Charter Review Proposals For November’s Ballot: Eleven Changes Have Been Proposed For The City of Hallandale Beach By Hallandale Beach Mayor, Joy Cooper May 5, 2022 Share Last week, I began to share with our readers about the Charter Review proposals for this November’s Ballot. Our Charter Review Committee has worked for the past year to review our Charter and debating changes to our governance and Charter positions. The proposal is going to be discussed at a workshop where the Commission makes that final decision on what will be placed on the Ballot. In all, eleven changes were proposed. As of the writing of this article, I do not have the final questions that will go on the Ballot, but I will keep our readers updated. The first of the eleven included changing pronouns, language on the Mayor being a spokesperson, requiring the Mayor and the Commission to hold a minimum of two Town Hall Meetings annually, one on the east and one on the west, clarification of Ex-Official Positions, attendance at meetings, clarifying vacancies on the Dais and the hiring of Special Auditors. There are four more that are of significance. The first, is the addition of specific language and requirements for the City Attorney and the City Manager. The City Attorney and the City Manager, serve at the will of the Commission, in other words, the Commission has the right by vote to hire and fire these positions. Over 4 years ago there was a political change on the Commission. After the General Election, the Commission fired both the City Attorney and the City Manager by a 3-2 Vote. While it is not unusual for these positions to change with a new majority of the Commission, the way it was done, it created two large lawsuits against the City. The City Attorney filed suit against the City and lost her case. The City Manager on the other hand won his case and was awarded damages of $4 Million Dollars. While the case is still in the appeal process, I cannot go into the details but obviously if not overturned, it will have a chilling effect on our budget. I told the Commission at the time to simply fire the two without cause and to move on as I foreshadowed the Lawsuits. The first thing the two Amendments do is to require that both the City Manager and the City Attorney have employment contracts. Currently, they both do as a best business practice, but this rule would make it a permanent requirement. The two Amendments will not prevent the City Attorney or the City Manager from being fired but it does clarify the specific measures and how to go about the removal process. This sets guidelines and time frames for the appeal of the decision and chance for the employees to make their case. It also allows for separate resolutions to decide on the issue of Severance. The most important change would be to remove the City Attorney or the City Manager and would require a super-majority Vote of 4-1. These Amendments will go a long way in ensuring that protections are in place to prevent what transpired 4 years ago. The third is the creation of major changes to the City Clerk’s position. Currently, the City Manager appoints the City Clerk. Their job is to give notice of meetings, keep all of the journals of meetings and to be Custodians of Public Records. The changes to this position were brought forth by the City Manager. This creates a position that will be hired by the City Commission and will work directly for the City Commission. The City Clerk would be under contract and all of the other processes regarding firing the City Clerk will mirror that of the City Manager and the City Attorney. Over the years, there have been internal issues with Commissioners getting Public Records. It is my understanding that the former City Manager would direct the City Clerk or the City Clerk’s Staff to withhold documents. In my tenure, I have only run into one issue where I could not get information and that was from a former CRA Executive. I am not sure what the reasons were, but the philosophy is that since the City Manager handles hiring and firing of the City Clerk, he or she has undue influence over said employee. The last change is to the appointing of the Charter Committee. It changes the time and length of appointments. Currently, they must be appointed in November. The change is to move the appointments to May which will give the Commission more time for preceding the current Election. It also provides that work can be done over 12 months rather than six and provides that a budget be set for the Charter Committee. The major change provides Amendments that pass with a Unanimous Vote and must be placed on the Ballot. Currently, there is a Position Process for Amendments that may not make it through the Commissions, however, they must still be certified by the Commission. Holiday Travel Tips To Make Their Trip As Smooth And Comfortable As Possible December 1, 2022 Share With one of the busiest travel times of the year approaching — and an estimated 54.6 million Americans planning to travel more than 50 miles during the long Thanksgiving holiday weekend, according to AAA — the Alzheimer’s Foundation of America is offering tips to help families traveling with a loved one with a dementia - related illness make their trip as smooth and comfortable as possible. “Thanksgiving is one of the busiest travel times of the year, and the normal challenges of travel are amplified for someone living with a Dementia - related illness, which is why families need to be proactive and prepare,” said Charles J. Fuschillo, Jr., AFA’s President and CEO. “Regardless of how far you’re traveling, taking a few simple steps in advance can go a long way to making the trip easier, more comfortable and more enjoyable for everyone.” Before the trip: Make sure travel is advisable. Someone in the early stages of Dementia may still enjoy traveling, but as the disease progresses, it may become too overwhelming. Depending on the trip duration and/or the stage of the person’s illness, consult with their physician to make sure travel is advisable. Plan around the person’s abilities. Plan the travel mode and timing of your trip in a manner that causes the least amount of anxiety and stress. Account for the person, their abilities, and needs when making arrangements; if they travel better at a specific time of day, consider planning accordingly. Preserve the person’s routine. Small or unfamiliar changes can be overwhelming and stressful to someone with Dementia, so to the greatest extent possible, preserve the person’s routine. Bring snacks, water, activities and other comfort items (i.e., a blanket or the person’s favorite sweater), as well as an extra, comfortable change of clothing to adapt to climate changes. Inquire in advance with airports/train stations about security screening procedures. This way, you can familiarize the person beforehand about what will happen at the checkpoint to reduce potential anxiety. The Transportation Security Administration (TSA) can offer assistance with the screening process to air travelers with certain medical conditions, including Dementia-related illnesses; contact their TSA Cares Helpline at least 72 hours prior to your flight to learn more. Advise the airline. Let the airline know that you’re traveling with someone who has memory impairment and inform them of safety concerns and special needs. If traveling by car: Build in break time. Take regular breaks on road trips for food, bathroom visits, and rest. Mayor Joy Cooper Discusses Sanitation In Hallandale Beach - Part II By Hallandale Beach Mayor, Joy Cooper Aug 27, 2025 As Part Of Our Budget, We Have Been Evaluating Our Sanitation Division. During The Last Budget Workshop, We Agreed To Some Changes To Ensure We Remain Competitive With Fees And Remain Sensitive To Our Customers’ Needs. As mentioned in my last article our existing recycling program will be discontinued. The cost of disposing recycling increased and if there was any contamination in the blue bins we were charged the regular garbage tipping rate. The truth is over the past year, or two recycled materials were placed with regular trash and transferred up north. This is not just with our City but it is the case in many municipalities. Yes, there are some smaller programs depending on the City. Broward County is in the process of re-inventing their programs through a comprehensive plan. The programs will not be operational for years. While it is disappointing, we desire to be open and transparent and stop wasting our resources on separate pickups and charging for something that is not working. The Basic Residential Service per month will be increased from $27.87 to $30.00 for the green bins. If residents would like to request a second bin the fee will be $15.00. If a resident wants twice a week pick up it will be an additional $30.00. Staff did not originally recommend the second pick up at this rate, it was to be $15.00. The commission raised the point that if the cost for pick up is $30.00 then the minimum cost should be covered by whoever wants the service. Our City has been providing FREE Bulk Pick Up once a month for every single-family home and multi-family-4 units and under. This equates to 5000 customers that may only use the service only once or twice a year. This is where the biggest challenge has been. Rather than 12 times a year FREE, residents will receive 6 FREE Bulk Pick Ups a year. This will not be automatic, but it will be a requested and scheduled service. After the 6th pick up, it will be $36.00 and up depending on the amount of trash. Our Staff has been providing services that are not in line with our ordinance. Over size Bulk Pick Ups were picked up. They would go back to customers that called saying they were missing when we did pick up and they just had additional waste. They picked up overflowing bins when there should be larger roll outs of our additional pick ups scheduled. For the past year through the evaluation Staff began simply exercising the authority under ordinance. The service is convenience so our customers do not have to take items to the county drop off. It is for items like old furniture, appliances and other small household items. The service was never intended for apartment cleaning outs and construction debris for home remodels. Another exploitation of the service was for large landscape projects such as tree removal. Bulk was to be limited to residential landscaping and not to provide commercial vendors with the ability to avoid hauling their waste or avoid paying for pick up. This abuse of Bulk Waste was costing everyone money and adversely impacting those customers that were following the rules. Currently, if residents cut their own grass the trimmings and small clippings from shrubs or palm fronds can be placed with regular garbage in the large green bins. If you have a need for a second bin that would be $15.00. If you have additional items our residents always have the ability to take items to the county drop off. Construction debris is also strictly forbidden. Cost of haul construction and demolition must be through the rental of bins specifically for these materials. For smaller jobs, you can rent a smaller bin rather than a larger roll out. Your contractor should be making these arrangements. We want to continue to provide services rather than contracting out. For example, Hollywood is $47 dollars a month, but their contract has a built-in increase until 2029. Many newer communities and many HOAs now require residents to arrange their own pick up with private service providers. Many are a minimum of well over $75 and up. Welcome To A New School Year: Exciting Announcements For Sunny Isles Beach NSE/SIB K-8 School By Larisa Svechin, SIB Mayor August 31, 2023 Share School at Norman S. Edelcup Sunny Isles Beach K-8 has started and with that comes many exciting announcements. To start, I would like to welcome our new Principal, Mr. Marc W. Schwam, to the City of Sunny Isles Beach. I got the opportunity to sit with Mr. Schwam to learn about his lovely children and wife. He is a lifelong educator, who is passionate about providing an inclusive and supportive environment for our resident’s children. I am confident that with his leadership, our school children will thrive, our school will be safe, and our parents will be proud to send their children to NSE SIB K-8. To support these efforts, SIBPD will be supporting the school’s Police, by bringing back our beloved Sergeant Gonzalez as a Full-Time School Resource Officer. Sgt. Gonzalez first started at the school as the Founding SRO, has deep and meaningful relationships with the teachers, staff, students, and parents. I have known Sgt. Gonzalez for over 12 years—she is fiercely devoted to the Safety and Well-Being of our youngest residents. The expectation is that with these changes, our school will once again lead the District in Student Scores, Athletics, Mathematics, Science, and the Arts. I am confident that Mr. Schwam will be a valued collaborator and innovator, adding to the richness of the fabric of our community. Lastly, I want to acknowledge the years of dedication of our Founding Assistant Principal, Ms. Tapia, who regrettably is moving on to another school. I’ve had the pleasure of knowing Ms. Tapia and seeing her unwavering commitment to our community.
