    Planning For A Brighter Future: Hallandale Beach Charter Review Is Making Progressive Changes By Hallandale Beach Mayor, Joy Cooper April 28, 2022 Share In 2019, the Charter Review Committee of our City started meeting. The Committee is established by Charter to meet every 8 years to evaluate our Charter for revisions they deem suitable to improve our city. They review the Chartered positions, Elections and other items that will update how our City is Governed. They typically have 6 months to work and propose changes but due to the Pandemic the meetings were postponed. The Commission reconvened in 2021 with the Committee to conclude their work. Two members could not recommit so two new members were appointed. While these changes are deemed desirable by the Committee, the Commission still has the final authority to place them on the ballot by a majority vote. Last week, the City Attorney submitted a copy of the recommendations to our Commission for review. To date, there were 11 suggested changes. I am writing this article as a gauge to see what our Hallandale Beach Residents think about the proposals. Readers can also find out more on our Web-Site. The first was a general suggestion to change all pronouns to: They/Them/Their which was brought forth by a Commissioner. This has become a new concept to adapt our language to address gender identity. Basically, since the 90’s the push to expand reference to he and she to include recognizing the identity of LGBTQIA. The next change was to Section 3.04 of the Charter to clarify the duties of the Mayor. Our City operates under what is referred to as a Council-Manager form of Government. The super majority of Mayors in Broward County are elected directly and act as the ceremonial head of the Government. There are very few cities like Dania Beach that are appointed. There is also a Strong Mayoral Government where the Mayor runs day to day operations, Weak Mayoral Government, where the Mayor runs day to day and appoints all of the staff. Typically they only have tie breaking or veto powers over the Commission and Commission Government where the Mayor serves as presiding officer and spokesperson, but every member of the Commission is assigned: Operational Duty/Duties. The change is clarifying the: as spokesperson relay official public communications. The next proposed change is to Section 3.06 General Powers of the Commission. It is to require that the Commission shall host Town Hall Listening Sessions. I personally try to host Town Halls but not all of the Commissioners do. The language is: the Commission shall host at least one meeting per year as a Town Hall Listening Session, to be held in each of the East and West sides of the City, not at City Hall, for a total of at least two Town Hall Listening Sessions annually. The next change is to Section 3.07 to address conflicts over dual office holding. In the Charter, it states that the Mayor/Commissioners cannot hold any Hallandale Beach Office, employment or other elected public office during their term. The language clarifies that these exempt offices deem ex-office. This paragraph shall not apply to positions designated as ex-office appointed by the Commission. The next change addresses absences of the Mayor/Commissioners. In the past, there had been issues with Commissioners with prolonged illness and those that do not attend all of the meetings. The language clarifies forfeiture of office. It will apply when a member misses 6 consecutive meetings or 10 meetings over a 12-month period. It also clarifies that remote attendance is permissible only if there are unforeseeable and exigent circumstances or documented illness. The language also establishes a process to appeal the decision by the Commission to remove the absent member. (I did not include all of the language in order to save space in this publication.) The next is to address Vacancy of the Mayor and how open seats will be appointed. In general, it provides for the Vice Mayor to serve as Mayor and the Commission to appoint someone to the Vacant Seat. What it clarifies is when the Mayor comes back that the person serving is placed back in their seat and the appointed person is removed. It also clarifies that once the Vice Mayor is in the Mayor’s seat there must be an appointment of a Vice Mayor by a vote from the Commission. The next change is to Amend the Commissions’ ability to appoint a Special Auditor without a competitive bidding process. Originally, the Commission could simply request a Special Audit and appoint an Auditor. That language was changed to: shall select the Auditor in accordance with the requirements of Florida Law. Next week, I will continue to review changes to the City Manager, City Attorney and City Clerk Sections of our Charter.     "Most Favored Nation" Pricing Doesn't Actually Put America First By Larry Bucshon Jun 19, 2025 The White House Just Announced A Sweeping Plan That Could Ultimately Cap U.S. Drug Prices At The Lower Levels Seen In Other Developed Countries. Administration officials have good intentions. They're trying to shake up the plainly unacceptable status quo, in which American "citizens pay massively higher prices than other nations pay for the same exact pill, from the same factory, effectively subsidizing socialism abroad," as President Trump put it. But this proposal could largely eliminate the incentives for biotech companies to invest in new medicines, ultimately resulting in millions of premature deaths and lost jobs. Foreign price fixing is a real problem. Most other wealthy countries artificially cap the cost of medicines. Those countries know they'll get away with it, because as Economist Craig Garthwaite explains in a recent paper in the Journal of Economic Perspectives, many foreign countries are "too small to be central to the drug development investment decisions of innovative firms." It's entirely unfair that Americans are forced to disproportionately shoulder the majority of the world's research and development burden. But adopting other countries' artificially low prices won't fix the problem. It'd just make it impossible for biotech companies to recover their immense R&D costs -- and thus destroy the incentives to develop new treatments altogether. This isn't just a theoretical concern. Europe used to dominate the global biotech industry for most of the 20th Century, accounting for more than half of all new drugs developed -- but America surged ahead by the late 1990’s after European policymakers kneecapped their domestic innovators with price controls. And while America historically resisted the temptation to impose price controls on medicines -- at least until the Inflation Reduction Act -- we have imposed them on medical devices before, with disastrous results. A new National Bureau of Economic Research paper examined what happened when Medicare slashed reimbursements for certain medical devices by more than 60%. Innovation fell off a cliff. Patent filings dropped 75%. New product launches fell 25%. The executive order would replicate that mistake on a far larger scale. If it takes effect, companies will simply stop investing in most new drug research. It's simple economics -- kill the potential return, and you kill the risk-taking too. That'd come at a massive human cost. New drugs have been responsible for more than a third of the decline in Cardiovascular deaths since 1990. Now we're seeing promising treatments for Obesity, ALS, and rare genetic disorders. Imagine telling families that future breakthroughs won't be coming -- because we chose to import foreign price controls. There are smarter ways to lower prices without compromising innovation. First, we must eliminate the waste in our healthcare system. More than half of every dollar spent on brand-name drugs doesn't go to the companies that make them -- it's absorbed by a complicated supply chain with misaligned incentives that rakes in hundreds of billions from hidden rebates and markups, with no requirements to pass savings on to patients. Second, we should tackle the foreign pricing problem through trade negotiations. Other wealthy nations should have to pay market rates for medicines if they want access to American markets. The White House is right to be angry about foreign price fixing. But we need to fight it without destroying one of America's most successful industries in the process. May sound like a good move but frankly it is ripping apart our neighborhoods. I cringe every time I hear boasting about how we have become the most business friendly free state. What happens when businesses take front seat as opposed to residents? You have vacation rentals/party house popping up everywhere. Condos being converted to revolving apartments and businesses moving next door in once single-family peaceful neighborhoods. Last year a law was passed that will allow any business to move in next door. How would you like a car rental business with cars parked all over the street and strangers coming in and out? How about a workout studio with 50 people taking a class? Car repairs in driveways? Well, they are coming to a house near you. I keep wondering if these legislators understand what they put in place in the guise of being business friendly. Cities have, or should I say used to have, broad Home Rule Powers. This means that as a city we represent our residents. We listen and know what our citizens like. What Home Rule also addressed is the concept that there is not a “one size fits all” for every issue. Hallandale Beach is and urban area with all types of businesses and housing. Some communities do not even have businesses, and some may just have single family homes. What those neighborhoods want may be completely different. Well now they will have businesses too. Two months ago, I asked staff to make sure we are moving swiftly forward with whatever regulations we can legally put into place to protect our homes and quality of life. This legislative session the state is trying to erode our powers even more by proposing that any city that adopts regulations trough ordinances will have to first do an impact analysis to see if the ordinance would impact business’s revenues by 15%. Question is, how do we prove it does or does not? What is worse if a business sues us for damages, we have to pay the legal fees for them bringing suit. This means that taxpayers have to pay for protecting their own city. My biggest frustration has been the vacation rentals. Tuesday, we met with staff to review additional regulations. The home next to me was bought and owned buy a single family. They then sold it and now it's a vacation rental by owner. I came home at twelve noon to find over 30 cars parked everywhere. Music, noise, racing car engines. It turns out it was set up for a commercial shoot. The music was so loud we could hear the bass even through our hurricane windows. Now I am not anti-business but typically they would have filed a permit. They did not. So, they were sited. We had this issue years ago with a company blocking intra-coastal access and filming at all hours of the day. So, we established a permit process and approval to address the impacts like today. The question arises, when will the madness stop. Also, I am not fully against vacation rentals but typically they are for families that are visiting. I have stayed a VRBOs in Disney and other countries. What is happening in our city is something different. They are becoming mini hotels and used for all types of events. We have a registration and rules that are to be followed. These rules need to improve to address parking, noise, occupancy and safety. I have spoken with many mayors in Broward County, and they too have the same issues. We were joking if these state representatives would see things differently if they had this taking place next to their homes. Better yet, their parent or grandparents’ homes. As residents you need to let your voices be heard. Contact the Governor’s office and stress, 'we know what we need.' Tallahassee is not Hallandale Beach. According to the National Oceanic and Atmospheric Administration (NOAA), the rapid formation and development of a full-scale La Niña – the unusually cooler seawater temperatures regulating the eastern and central Pacific Ocean – is expected to transform seasonal climate patterns venturing into the Atlantic Ocean. Faced with a dark shadow looming over many of our scheduled summer vacations, outdoor activities, and family events, residents are gearing up to critically monitor the trajectory of a potentially active season of storms and ominous weather forecasts. Know Your Weather Tropical Depression: An organized system of clouds and thunderstorms with a defined surface circulation and maximum sustained winds of 38 mph or less. Tropical Storm: An organized system of strong thunderstorms with a defined surface circulation and maximum sustained winds of 39 - 73 mph. Hurricane: An intense tropical weather system of strong thunderstorms with a well-defined surface circulation and maximum sustained winds of 74 mph or higher. In other parts of the world, the word hurricane is synonymous with typhoon and cyclone. While long-term residents of the City of Excellence have incorporated annual preparation routines into their household lists of things to do, new renters and temporary visitors continue to acclimate themselves to potential hurricane threats while commonly overlooking critical steps in the process. Here are five suggestions to ensure a stress-free preparedness plan: 1. Prioritize your family’s hurricane preparation NOW. Experts recommend assembling enough supplies to last for 14 days. Most renters enjoy the benefits of living above ground level in an elevated condominium. Though the arrangement appears to ensure safety in theory, try to beat the last-minute rush and long lines by stocking up on all your essentials and non-perishable items as soon as possible. Along with food and water, flashlights, and first-aid kits, don’t forget to store an adequate amount of cash– along with significant documents such as insurance policies, passports, and driver licenses– in a waterproof box or container. 2. Clear your balconies and porches. It's your responsibility, be sure to move all outdoor and balcony furniture indoors to prevent items from blowing away or being tossed around by the wind, causing potential property damage to neighboring properties or injuries to pedestrians. 3. Park your car in a safe place. Parking lots in Aventura vary based on their different propensities to flood. Don't think you can park your car at the mall parking lot, that isn't allowed. In this case, plan in advance where you are going to park, ensure the safety of your vehicle by parking in a secure, elevated location free of standing water and debris. Many areas that aren't traditionally flooded during heavy rain, many get flooded during a major storm. If possible, use your vehicle as an additional place to store emergency items in case evacuation is apparent, and remember to fill your tank with gas once a Hurricane Warning is confirmed. 4. Maintain your sense of community. Emergencies tend to force us to prioritize the needs of ourselves, along with our immediate families. Hurricane Warnings offer a necessary opportunity to consider the needs of our friends and neighbors. Reach out to your neighbors to make sure they are safe and sound before, during, and after a storm. Offer assistance to some of our more vulnerable residents, such as the elderly and disabled communities. Share your resources and rely on your sense of humanity in connecting with others during this time. 5. Storm Surge Evacuation Planning Zone Storm Surge has the ability to cause extensive damage posing the greatest threat during a severe weather event, and it is the main reason evacuation orders for an area are issued. The Miami-Dade Office of Emergency Management (OEM) has identified Storm Surge Planning Zones within the county. To determine if your location is within a storm surge planning zone, call the Miami-Dade County Answer Center at 3-1-1 for assistance or visit: https://www.miamidade.gov/global/home.page Special Needs Residents Miami-Dade County supports the health and medical needs of our most vulnerable populations during emergencies and disasters. They work closely with the Miami-Dade County Department of Emergency Management, the Miami-Dade Medical Reserve Corps, and other response partners to ensure individuals who need assistance in maintaining their health during an emergency evacuation to a Special Needs Shelter, as in the event of a Hurricane. Several local agencies and organizations share the responsibility of serving our vulnerable populations during emergencies. These partners, including the Miami-Dade County Department of Emergency Management, American Red Cross, home health care agencies, hospitals, oxygen and durable medical equipment providers, and others, work together to plan and execute response strategies and protocols. The Department of Health in Miami-Dade provides and coordinates medical and nursing support staffing and management in Special Needs Shelters. They urge the entire community, and especially individuals with special needs, to have a plan and make arrangements to evacuate your home prior to a disaster. Deciding to “ride out the storm” may be dangerous and could result in delay in receiving assistance directly after an event from Fire-Rescue and other agencies. Margherita Pizza Pierogi Skewers Prep time: 10 minutes Total time: 35 minutes Servings: 9 Pizza Skewers: • 1 Box of (12.8 ounces) Mrs. T's Mini Classic Cheddar Pierogies • 3 Cups of Cherry Tomatoes • 2 Tablespoons of Olive Oil, plus additional for brushing Pierogies, divided • 1 Teaspoon of Salt • 1/2 Teaspoon of Ground Black Pepper • 1/2 Teaspoon of Oregano • 1-2 Cups of Mozzarella Balls (18 total) • Fresh Basil Leaves • Bamboo skewers (10 inches) Fresh Pesto: • 2 Cups of Fresh Basil • 2 Garlic Cloves, peeled • 1/2 Cup of Olive Oil • 1/4 Cup of Pine Nuts • 1/4 Grated Parmesan Cheese • Salt, to taste • Ground Black Pepper, to taste Preheat the air fryer to 400˚ F. To make pizza skewers: In a small bowl, combine the Cherry Tomatoes, Olive Oil, Salt, Ground Black Pepper and Oregano; toss to coat. Transfer Tomatoes to the air fryer tray or basket. Cook in the air fryer for 10 minutes, or until tomatoes are slightly charred; remove and set aside. Lay Pierogies on the same tray or basket. Make sure not to overlap. Lightly brush each side with Olive Oil. Cook for about 12 minutes, or until golden brown and crispy. Flip halfway through cooking. To make Pesto: In a food processor, process Basil; Garlic; Olive Oil; Pine Nuts; Parmesan Cheese; Salt, to taste; and Pepper, to taste, until smooth. (If preferred, use store-bought Pesto.)
