used, reprocessed, and handled over many years. That philosophy is what inspired SteriKnee.” NovoSource plans to begin limited rollout procedures with select surgeons and outpatient surgery centers later this year. The company’s NovoKnee implant platform, used in conjunction with SteriKnee, has already been utilized in thousands of knee replacement procedures. As outpatient joint replacement continues to expand nationwide, NovoSource believes technologies focused on sterility, efficiency, and simplified surgical preparation may play an increasingly important role in the future of orthopedic care. There are nearly one million knee replacement procedures performed annually in the United States. There are nearly one million knee replacement procedures performed annually in the United States.
