Hallandale Beach Community Partners Working Towards A Better Future By Hallandale Beach Mayor, Joy Cooper May 24, 2023 Share This past Saturday PAL held their Grand Opening at Foster Park, it was a wonderful afternoon. There were so many community partners that brought resources to the event to assist our citizens and community. Hispanic Unity, Early Childhood Coalition, Children’s Services Council, Gulfstream Academy of Hallandale Beach K-8, Hallandale Beach Police Department and of course Memorial Hospital all shared valuable information. It was announced on Saturday that Memorial’s One City Health Initiative will be adding services not only for a year but for two. The first year, the mobile vans with both children and adult services will be at Foster Park on Mondays, Tuesdays and Wednesdays. The following year, they will be there on Mondays. They provide FREE Health Care Services including: Testing, Health Screenings and Exams to all Hallandale residents. Last Thursday there was a community meeting held by concerned citizens in the northwest area of our City. City Manager Jeremy Earle, Deacon Donnell Brown, a community volunteer and MLK Humanitarian Recipient and Reverend Wayne Allen of Ebenezer Baptist Church were panelists with Matt Lorenzo moderating. The panelists were given questions to address issues in the City, programs to help citizens, the Infrastructure, CRA and policing. The first highlight was about the city’s financial condition which Dr. Earle reported has stabilized since we have adopted our five-year stabilization plan. The last budget reserves were not used while adding services back. Our commission has held steadfast in adding many programs to address efficiencies while not digging into our rainy day fund. We have done this while filling vacant police positions, establishing Repair and Replacement Programs for our Fleet Services and Parks System, increasing Code Enforcement, fully staffing our Building Department, and tackling our Infrastructure needs. Dr. Earle actually brought with him a sample of a corroded pipe to explain our aging Infrastructure Projects for the Northwest Quadrant. Many of the pipes in our City are well over 40 years old. While we have been doing repairs we have not aggressively tackled replacing pipes. This year marks the beginning of a ten-year buildout for the priority replacement of many of our pipes. This will allow us to reach a goal of a replacement cycle for years to come rather than kicking the can down the road. A question was also asked how these items will be paid for. Dr. Earle explained that we issue Revenue Bonds to pay for these programs. The Revenue is generated through Utility Fees. In addition, Water Plant Capacity Developers pay Impact Fees. We also aggressively apply for Grants through the State and Federal agencies. Last meeting, we approved the first tranche of bonds. $20 Million for the first years’ worth of Projects. There was a robust conversation about our CRA Programs to help residents residing in the CRA area. This area is located between 14th Avenue and all the way west to I-95. We have Grants and Loans to help with home repairs. Deacon Brown explained he applied for a Loan to help with his home repairs. Some Low Interest Loans do require repayment, but some portions are forgivable. Grants are simple monetary awards to perform specific projects that do not have to be paid back. There are multiple programs available. Residents can find out more about them by visiting our website at: www.cohbCRA.org - If residents need in person service they can come to City Hall to the CRA Offices Monday through Thursday from 8:00 a.m. until closing at 6:00 p.m. Residents questioned why we ask for so much paperwork when applying for these Loans. Ironically Reverend Allen works as a Loan Officer for a car dealership, so he explained that he understands the need for paperwork to see if an individual has ability to pay. Dr. Earle explained in the CRA that it is a bit different. We need to make sure Loans do not create an additional burden. In addition, this helps to protect residents while helping them fix their homes. We are also a government agency, so paperwork ensures transparency of the use of taxpayer dollars. It was made clear that the CRA is not in the business of taking homes for Unpaid Loans. Reverend and Deacon asked about Loans to Churches and NonProfits. Our CRA does not provide Loans to Church Organizations because Churches do not pay taxes. We do however with help in other ways to help NonProfits if they are bringing Resources or Programs to the community. This year's cohort included participants from 12 countries, including host Israel with 80 local participants. Celebrating Purim In Israel’s Marketplace By Rabbi Moishe Kievman - Chabad Chayil Mar 13, 2025 This Purim, Jews around the world will celebrate the holiday commemorating the salvation of the Jewish people in Ancient Persia, with extra meaning. The festival which is celebrated every year on the 14th of the Hebrew month of Adar, begins this year after nightfall on Thursday, March 13th and goes until nightfall on Friday, March 14th. It’s one of the most joyous days on the Jewish calendar, celebrating the overturning of a royal decree which called for the extermination of all Jews throughout the Persian Empire in 356 B.C.E. This year, Purim holds heightened significance as Jews are still experiencing one of the most difficult times in recent history. The enduring trauma of the Simchat Torah attacks on October 7th of last year, the war in Israel, the perilous fate of the 59 hostages still in Hamas captivity, and the distressing rise of antisemitism across the globe place a new understanding of the genocidal intent of the Purim story’s villain Haman, who sought to enact the elimination of the Jewish people. It also brings hope of the Jewish people overcoming the present challenges and a brighter future, as in the story of Purim, when the table was turned with miracles from the Almighty, the Jews were victorious over their enemies. The relevance and message of the festival of Purim has never been more acute than today. That is, when faced with those who wish evil upon us, the response of the Jewish people is to strengthen our trust in G-d and turn to joy as a way of combating darkness. In 1971, the Rebbe, Rabbi Menachem M. Schneerson, called upon people in Israel to assist the soldiers of the IDF to fulfill the observances of Purim. The Purim awareness campaign has since expanded to reach all Jews, and today impacts people at hospitals, nursing homes, children at school and of course regular folks on the streets. The Jewish people are going through a very difficult time, but Purim reminds us that ultimately, through coming closer to G-d and our heritage, G-d will guide us through this time as he did for our ancestors, and this is why, despite all the evil, we will celebrate, as we have done countless times throughout our history. Although the general theme of Purim is all about Joy, the four specific Mitzvahs associated with this holiday are 1) Giving gifts of money to at least two poor people. 2) Sending food gifts, made up of at least two types of foods, to at least one friend. 3) Enjoy a festive Purim meal, preferably with friends. And 4) Recounting the story of the Purim miracle, by reading the Megillah, also known as the Scroll of Esther. When we take the focus off of ourselves, and instead see how we can help others, by giving charity and giving gifts of food. When our focus is shifted from celebrating in silence, to having a meal with others. When we remember the miracles that occurred, not just to our ancestors many years ago, but also to us, over and over again. It really forces us to bring out our inner joy, and slowly transform it into a pure joy! I encourage you to contact your local Chabad or synagogue to see what they’re doing to celebrate. This year's theme is Purim in The Shuk, where you will be able to experience the vibe, energy & flavors of the Holy Land's Erev Shabbat Shuk marketplace. Since this year the holiday falls out on Friday, it’s preferable to start the festive meal before Halachic midday, which is at 1:29 p.m. that day. This makes the crazy Friday, before-Shabbos rush, even crazier! But we’ve been through greater challenges! And we’ll surely get through this one in the most fun and exciting way! Noted as the most joyous date on the Jewish calendar, the daylong holiday commemorates the nullification in 356 B.C.E. of a Persian decree calling for the extermination of the Jewish people throughout the Persian Empire as told in the biblical Book of Esther. Chabad’s original spin on this age-old holiday has helped bring the spirit of Purim to the area year after year. The event is a community-wide program, and all are welcome to join, regardless of affiliation or background. Hallandale Beach Chamber of Commerce’s State Of The City Address Part 1 By Hallandale Beach Mayor, Joy Cooper Aug 27, 2026 Hallandale Beach Chamber Of Commerce, It is always a pleasure to be with our Chamber of Commerce! A special thanks to Norma English, Hallandale Beach Chamber of Commerce CEO and all the board members and Gulfstream Park for their hospitality! It was great to be accompanied by all our community partners. Joined by our City Staff who are all wonderful public servants under the leadership of Dr. Jeremy Earle. Other constitutional officers; City Attorney Jennifer Marino and City Clerk Jenorgen Guillen, thank you for being in attendance. By investing their time, talent, and resources in our City! City Staff continues to inspire me as Mayor to listen to Lead and Deliver! I want to share where we are as a city, the challenges we continue to address, and, most importantly, the future of our great hometown, Hallandale Beach. Global Events - Local Impacts Cities are where people live, work, and play. Mayors and commissioners are the government closest to the people. And for years, every survey has shown that local leadership matters. Local leaders rank as the most trusted elected officials. We deliver vital services that people depend on. We see our constituents on a day-to-day basis, whether it's in a park, at a restaurant, or, yes, in the grocery store. As elected officials we cannot, however, ignore the fact that what happens around the world eventually reaches us here at home. The war in Ukraine and the ongoing conflict in the Middle East continue to affect energy costs, supply chains, construction costs, and the global economy as a whole. This unrest has not just economic impacts but social and political impacts worldwide and right here at home. These issues have become topics everyone Is talking about. They have not just hit our pocketbooks but our society politically and socially. I recently had the chance to visit Israel as part of a delegation of North American and European elected officials invited by the Israel Consul General Zuri here in Miami. What struck me was Israel's continued resiliency, progress, and transformation, even while facing war. I've written a series in the Sun Times about the trip but I wanted to share two highlights. The security briefing at the Institute for National Security from the Managing Director, Brigadier General Tamir Hayman; he was also the Former Chief of Israel's Military Intelligence Directorate. One message was loud and clear from the General. Israel will continue to operate as a sovereign nation defending its borders and eliminating the threats to their peace. The second item was walking through the memorial Nova Festival site, only kilometers from Gaza, and seeing the Tekuma Car Wall. Both had a profound impact on me. While we were there a bomb went off. Our IDF guide didn't stop mid-sentence, but when he finished he said “that it was outgoing, it was a warning shot.” Until anyone has visited or experienced the horrific war zone and the results of October 7th, you truly cannot grasp why Israel must continue fighting and protecting their borders from these threats. And every other country would do the same. As a proud Jewish woman, it caused me to reflect deeply on the terrible human cost of war, and the difficult decisions nations face in trying to establish lasting security and peace. At the same time, it is deeply troubling to witness the rise in antisemitism. Yes, we all have let our guards down while well-funded terrorist groups and extremists have sown seeds of hate. After witnessing the resilience of Israel and its ability to bounce back, go about its daily life, thrive, and create a vibrant state, I have been renewed in my commitment to peace and hope. Obviously, we are not blind to the economic consequences. Our economy was struggling with affordability issues way before this war was even started. At the Florida League of Cities, I had the opportunity to hear Doris Kearns Goodwin speak. She is a Harvard graduate and an esteemed scholar of history. She was selected by Lyndon B. Johnson to serve and study alongside him. She spoke about how important history is and how we lack a robust education system that is accurate and grounded in fact. More importantly, she discussed how we bounce back and how leaders are resilient during times of trouble. Each president seems to face a challenge to which they must rise. Leadership makes a difference. She spoke about the fact that there have been Revolutions, Civil Wars, World Wars, the Great Depression, Recessions, the Civil Rights Movement, 9/11. Over the past 250 years, America has made it through. The struggles did not destroy America they actually made her stronger. Energy matters. Shipping matters. Supply chains matter. And disruptions thousands of miles away can eventually affect the cost of building a road, operating a business, or completing an Infrastructure project right here in Hallandale Beach. Despite these pressures, cities remain remarkably resilient. Cities are hubs of innovation and increasingly finding new solutions to climate, transportation, technology, and economic challenges. Unlike our counterparts on the county, state, or national level, we live and must be accountable directly to the people we serve daily. Despite global unrest there is great news for our area in South Florida. The greater Miami region is now ranked among the leading global metropolitan economies, moving from 30 in the world to 24 this year and Hallandale Beach is positioned right in the middle of that opportunity.
