Lights Camera Action: The Hallandale Beach CRA Commercial Film Incentive Grant Program

If you are a budding file maker or a seasoned professional, the Hallandale Beach Community Redevelopment Agency (HBCRA) has designed a Commercial Film Incentive Program to promote economic development; attract more film producers to the city and by extension, you can motivate more investors to open businesses, in the City of Hallandale Beach. So, now would be a great time to get your creative juices flowing!
The application process and guidelines are intended to provide the Hallandale Beach Community Redevelopment Agency and producers/ film makers with a reasonable process that will safeguard the interest of the community. Proposed film projects must be presented to the HBCRA and are reviewed based on the following criteria:
The general conditions are, you must spend a minimum of $10,000 in the City of Hallandale Beach in qualifying expenditures and a minimum of one (1) full production days occurring within the City of Hallandale Beach Community Redevelopment Area (CRA). The CRA area is bound to the north by Pembroke Road, to the south by the Dade-Broward County line, to the West by Interstate 95 and to the East by NE 14 Avenue and the 14th Avenue canal. The production must agree to help promote the City of Hallandale Beach by including (as applicable):
• Thanks to the City of Hallandale Beach in the production end credits
• Listing the City of Hallandale Beach as a location on the production`s page of the internet movie Database (IMDb).
• The City of Hallandale Beach welcomes any request to cross promote projects in the City’s social media platform and marketing campaigns: including promoting movie openings, movie posters, still photographs and trailers or any positive content.

8. Material rentals/ purchases
9. Transportation & Vehicle rentals.

• TV Pilots/ Series
• Music Videos
• Short Films
• Commercials
• TV shows/ TV Movies
• Web series
Ineligible Projects
• News/ current events
• Sports/sports programming
• Informercials/promotional
• Reality / Talks shows
• Gala presentations/ award
• Political ads/ Materials
• Obscene/ Inflammatory.
Applications are submitted to the HBCRA staff for review to ensure that the above criteria were followed. Completed applications must be submitted along with the required support materials (below) no earlier than 120 days prior to production.
Applications must be accompanied by the project description including synopsis of plot along with an itemized project budget totaling no less than $10,000 including only (and all) local expenditures in the City of Hallandale Beach. The CRA will expect a proposed City of Hallandale Beach CRA locations and production schedule. For a full list of requirements, visit: https://cohbcra.org/programs/business-programs-incentives/. The maximum amount of the award is $5,000.
The Hallandale Beach CRA may periodically review production activity including, but not limited to, in-city spending, shooting locations etc. The HBCRA may request documentation for all the above. In addition, the production must provide the HBCRA with the production point-of-contact for any media request.
Application Process
If you wish to complete the application process, you must schedule an appointment with The Hallandale Beach CRA staff to discuss the potential film project and make sure it meets the program guidelines. To schedule an appointment, please call: (954) 457-2228.
To be considered, you must submit a completed application with a check for $75.00 made payable to the City of Hallandale Beach Community Redevelopment Agency for review. Incomplete applications will not be considered for funding until a complete application, and all supporting documents are received by the Hallandale Beach CRA.
The Hallandale Beach CRA will complete the application review within 15 days of receipt and notify the applicants of any missing information or deficiencies in terms of eligibility for the program. The Hallandale Beach CRA will notify applicants in 20 days of approval once a completed application is received.
