- Long Term Goals For Hallandale Beach: The CRA Trust Fund Is Investing In The Community
Long Term Goals For Hallandale Beach: The CRA Trust Fund Is Investing In The Community September 21, 2023 Share Hallandale Beach is fortunate to be one of the few cities that were able to take advantage of creating a Community Redevelopment Area. In 1996, the City created the CRA through a finding of necessity establishing the area as slum and blight. The evaluation was performed, and we were granted a CRA for 30 years. In 2026 - 2027 the CRA will be either sunset or the boundaries will be modified significantly. The words slum and blight conjure up visions of the tenement houses in New York or areas with vacant crumbling homes and businesses. In statute the criteria are far more encompassing. The list includes many items such as business and office vacancy levels, housing stock age and affordability, economic drivers, and many Infrastructure deficiencies. Since their inception there have always been state and county assaults on CRA’s. Like many confrontations it is a battle over money. CRA’s actually locked in the Tax Base from a point in time. The increased Property Tax Revenues within the area from city, county and other districts are required to be put into the CRA Trust Fund. This Fund is to be utilized by the Community Redevelopment Agency to address the slums and blight. For years our CRA only had a few million dollars to do various programs. This was due to the depressed property values. Goal one was to purchase land parcels that were vacant or blighted properties to create affordable housing. It has taken a long time, but these efforts are now showing in the community with many affordable units. Now the tax increment is over $15 Million Dollars. The CRA Investments also include the creation of three parks in the most underserved areas. We created programs to help spur economic growth and job creation. These programs were always under the microscope from those that had philosophical differences in how money should be spent. Fast forward to 2020 and all CRA were required to redraft their CRA Plan. Our Plan was redeveloped with three redefined goals of Affordable Housing, Infrastructure, and Public Safety Programs. Our CRA took bold measures to issue $20 Million Dollars in Bonds to design and build above ground improvements within the district. While property owners may not be seeing improvement now they are on their way. The CRA executed a contract with Burkhardt for a Construction Manager at Risk CMAR process to design, develop and construct many improvements. The top projects throughout the district include: sidewalks, new lighting, tree plantings and an Art Trail. This past Monday we received an update on the status of the projects, many of which are at the 90 percent design phase and will be ready to go out for construction bidding. CMAR is a process where each project is designed and then it goes out to bid for construction. The CMAR is required to cover the set bid costs no matter if they end up being over. The plans are now at the 90 percent design level. Within the next months many will be coming back for approval. Sidewalks are a Quality-Of-Life Issue and many of our areas have no sidewalks, sidewalks on one side of the road and many are not connected. Each quadrant will be seeing improvements. The full list can be found on: https://cohbcra.org/ - Some projects are also being performed through the Broward County Penny Tax. Streetlights are vital for Public Safety. Burkhardt and staff have been working with FPL for upfront costs. The focus areas are Foster Road, West Hallandale Beach Boulevard, and dim areas within the neighborhoods with the priority of those areas that have high crime incidents. Trees are another project that will impact Quality-Of-Life and our Environment. Not only will they add beauty but reduce heat islands, reduce our Carbon Footprint, and help in Flood Mitigation. In October the CRA will be holding an additional Community Meeting in preparation for this project. They will be setting up Tree Giveaways for private property owners. We have a goal of planting over 13,000 trees within the City. The project also includes planting along the swales. The Art Trail is also 90 percent designed. Staff and Burkhardt will be meeting to review some amendments to further enhance this exciting addition. The project will interconnect our parks with walking and biking paths. The path will include stops designated with special installations of trail markers, unique furnishing art and trail maps. Staff are working on pricing and the project will be coming back to the board. There are other projects that include Foster Road and District 8, which I will be reviewing in next week's article. The Final Budget Hearing is scheduled for Tuesday, September 26th at 5:05 p.m. Both meetings are at City Hall located at 400 South Federal Highway, Hallandale Beach, Florida 33009. Every resident is encouraged to come out to participate or watch the meeting live. - The Anne Frank Exhibition: A Powerful Journey Into History | sun-times
The Anne Frank Exhibition: A Powerful Journey Into History Jewish Connection News Apr 1, 2025 The Holocaust Documentation And Education Center Is Honored To Present The Anne Frank Exhibition, Now On Display Until June 30th, 2025. This Powerful And Moving Exhibition Offers A Unique Opportunity To Engage With The Story Of Anne Frank, A Young Girl Whose Words Have Transcended Time, Educating And Inspiring Generations. The Life of Anne Frank Annelies Marie "Anne" Frank was born on June 12th, 1929, in Frankfurt, Germany. At just four and a half years old, she and her family fled to Amsterdam in the Netherlands, seeking refuge from the rising tide of Nazi persecution. For a time, they lived in relative peace, but everything changed with the Nazi Invasion of the Netherlands in May 1940. As anti-Jewish laws intensified, Anne and her family—father Otto, mother Edith and sister Margot—went into hiding in 1942. Their sanctuary, known today as the "Secret Annex," was a concealed space behind a bookcase in the building where Otto Frank worked. Over the next two years, Anne chronicled her experiences, fears, hopes and reflections in a diary given to her for her 13th birthday. Her writing provides an intimate, poignant and often surprisingly optimistic view of life in hiding, reflecting her resilience, humor and unwavering dreams. On August 4th, 1944, the Frank family’s hiding place was discovered. They were arrested by the Gestapo and eventually deported to Auschwitz. Later, in November 1944, Anne and her sister Margot were transferred to the Bergen-Belsen Concentration Camp, where both tragically perished just months before the war ended. Otto Frank, the sole survivor of the family, returned to Amsterdam after the war. There, he discovered that Anne’s diary had been safeguarded by two of his former employees, Miep Gies and Bep Voskuijl. Recognizing the power of Anne’s words and her desire to be a writer, he took the extraordinary step of publishing her diary in 1947. First released in Dutch, it was translated into English in 1952 under the title The Diary of a Young Girl. The book has since been translated into over 70 languages, making Anne’s story a cornerstone of Holocaust education and a universal symbol of the human spirit. Inside the Exhibition The Anne Frank Exhibition at the Holocaust Documentation and Education Center offers an immersive experience, bringing visitors closer to Anne's world. One of the highlights of the exhibition is a detailed model of the Secret Annex, providing an intimate look at the confined space where Anne and her family lived in hiding. This visual representation allows visitors to grasp the daily challenges faced by those in hiding—the lack of privacy, the constant fear of discovery and the small joys that sustained them. A centerpiece of the exhibition is a Limited Edition copy of Anne Frank: The Diary of a Young Girl. Only 350 of these numbered copies exist in the world. The Holocaust Documentation and Education Center is privileged to display one of them, generously donated by Paul Hart. This rare edition is signed by both the renowned artist Joseph Goldyne and the book’s designer, Barry Mosner, making it a valuable and deeply symbolic artifact. Why Anne Frank’s Story Still Matters The impact of Anne Frank’s diary cannot be overstated. More than just a historical document, it is a testament to the enduring power of the human spirit, a reminder of the horrors of prejudice and intolerance and a call for compassion and understanding. Anne’s words resonate with readers of all ages, as she speaks not only of fear and suffering but also of hope, dreams and the unbreakable belief in human goodness. In today’s world, where discrimination and persecution still exist, Anne’s diary continues to serve as a beacon of awareness and education. The exhibition challenges visitors to reflect on history and to consider how they can contribute to a more just and tolerant society. Plan Your Visit Visitors are encouraged to experience this moving exhibition firsthand. Tickets are available through: www.Eventbrite.com , allowing guests to reserve their spot for this extraordinary journey through history. - PETA Lawyer Discusses Cultivated-Meat Lawsuit
PETA Lawyer Discusses Cultivated-Meat Lawsuit By Jon Hochschartner August 29, 2024 Share I was excited to see Upside Foods and the Institute of Justice had filed a lawsuit in federal court seeking to overturn Florida’s ban on cultivated-meat sales. For those who don’t know, cultivated meat is grown from livestock cells, without slaughter. It offers a number of potential animal welfare, public health and environmental benefits. Finally, it seemed, the cellular-agriculture field was fighting back against right-wing actors, who, in recent years, have sought to scare the public about an emerging technology for the sake of political gain. Still, as I read more about the lawsuit, again, brought by a cultivated-meat firm and a libertarian non-profit, I felt a little uneasy. Among other things, the lawsuit argues Florida’s ban violates the Supremacy Clause of the United States Constitution, which gives federal law priority over state law in certain instances, and the Commerce Clause, which gives the U.S. Congress sole authority to regulate interstate commerce. I know very little about the law, but this argument reminded me of those used by animal-exploitation industries seeking to invalidate state-level protections for our fellow creatures. For instance, it’s my understanding pork producers seeking to overturn California’s Prop 12 cited the Commerce Clause as well. Thankfully, the US Supreme Court, conservative as it is, rejected the argument by a narrow vote of 5-4 last year. Justice Neil Gorsuch wrote the majority opinion, stating, “While the Constitution addresses many weighty issues, the type of pork chops California merchants may sell is not on the list.” Still, as an uninformed observer, I worry a victory in the cultivated-meat lawsuit might undermine the constitutional basis of pro-animal laws. For instance, California recently passed a ban on fur sales. Would this be in jeopardy if Florida’s law banning the sale of cultivated meat was overturned? In an effort to answer the question, I reached out to a number of legal experts who were sympathetic to animal rights. The only person who got back to me was Asher Smith, Deputy General Counsel and Director of Litigation at the PETA Foundation. I was thankful for the time he spent answering my queries. His current cases include actions under the Endangered Species Act against roadside zoos abusively keeping protected animals, constitutional lawsuits on behalf of both animals and humans, and false advertising claims challenging the deceptive marketing of animal products as humane. Smith began by making clear the objections People for the Ethical Treatment of Animals had to Florida’s cultivated-meat ban. “All it does is help to prop up factory farming interests at the expense of animal welfare,” he said. “Florida’s ban is not supported by any adequate health or safety justification.” The lawyer continued, noting any giveaway to the meat industry is a vote to increase greenhouse-gas emissions and deforestation, and to increase the intensity of the storms and hurricanes that so frequently ravage Florida’s coasts. For these reasons, PETA supported the lawsuit against the cultivated-meat ban. Smith was not concerned about the case threatening state-level animal protections. He pointed out, after passing the ban earlier this year, Florida officials explained their goal was to fight back against shadowy out-of-state bogeymen, and to protect Florida’s own filthy and cruel factory farms. “There is no reason that efforts intended to protect human and animal kind from misery and cruelty should be in conflict with constitutional doctrines that would prevent the most overt kind of favoritism to in-state special interests,” Smith said, citing Gorsuch, who recognized the legitimacy of ethically-motivated restrictions. I might have supported the lawsuit regardless, because I believe the spread of cellular agriculture is the most promising way of reducing the amount of animal suffering and premature death in the world. That said, I hope Smith is correct in his assessment. I don’t want progress for nonhumans in one area to mean regression in another.
