Outsourcing City Services: Hallandale Beach Budget Stabilization - Privatization Vs. In-House Services By Hallandale Beach Mayor, Joy Cooper May 26, 2022 Share This Article is Part III of my State Of The City. It is written in Speech Form. It was delivered In-Person and hosted by The Chamber of Commerce at the Flamingo Room located at Gulfstream Park. I am continuing with Budget Stabilization proposals and discussions of privatization Vs. In-House Services. At that meeting I also brought up once more the issue of outsourcing our Fire Department. These moves always create unintended consequences. This issue came with a minimum $1.4 Million Dollars cost that we know of. Many contract cities have been holding meetings to find the underlying cause of the costs. Cities like Pembroke Park are even getting out of their BSO Police Contracts. They are simply not sustainable. It has been extremely difficult to get information as we do not control BSO Staff. The Commission thought that we would get better service and more coverage but actually we received a Safer Fire Grant to add Staffing. Just to be clear, while we pay the contract, we still pay for Fire Equipment, Trucks, Building Improvements and still must pay Legacy Pension Dollars. The Fire Fees on our Taxes help to offset the building and equipment costs. The rest comes from our General Fund. Simply put it is not about boots on the ground, our First Responders are amazing! We are paying to have someone else manage that Department. As part of our Stabilization Program, we are rolling out a new Certificate Of Use Program this year. This Program will help us to know who specifically owns properties. We have been spending Staff Time and Resources trying to track down owners of properties. While every new building gets an Original CO (certificate of occupancy) Properties can change hands, we need to make sure each building is used for its intended purpose. The Registration will give Staff tools to help Code Enforcement. Which we have been beefing up. Sadly, over the past years Staffing Levels were cut. Since COVID-19, we have added positions and we have a new Director, Mitch Posner. While it is counterintuitive to add positions in a struggling budget it is actually better. The nature of Violations and Fines generate Revenue to pay for the positions. There is another issue that has shown a bright light on how vital Code Enforcement is; The tragedy of Champlain Towers in Surfside. South Florida at least has a Building Safety Program. The problem is that cities were not following through and even if they were, the condominiums were not maintaining the buildings nor paying for much needed repairs. I was fortunate to serve on the Broward County Building Safety Taskforce that was established by Broward County Mayor Steve Geller. We were one of many groups looking at these regulations and how they could be improved. Sadly, the State Legislators did not make any changes. Many counties around the State are now taking the issues on themselves. On the National Level, Congresswoman Debbie Wasserman Schultz and Congressman Charlie Christ have proposed a Bill to help Low-Income Seniors with finding a source to pay for Condominium Repairs. The new Program would allow borrowers to apply for Loans up to $55,000 and other modifications through The Housing And Urban Development Department. This still does not address inspections nor the shortage of Inspectors. Our Building Staff has not stopped over the past two years. Remember this was not part of the COVID-19 Pandemic’s Restrictions. Our Department just keeps having more work and duties. We understand how important these services are and continue to make improvements. We have fully upgraded to an On-Line system. All Permits now can be done from start to finish without even going into City Hall. I mentioned earlier about Staffing. In this Department in particular even before COVID-19 we had empty positions. Once again, not filling positions where fees for service pay for building which is not a good management practice. Staff continues to fill positions but there is simply a shortage of inspectors. Even with Contracting outside Providers, it is still a challenge. This is where Residents and Businesses can help us help you. First you cannot do anything without a Permit. The last thing you want to do is, as they say, ask for forgiveness rather than permissions. Hire only trained, Licensed Contractors and Professionals. YES, There is a process. Permits are filed and they go into a Review Cycle. If there is missing information, the Permit must go through the Cycle again. I have seen this happen over and over again. The Contractor blames us, but in reality, they should know the requirements. I know that last year I was getting a call or E-Mail a day about Building Permits which have calmed down a bit. What is really great about the On-Line System is just that! Everything is On-Line, so you can see what is missing and what the Contractor needs to do! Our Building Official Shellie Jackson, is an extremely knowledgeable, professional individual who is actually a successful Contractor in her own right. FPL Meteorologists Prepare for Potentially Active Hurricane Season June 6, 2024 Share Growing up in Indiana and then living in Oklahoma -- the heart of tornado alley -- for 15 years, Chris Kerr witnessed just how quickly skies can turn from calm to chaos. He can vividly recall the roaring winds that came with each deadly storm, especially the last EF5 (strongest classification of tornadoes) on record in the U.S. that affected his friends and coworkers in May 2013, but barely missed his home. These memories, etched into his soul, fuel his dedication as a meteorologist today at Florida Power & Light Company (FPL). From afternoon thunderstorms to named hurricanes, he forecasts weather conditions to help restoration crews get the lights back on safely and quickly for customers by informing them of any threats or challenges they may face, like lightning, high winds, storm surge or flooding. “I like being able to see the results from the forecasts and being able to make a difference,” said Kerr while looking through weather tracking models on his various computer screens. The graphics software he and his colleague, Tim Drum, use is just like what the Weather Channel and other media entities use to present graphical weather forecasts. This accurate and timely weather forecasting is crucial, especially as experts predict a well-above-average 2024 hurricane season beginning June 1. Researchers at Colorado State University are forecasting 23 named storms, 11 hurricanes and five major hurricanes. “All the data coming in so far shows this season could possibly be one to challenge some of the records set in recent years,” said Kerr. “Record-high water temperatures out in the Atlantic Ocean and an anticipated La Niña are two factors that are favorable for hurricane development.” La Niña is the periodic cooling of the waters of the central and eastern equatorial Pacific Ocean; and it typically allows for above average tropical cyclone development in the North Atlantic Ocean because of increased thunderstorms and reduced wind shear. Tropical cyclones become stronger when they pass over warm water and areas of low wind shear. By July or August, weather models show La Niña will likely develop and become moderate to strong around the peak of the hurricane season (September to October). FPL tests readiness with simulated storm Regardless of conditions, FPL is better prepared for hurricanes than at any time in the company’s history through its year-round improvements to make the energy grid smarter, stronger and more storm resilient. These investments, including the deployment of smart grid devices and installation of underground power lines, benefit customers by reducing outage times and restoration costs associated with severe weather events. FPL also prepares for hurricane season by stress-testing employees with a week-long, simulated hurricane response, typically in the early days of May just as the start of hurricane season comes into view. While the storm is fictitious, FPL’s response is not. The training scenario feels every bit as real, in part, because of detailed weather forecasts and simulated impacts to the state. “I put together mock scripts and simulated weather shows from our studio to imitate a real-world situation. We take lessons learned from these drills and previous storms to continue improving our response,” said Kerr. His realistic weather updates are relayed to Distribution Operations Manager Casey Sheffield, who oversees the deployment of resources (crews, trucks, and equipment) during day-to-day operations. “During a real storm, the command center team can pre-stage thousands of resources while allowing crews to continue working until Kerr informs us of unsafe weather conditions,” said Sheffield. “At the end of the day, the goal is to always cut down on restoration times for our customers." The drill is a comprehensive test of FPL's storm response capabilities. It involves most departments within the company, such as customer service and communications, ensuring that everyone is aligned and ready to act quickly and safely in the event of a real storm. "Being part of this drill reminds me of the responsibility we have to our customers. We want them to be prepared for anything mother nature may bring this hurricane season, just as we are,” said Kerr. FIU Trustees Choose Nuñez As Seventh President South Florida Sun Times Jul 3, 2025 This Month The Florida International University Board Of Trustees Voted Unanimously To Name Jeanette M. Nuñez The University’s Seventh President. The Selection Of Nuñez, Who Has Served As FIU’s Interim President Since February, Is Pending Confirmation By The Florida Board Of Governors. “President-designate Nuñez’s unique combination of experience and extensive network make her the ideal leader to help propel FIU into the future,” said Tovar. “I can think of no better advocate for FIU.” Once confirmed, Nuñez will be the first FIU alumna to hold the top job. She earned a Bachelor’s Degree from FIU in Political Science and International Relations in 1994 and a Master’s Degree in Public Administration in 1998. She also is a former adjunct faculty member who taught a graduate-level course on health policy and served as a guest lecturer over the years. Prior to serving as Interim President, Nuñez spent 15 years serving the State of Florida both as a State Representative and as Lieutenant Governor. Before serving in government, she was Vice President of governmental affairs at Jackson Health Systems and held similar leadership positions at Kendall Regional and Aventura Hospital And Medical Center. In February, the FIU Board of Trustees named her Interim President. “I am humbled by the trust that has been placed in me by the Board of Trustees to serve as the seventh President of my alma mater,” said Nuñez. “FIU is a preeminent, top 50, major public research university and I look forward to leading our institution to even greater success.” The search committee, chaired by Carlos A. Duart, Vice Chair of the FIU Board of Trustees, worked with a search firm to identify, recruit and interview candidates. After a thorough review and interview process, the Presidential Search Committee selected three finalists for recommendation to the FIU Board of Trustees. The three finalists included a sitting president and sitting provost at other institutions, as well as Nuñez. The two other finalists chose not to continue to the final phase of the process unless they were named the sole final candidate. The committee unanimously agreed to move Nuñez forward as its sole finalist for consideration by the FIU Board of Trustees, citing her proven record of leadership and unique qualifications. “Since stepping into this role in February, and guided by FIU’s strategic plan, Experience Impact 2030, President-designate Nuñez has engaged tirelessly and enthusiastically with students, faculty, staff, and our community. She has focused on improving the student experience, ensuring research excellence, and establishing and strengthening strategic alliances,” Duart said. “FIU is in great hands.” In May, as part of the search process, Nuñez held public forums to discuss her vision for FIU and answer questions from students, faculty, staff and members of the community. Because humans and animals are naturally social, strong bonds create a stable and supportive foundation for Well-Being. “These bonds have the potential to lower overall stress for our pets by giving them a sense of security,” Bridges said. When owners actively engage with their pets, they improve their pets’ quality of life through consistent attention and care. This bond also influences how quickly owners recognize and respond to medical or behavioral concerns, which is critical for pet health. Likewise, owners who form deep connections with their pets learn what is normal for them. This Year's Theme Was "Soaring To Greater Heights In Unity, Focusing On Our Surrounding School's Participation In The Aviation Industry. The parade that has been dubbed the "family reunion" of Hallandale Beach has returned with the Hallandale Beach Community Civic and Cultural Association, Inc. lead by President Reginald Smith, Sr., partnered with The Legacy Collective of Hallandale Beach and the City of Hallandale Beach. I want to thank our Staff and First Responders, as well as the combined dedication and hard work of all residents including Parade Coordinator Qunea Gordon. It was a reminder for our nation to unite as one and live in peace. This past Wednesday, a dream and vision of mine came true, to right something that just did not sit right with me. About a year ago, I found out that Hallandale High School Girls’ first Basketball Team won the state finals. Not only were they the first team at our school, but they were also part of the group of teams playing basketball as part of high school sports. Not only did they start training without a high school, but they were also training before the school opened at Lainer James. They also were all African American teams. Historically, many people are unaware that in the 1970’s, South Florida schools were finally being desegregated. Yes, people like to think that that was simply a long time ago but actually as a reference of time that is within our lifetime. I have heard stories of individuals my age about the struggles and what they had to go through being African Americans and even walking to school. At that time Hallandale did not have a high school. There were two other high schools, MacArthur and South Broward High School. 50 years ago, Hallandale High School was built. Also, during that time, the school board decided to sanction girls’ basketball as a sport. Obviously, the authorities during that period were not fans of introducing women let alone girls to the sport of basketball. Who knew that they would make history. They were part of the original trailblazers. Who knew then that we would see in our lifetime the start of the WNBA? When hearing this story, it was disheartening to think that nothing was done for these girls. So, I invited them to City Hall for a proclamation last February. While it made their day to finally be officially recognized by the City of Hallandale Beach, I felt more needed to be done. Their story needed to be shared and recognized for future generations. Over the past year, I have put together an event in collaboration with Hallandale High School's Principal Paula Peters, School Board Member Maura Bulman, and alumni of HHS, a special ring ceremony in their honor. It was amazing to host every single team member.
