Medicare for Y’all: Rules For Thee But Not For Me By G. Keith Smith, M.D. October 7, 2021 Share It turns out that the federal government has a habit of exempting the “select few” from many of the rules and mandates imposed on its “citizens.” As more individuals move to freer, less locked-down states (like Oklahoma and Texas, for instance), the number of people saying “y’all” should greatly increase. The federal government, as in the Food and Drug Administration’s (FDA’s) Twitter post on “horse dewormer” (“You are not a horse…. Seriously, y’all. Stop it,”) is signaling its attitude toward such people, our health and safety. The current bureaucrats have unintentionally provided a glimpse into what socialized medicine will look like. Medicare for All (we’re going to call this Medicare for Y’all here on out), the political version of medical care, will appear no different than denying sufficient monoclonal antibody infusions to individuals in “uncooperative” states. In addition, those in charge will exempt themselves from the political medicine system they would impose on the rest of us, just as they’ve exempted themselves (White House staff, Congress, Postal Union and probably others) from their recent punitive vaccine mandate. As we try to uncloak Uncle Sam’s medical scheme, let’s review some history, some examples of laws lawmakers don’t have to follow. It turns out that the federal government has a habit of exempting the “select few” from many of the rules and mandates imposed on its “citizens.” Social Security/Medicare Exemption: Until about 1983, civilian federal employees were exempt from Social Security taxes. While their exemption was eventually ended, there was no hesitation in providing the exemption in the early days, and this represented a powerful employment recruitment tool for the federal government. While members of Congress pay Medicare taxes, they are not required once they reach age 65 to designate Medicare as their primary insurance. They’ve carved out a special exemption, unavailable to the rest of us, that places Medicare (increasingly shunned by physicians and hospitals) on the back bench. Obamacare Exemption for Congress: While severe monetary penalties for failure to buy insurance were consequences for the populace at large, Congress members exempted themselves from these same Obamacare penalties. The penalties have been removed for all of us (for now), but clearly the lawmakers had no intention of complying with what the rest of us had to endure when the Unaffordable Care Act was passed. Vaccine Mandate Exemption: The most recent and blatant example of “yes for thee, not for me,” is the Occupational Safety and Health Administration (OSHA)-enforced vaccine mandate decreed by the current occupant of the Oval Office. The mandate does not apply to the White House staff or members of Congress and their staff. When the postal workers’ union bowed up, they received an exemption. This would be laughable if the consequences of non-compliance were trivial, but no tyrant worth his salt would threaten his subjects with a feather. The $14,000-per-violation penalty has the attention of employers nationwide, many of whom are hoping the legal resources of their state governments can derail this federal invasion, an invasion from which the ruling class is exempted. Public Health Rules: Disturbing as federal intrusions into all aspects of our lives might be, even more galling are the exemptions these bureaucrats grant themselves to the rules inflicted on the rest of us. Exemptions that predate and encompass the pandemic timeline portend more to come. Increasingly we see the “us” and “them” display, where rules are conspicuously violated by those who make the rules. A governor dining at the French Laundry during the height of the California lockdown; the husband of a governor on a boating excursion when all boating activities were banned for anyone else who lived in Michigan; a confiscatory tax plan supported by a president who may very well owe $500,000 in back taxes. While the mask-less display at the Emmy awards was hypocritical, the exemptions lawmakers routinely provide for themselves are tyrannical. Indeed, government commits crimes (robbery by taxation and inflation, murder by drone, counterfeiting by Federal Reserve) every day, the committing of which would land any individual in jail, but the explicit exemption of the shafters from the laws the shaftees must obey defies any concept of the rule of law. When my father asked the late Walter Williams years ago whether state actors were stupid or evil, he responded, “both.” However, state actors can’t effectively hide behind stupid or the “law of unintended consequences” when they explicitly shield themselves from the same consequences they inflict on the rest of us. I have no doubt that the past and current conduct of federal officials portends future legislative meddling in our medical affairs, the non-compliance with which will hold no consequences for those who run the predator state. “Medicare for All” is what they will call it. Paving The Way To A Better Future: Budget Workshops & Discussions Are Underway in Hallandale Beach By Hallandale Beach Mayor, Joy Cooper August 31, 2023 Share In last week's article, I made a presentation about the Budget and changes that may occur during the Workshop. Our Budget was passed unanimously, and we actually did have a robust conversation about Repaving Roadways. We all have been hearing complaints about the neglected Roadways. For years before COVID-19 our City always had a Program where we would Repave Roadways in each Quadrant in a rotational manner. For the past years no repaving has been budgeted for or taken place. Our City then, like all others, had to deal with the financial uncertainty brought on by the COVID-19 Pandemic. In the past we utilized money from our Transportation Fund. This Fund has never been a large Fund and consists of a small portion of Gas Taxes. Any additional funding had to come from our General Fund. Not all streets are City streets, some are State Roads and County Roads that are refurbished and partnered with Broward County. Broward County gets the lion share of all Gas Taxes. Last year we put Repaving back in the Budget and allocated $500,000 to Repave Roads that were not slated for Underground Infrastructure Improvements. The schedule was posted, and the contractor began to asphalt the scheduled roads. In abundance of caution due to various procurement rules and regulations the work was stopped. Staff worked with our legal and procurement departments to address how we could Budget and plan this work in the most Efficient and Cost-Effective Way. During this Budget Workshop it was confirmed that we will be able to start Repaving throughout the City and now the Fund will be $1,000,000. Repaving should begin in January. Commissioner Butler brought forth a discussion based on the fact that we are looking at a Stable Budget. Is there any way that we can put more money into Repaving? Many residents, particularly in the Golden Isles Area, have been requesting and waiting for Repaving for years. We all pay the same Millage Rate but that does not mean we pay the same amount in Taxes. New residents that have moved in are paying over $75,000 a year simply in Taxes and are frustrated. Ironically three years ago there was $100,000 I had requested in the GI Safe Neighborhood District that was proposed by the Advisory Board to seal the streets. The GISND is a separate Taxing District that is only paid for by the residents that live in that District. The City Commission agreed that pretty much every Road needs to be Paved since it hadn't been done in quite some time. We also agreed that if we are digging up Roadways for Underground Infrastructure it seems to be foolish to put down brand new asphalt and then just dig it up to patch it. So, the debate became how do we Amend the Budget or add to it. On the Western Side of the City there's going to be over $20 Million in CRA Community Redevelopment Dollars redoing Sidewalks, Lighting and Trees. Golden Isles or Three Islands Safe Neighborhood Districts are looking at similar plans but do not have the benefit of a CRA. Funding for projects East of 14th Avenue must come from other Revenues such as the General Fund, Transportation Fund, Grants or directly from the Residents living in those Districts. At the end of a robust debate consensus was reached that Staff can expedite and move forward without the detriment to any other projects we would support Repaving Roads that were not planned to be dug up. Staff were directed to work on programming and scheduling. On another note, I asked when they were going to be Repairing Hallandale Beach Boulevard. This Road is a State Road. Director of Public Works Jeff Odoms informed us that he believes it is slated for refurbishment, but we'll be requesting from the Florida Department of Transportation what date it is slated for. There were not many more discussions during this Budget Workshop. As I wrote last week we Budget all year and work on the area's topics. The first Budget Hearing is scheduled on Friday, September 13th, 2023 at 5:05 p.m. and the final Budget Hearing is scheduled on Tuesday, September 26th, 2023 at 5:05 p.m. Both meetings are at City Hall located at 400 South Federal Highway, Hallandale Beach, Florida 33009. Addressing Food Insecurity In Miami-Dade: How JCS Senior Services Programs Support Vulnerable Older Adults Aventura Digest Jun 25, 2026 Food Insecurity Continues To Be A Growing Concern Across Miami-Dade County, Particularly For Older Adults Living On Fixed Incomes. Rising Food Costs, Housing Expenses, And Transportation Barriers Have Made It Increasingly Difficult For Many Seniors To Access Consistent, Nutritious Meals. For Frail And Vulnerable Individuals, Food Insecurity Is Not Simply A Matter Of Hunger. It Is A Critical Issue That Affects Health, Threatens Independence, And Reduces Overall Quality Of Life. A core part of Jewish Community Services of South Florida’s (JCS) mission is addressing food insecurity – particularly for vulnerable seniors. Through a multitude of food-focused programs such as the JCS Delivers, Senior Ride, Congregate Meals, Kosher Food Bank, and Kosher Home Delivered Meals Programs, the agency works to ensure that older adults have access to nutritious, Kosher food, social engagement, and supportive services that allow these treasured community members to age in place with dignity. Many seniors in Miami-Dade County rely on fixed incomes from Social Security or other public benefits. A portion of the clients served by JCS live on less than $1,300 per month, with some surviving on as little as $900 monthly. For these individuals, even small increases in food costs can make it extremely difficult to eat three meals a day. Public benefits such as SNAP (Supplemental Nutrition Assistance Program) often help fill gaps in seniors’ diets. However, when SNAP benefits were suspended for the month of November 2025, many seniors faced an immediate food crisis. Without their life-sustaining SNAP benefits, purchasing groceries became nearly impossible for many of the clients served by JCS. Recognizing the urgency of the situation, JCS stepped in to provide grocery gift cards to seniors who rely on SNAP benefits. This emergency assistance ensured that vulnerable older adults could continue purchasing food during a particularly challenging period. The response from clients was one of profound gratitude. For many, this support meant the difference between having food on the table and going hungry. JCS Programs Supporting Senior Food Security To address both immediate and long-term food insecurity, JCS operates several interconnected programs designed to meet the diverse needs of older adults. JCS Delivers Shopping Program The JCS Delivers Shopping Program provides extremely low-income, homebound seniors with personalized grocery deliveries and essential household items, ensuring they have access to the necessities needed to live safely and independently. Each delivery also serves as a wellness check, offering regular contact and care to some of the most isolated members of our community. JCS Kosher Home Delivered Meals Program JCS’ Kosher Home Delivered Meals Program provides pre-made, frozen Kosher meals to homebound, nutritionally insecure seniors across Miami-Dade County who are unable to prepare meals for themselves due to frailty. Clients range in age from 60 to over 100, with many living on fixed incomes. Often, clients are below the poverty line of $15,560 annually for a single person. Many live alone, making this program a vital source not only of nutritious meals but also of social connection, regular wellness checks, and compassionate human contact. JCS Senior Ride Program The JCS Senior Ride Program provides reliable transportation for seniors to attend JCS’ congregate lunch meal sites, grocery shopping, doctor’s appointments, and community activities. The program provides more than just transportation, it offers seniors a vital connection to the services, support, and community they need to live independently. By offering safe, reliable rides to congregate meal sites, grocery stores, and community activities, the program helps older adults maintain their health, autonomy, and social engagement. JCS Congregate Meal Program The JCS Congregate Meals Program serves a hot, Kosher lunch five days a week (excluding federal and Jewish holidays) in Miami Beach, and four days a week in Aventura. By providing nutritious, Kosher meals in a welcoming community setting, the JCS Congregate Meals Program supports the well-being of older adults while fostering meaningful social connection. The program offers more than just a meal; it creates a vibrant environment where seniors can engage in activities that promote physical, emotional, and social health. With no income restrictions and inclusive participation, the program ensures all older adults have access to nourishment, community, and friendship. Maria’s Story Maria (name has been changed), a JCS client and 82-year-old Miami Beach resident living alone, survives on less than $900 per month in Social Security income. After paying rent, utilities, and medication expenses, very little remained for groceries. When her SNAP benefits were temporarily suspended in November 2025, Maria did not know how she would afford to feed herself. Through JCS services, she received assistance that helped stabilize her situation. She was provided with grocery gift cards during the SNAP disruption, transportation to grocery stores, and access to meals at the JCS Miami Beach Congregate Meal Site. These supportive services ensured that she continued to enjoy balanced, nutritious meals during a difficult time. Today, she regularly attends the JCS Miami Beach Congregate Meal Site, where she not only receives a nutritious Kosher lunch, but also participates in activities such as art classes and Bingo. She often shares that the program has helped her feel healthier, more connected, and less isolated. Food insecurity among older adults remains a significant challenge in Miami-Dade County. Through strong community partnerships, dedicated staff, and the support of generous donors, JCS helps ensure that vulnerable seniors have access to nutritious food and compassionate care.
