While Driving Is Often A Necessary Means Of Transportation For Many People, The Dangers It Poses To Financial Stability And Health Should Not Be Overlooked; Car Wrecks Are The Number One Cause Of Injury And Death Among People Ages 16-29, And The Number Three Cause For Those Ages 30 And Up. In The Face Of These Facts, It Is Important To Consider What The Effects Of Being Underinsured Can Have On A Driver When They Get Into An Accident, And How To Guard Against Potential Financial Collapse. A driver must possess a minimum amount of liability insurance, which can vary from state to state, to prove financial liability. It can be easy for drivers to underestimate the possible effects of even a minor vehicle accident without this, especially when the damage to the car seems minimal. But the damage to the car often does not correlate to the injury of the occupant any more than an egg carton to the egg; If an egg carton were to be tossed around, the carton may be unblemished, but that is surely no indication of the egg’s state within the carton. Additionally, when a doctor examines a patient post-accident, no videos, photos, or interviews by investigating officers are used in the Doctor’s medical decisions. Rather, doctors will utilize tests and physical examinations to guide their diagnosis. Depending on the number of tests or scans used, the average emergency room visit spans from $10,000 to over $20,000. If surgery is required, a person’s minimum insurance limit can be exhausted within the first few days of injury. It is not difficult to imagine that lifelong impairment or death can further expose drivers or injured parties to financial collapse. Ultimately, the risks of driving are present whether a person is the negligent driver, or the injured party in an accident, amplifying the importance of having sufficient coverage. A potential protection to reduce the risk of personal exposure is to purchase umbrella coverage, which can be purchased as an endorsement from a person’s homeowner’s personal liability coverage. This protects against a driver’s potential future negligence and reduces the risk of a gap between the driver’s liability coverage and the injury extent of the victim at the time of negligence. To qualify for an umbrella policy to serve as excess in addition to auto liability coverage, the purchaser or insured is typically required to have the maximum amount of auto liability coverage. Umbrella insurance carriers will not attach an umbrella policy to a minimum auto liability policy, or to one that is less than the maximum coverage. Another protection to reduce the risk of personal exposure is the fiduciary obligation that a carrier must settle the insured’s liability within the stated policy limits if it is reasonable to do so, which can further protect the insured from exposure. If an insurance carrier fails to do this it can trigger a cause of action by the insured against their carrier, which can then be assigned to the injured party to help guard against further exposure. Furthermore, it is also important to guard against the risk of financial collapse when the negligent party has either insufficient or no liability coverage. Drivers can purchase uninsured/underinsured motorist (UM/UIM) coverage for these situations. Most states require UM/UIM to protect the public from unpaid medical expenses and a loss in work and productivity when drivers fail to carry liability coverage. Auto insurance carriers must offer this coverage, for a premium fee, unless the insured rejects it in writing. Insurers cap UM/UIM coverage to equal whatever the amount of liability insurance was purchased. So, insurers will only extend UM/UIM coverage above $30,000 if the liability coverage purchased is above that limit. Another possibility is for the insured to purchase an endorsement that attaches their umbrella coverage to their UM/UIM coverage, which stacks and serves as excess applicable coverage for injuries which would exhaust the sum of both the negligent party’s coverage and the UM/UIM. Another protection against the risk of financial collapse in an accident is Personal Injury Protection (PIP). Depending on the insurance carrier, PIP benefits can exceed $100,000 in coverage for a relatively affordable premium. Like no-fault insurance, PIP will cover an insured’s medical expenses and loss wages regardless of who is at fault. Similarly to UM/UIM, PIP is required for carriers to provide in most states unless the insured rejects it in writing. In the end, while motor vehicle accidents pose a significant risk to drivers, the importance of reducing exposure and gaps in coverage is often an overlooked and under-explained topic. But through umbrella coverage for the at-fault party and UM/UIM or PIP for the injured party, you can protect yourself and your loved ones from potential financial disaster. In food processor, pulse mushrooms and shallot about 10 times until finely chopped. Do not overprocess. Place same skillet used for roast over medium-high heat and heat remaining oil until hot. Add mushrooms and shallot; cook 4-6 minutes until tender and all liquid is evaporated, stirring often. Add wine; cook 2-3 minutes until all liquid is evaporated. Stir in mustard, thyme and remaining pepper. Cook 2-3 minutes. Remove from skillet to medium bowl; cool. Line rimmed baking sheet with aluminum foil and place in oven. On lightly floured cutting board, unfold pastry dough. Roll pastry out to 12-by-9-inch rectangle; lay dough with shortest edge toward you. Spread mushroom mixture onto pastry dough, leaving 1/2-inch border around edges. Place roast in center of mushrooms. Fold pastry dough neatly around roast, stretching dough if necessary. Cut off excess pastry dough; press to seal overlapping edges. Remove baking sheet from oven and dust lightly with flour. Place pastry-wrapped roast, seam-side down, on baking sheet. Cut four (2-inch) vents in top of pastry. Bake 35-50 minutes, or until golden brown and instant-read thermometer inserted into center of roast registers 135 F for medium-rare or 150 F for medium. Transfer roast to carving board. Let stand 10 minutes. Temperature will rise about 10 F to reach 145 F for medium-rare or 160F for medium. Carve into slices and serve. Place roast in roasting pan or baking dish with wire rack in bottom. Bake 40-60 minutes. Remove roast when meat thermometer registers 135 F for medium-rare or 150 F for medium. Transfer roast to carving board; tent loosely with aluminum foil. Let stand 10-15 minutes. Temperature will rise about 10 F to reach 145 F for medium-rare or 160 F for medium. Carve roast into slices by cutting against grain. Honoring The Past & Making Changes For The Future By Hallandale Beach Mayor, Joy Cooper October 7, 2021 Share Fellow commissioners and friends paid final respects to former Hallandale Beach Vice Mayor Bill Julian this past weekend. Vice Mayor Julian was the longest serving Vice Mayor in the City’s History, funeral Services & Memorial were held this past Saturday. Services were held at St. Matthews Catholic Church. Following the mass, The Celebration of Life proceeded to the Veteran’s Memorial at Hallandale Beach City Hall where the honor guard paid tribute to Bill's three tours of military service and a wreath was placed next to a memorial brick in his honor, refreshments followed at the American Legion Post 310. In tribute to Bill, donations can be made in honor of his life service and can be made payable to the American Legion Post 310: American Legion Post 310: 225 Southeast 1st Avenue Hallandale Beach, Florida 33009. This past Saturday there was a beautiful mass held at St. Matthew’s Church to celebrate the life of Vice Mayor Bill Julian. Former Hallandale Beach Mayor, Joy Adams arranged the mass and her granddaughter Sabrina Adams-Oliveras delivered a beautiful eulogy. I was honored to share a message as well. After mass a dedication was held at our Veterans Memorial with the Hallandale ROTC presenting the colors. Many of Bill's friends gathered at the American Legion Post 310, where Commander Ed Pickett made a beautiful historical speech about Bill's rich history in Hallandale Beach. I would like to thank Joy Adams on behalf of the City, the many friends that gathered to honor Bill and he will be missed by many. Chief Sonia Quiñones Retiring: Last week our City Manager received the retirement request from Chief Quiñones, who was made Chief in Transition on September 24th and Deputy Chief Michel Michel was appointed Chief. Chief Quiñones has been with the City for over 28 years. She rose through the ranks as a Sergeant, a Captain, a Major and was made Chief 4 years ago. Throughout her tenure she established many new initiatives and programs to reduce crime. She served as a DEA Agent at one time performing many undercover operations. She will not be formally retired until October 29th, 2021. Dr. Jeremy Earle will be conducting a national search to find a new Chief. Update on our Building Department: Over the past weeks our City Manager has hired Mrs. Shellie Jackson as our Head Building Official. Mrs. Jackson was our building official when City Manager Renee Miller was overseeing our day-to-day operations. We are very fortunate to have her back. The department has expanded to address implementation of the 40 year inspection enforcements. In partnership with the IT Department, we have adapted newer technology to streamline our online application process even further. Due to the increase in staffing our department has been split between the City Hall and the Annex at our Fire Station on Northwest 1st Avenue and Foster Road. The department is open now at the City Hall from 8:00 a.m. - 4:00 p.m. We do encourage applicants to make an appointment if necessary. Our online system does allow for full access to all of the documents and comments for the status of permits. There is an easy portal where constituents can put in the permit number to find and follow the status. Applicants can upload documents and respond to comments. It is important to note that all contractors should be well versed in the process and of all requirements applicable to the permit itself. South Florida Building Codes are the same as other jurisdictions other than the rule starting with hurricane building standards. Please note that permits do take time. If permits are not filed with even the simplest of information, such as: contractor certifications, insurance and business licenses will hold up the application process. They will receive a denied response and enter it back into the cycle. My colleagues and I have been answering many calls about building permits requests. In these cases I have filled them in most of the time, this is due to the lack of documentation. When this happens, it can set back the applicant for weeks. The typical cycle has been three weeks, but it is actually 12 twelve working days. Our City Hall is open from Monday to Thursday. I will be hosting a Town Hall Zoom Meeting to introduce our new official, the new systems and discuss the 40 year inspection process within the month. As we approach the holidays, many non-profit organizations are having difficulty securing turkeys for their giveaway events. I received a call from Joe Rodrigues from Rodriguez Charites. They are always extremely generous for those in need and typically sponsor a large turkey giveaway at the Cheetah Club here in Hallandale Beach. While they cannot provide a giveaway, he has generously donated the funds so they could be used at our Hepburn Center to supplement our feeding program. Due to COVID-19, we will not be hosting an in person dinner but we will be providing drive through meals, the date, time and details will be forthcoming. Paddleboard on Hollywood Beach March 31, 2022 Share Paddleboarding has experienced a surge in popularity in recent years. The family-friendly activity is easy for anyone of any skill level to enjoy. Exploring Hollywood via paddleboard is no longer just for those with their own equipment. The City is pleased to announce a new partnership with “PADL,” a paddleboard equipment rental operation that offers hourly rentals and monthly memberships. Self-service “PADL” kiosks are now available for public use on Hollywood Beach. PADL rental kiosks locations on Hollywood Beach include: • New Hampshire Street in the North Beach area • Keating Park, 2500 S. Ocean Drive in the South Beach area • COMING SOON: Charnow Park, 300 Connecticut Street in the Central Beach area PADL Rental Fees are as follows: $19 per hour for non-members, $24.99 monthly membership or $99.99 for a 6-month membership. Members receive 2 hours free every day and additional hours and boards are $10 per hour. Paddlecraft Hours of Operation on Hollywood Beach: • Paddlecraft are allowed to utilize the entire length of the the municipal beach before 10 a.m. and after 5 p.m. • Paddlecraft are allowed at all hours south of Madison Street (The Keating Park kiosk is located south of Madison Street) • Paddlecraft are allowed at all hours north of Liberty Street.(The New Hampshire Street kiosk is located north of Liberty Street) • In the Central Beach area, south of Liberty Street and north of Madison Street, paddlecraft must remain 100 yards from shore during the hours of 10:00 a.m. and 5:00 p.m. (The kiosk at Charnow Park is set to comply with the rules set forth in City Ordinance 99.02.) With a swipe of the App, the board and paddle with personal flotation device are released and off you go on your adventure. The IOS + Android Mobile App also provides a map of PADL locations across the state, links to meetup groups, tour and lesson booking, shopping and more. There are currently 23+ PADL locations throughout Florida with plans to expand to 50 locations this year.
