    Getting Back To Basics: Financial And Demographic Changes Have Triggered The Need To Rethink The District By Hallandale Beach Mayor, Joy Cooper March 28, 2024 Share Last week I shared the first part of this article on Redefining Our Schools. Over the past months the School Board of Broward County has been gathering input from all stakeholders in our local schools. Due to many changes including but not limited to student population decreases, charter schools, school vouchers, school choice and other financial factors changes need to be transformational. BCSB leadership has set out to address changes to ensure all students have equitable access to quality education and opportunity. As part of this process Mayors were asked to share their observations and ideas to help level the playing field for our students. The following is a letter I sent after visiting our schools and speaking with stakeholders here in Hallandale Beach. The partnership with United Way is an excellent step forward. The varied services should be at the school, not at some remote” Centers.” I do not want to be misinterpreted. For me it is not the what, it is the where. I said this at the first joint mayors meeting. We need to get back to basics. Services including right size classes, certified teachers, education coaches, social workers, nursing, curriculum oversight and training, discipline, and operations all must be funded properly. Gulfstream Academy of Hallandale Beach K-8: Upgrades, Fields, Programs, and Partnership. The Colt Campus is newer and genuinely nice. I am sure there are some needs, but I have not met with Principal Bonny yet because of Principal Campbell’s recent passing. The field at the school is just an empty field. It used to have a baseball field, batting cages, a soccer field and stands. PAL used to use this field before we renovated all our parks. Our shared use agreement said we would take care of the field. The shared use agreement was not finished, and we were told we could not access it to cut. We have not used the fields there for a while. From what I have gleaned it is uneven, there are no facilities except the PAL Concession Stand and Restrooms, and a storage room that is in bad shape and has holes in the roof. I do not know right now if there are any partnership opportunities but would leave that idea open. The Stallion Campus is an older building too and could use the same improvements as HHS. Both campuses have a solid base. They have a great partnership onsite with United Way. I have learned that many ESOL students face difficulties. Many of the students live in poverty. Again, if these issues exist at the school, the service should be given at the school and not remotely. Gulfstream Early Learning Center: Programs Realignment Housing. This location was an old elementary school that was shut down years ago and left empty for some time. In 2017, the city was told that it would be a training center for Broward College students and other daycare workers to get direct experience of 6 months to PreK children. This Center was mentioned at the Mayors meeting. I was surprised by the reference of this being a good partnership example. Coincidentally, I was getting complaints about parking and congestion around the facility. I have had a chance to visit the school twice now. Again, it comes down to "it's not the what, it's the where." School is now not simply just an early education center for children. The building is now a daycare. There are no regular classes for student teachers or daycare workers. There may be one or two teachers studying but I was unable to get any numbers or data on who is being served, if any. It is used sometimes for training conferences. Language and GED Courses are available for adults. This is also the South Area Office for SB Staff and where voluntary PreK is registered for everyone from Route I-595 and below. Hispanic Unity rents space and offers programming and organizes events. There are now laundry and clothing services at no cost. I was impressed by the administration there. I admire them and praised the staff for being excellent and caring. We supported the original idea even though some community members opposed it. But now this is not what we expected for our single-family neighborhood. The question remains: Is this the best way to use an asset or is this a chance to create more housing through a P3? I have discussed this with our Staff and certainly welcome the chance to discuss it further. If the school desires to establish the Main Social Service Hub what are the costs and community impacts? What part does the county play? Should the services be centralized or at each school? Lanier-James Education Center: Program Changes Possible Redevelopment. I visited the Lanier-James Education Center when it was first built. This building was somewhat of a black eye on the community after not having a new High School built and also being a school for troubled students or those that are court ordered. The school is new and looks nice. I noticed that it is not fully used. I do not know if that is intentional or because of the instability of some students. I am not an expert in education or juvenile justice, but this whole model from my brief observation needs to be examined. I know your goal is to find ways to change our district to deal with low enrollment and underused facilities. I hope you realize that these are my views as a community leader. There is a lot of anxiety at the schools and clearly a lot of territorial attachment for all stakeholders. Your efforts have great value and I encourage you to stay the course. Keep working on a plan to create stability. Even though financial and demographic changes triggered the need to rethink the district, these changes will be essential for the success of all our students. It is never easy to make transformational changes to any organization. While it is a daunting task, I support your efforts. Moving forward please know I am available to assist, and my door is always open. BCSB will be discussing these issues in the coming months with “everything on the table” as Dr. Licate has informed all stakeholders.     Paint The Town Hallandale Beach July 15, 2021 Share The HBCRA offers a paint voucher worth up to $500, for the purchase of exterior paint and supplies for a residential property being painted by the homeowner Hallandale Beach Community Redevelopment Agency (HBCRA) programs foster community involvement and address quality-of-life issues, eliminating and preventing blighted conditions and are revitalizing, the economic integrity of the community. The HBCRA offers five residential programs that assist in the redevelopment of the community redevelopment areas, in order to eliminate the slums and blighted conditions, thus improving the attractiveness and quality of life for our existing and future residents of the City of Hallandale Beach. All HBCRA programs are on a first come, first ready basis, subject to availability of funds. If you are a homeowner or future homeowner, please take advantage of these opportunities. Paint Voucher The HBCRA offers a paint voucher worth up to $500, for the purchase of exterior paint and supplies for a residential property being painted by the homeowner. The program also allows hiring a qualified paint company or contractor. HBCRA would cover 90% of a maximum cost of $2,500 for single-family dwellings and 75% of maximum cost of $5,000 for multi-unit dwellings. The application fee for this program is $75 and it is non-refundable. Neighborhood Improvement Neighborhood Improvement Program (NIP) is intended to encourage neighborhood beautification and enhanced curb appeal in all areas of the redevelopment district. The goal is to provide financial assistance for exterior residential facade improvements in the redevelopment district for the purpose of improving property conditions, values and aiding in the elimination of slums and blights. The program offers up to $50,000 for single-family homes and up to $75,000 for multi-family homes for qualified exterior improvements and there is, no application fee. Storm Shutter/Impact Window Rebate Under this program, the HBCRA offers a rebate of up to $1,500 for the installation of storm shutters or impact glass for owner-occupied properties, excluding mobile homes, in order to mitigate storm damage. The $1,500 is in the form of a rebate. The property owner is responsible for any costs exceeding the maximum $1,500 benefit. The application fee for this program is $75 and it is nonrefundable. Replacement Home Program (RHP) The RHP is a subset of the Neighborhood Improvement Program (NIP). Applicants are identified to be eligible for this program once the property assessment, ordered by the HBCRA, proves that the costs of the recommended NIP improvements exceed 50% of the property appraiser’s assessed value of the property. Under the Replacement Home Program, the HBCRA will provide a low interest or interest-free loan up to $250,000 (or the current cost of construction with plans, permits, construction and finishes) to single-family home owner. Senior NIP Mini Grant Program This program provides up to $15,000 in financial assistance to seniors (age 60+) for exterior residential facade improvements in the redevelopment district for the purpose of improving property conditions, values and eradicating of slums and blights. The grant can also assist with interior repairs to mitigate life safety issues, including removal of asbestos, mold, home barriers to the disabled and/or elderly or other life safety issues, as determined by the Building or Code Compliance Official. A property can be assisted twice, every four years, providing that no other HBCRA loans or City liens exist on the property. Senior Rental-Utility Assistance Program This program provides up to $100 a month toward rental or utility expenses for up to six months. Applicants must be income-eligible (50% Area Median Income), senior households (age 60+), reside within the Hallandale Beach CRA boundaries and spend more than 30% of the household’s income on housing costs. First Time Homebuyer Program Under this program, the Hallandale Beach CRA (HBCRA) provides a maximum amount of $80,000 in down payment assistance for the purchase of their first home, within the CRA's district. These funds are available to affordable housing buyers ( in-come is between 50% and 120% of the Broward County median income guidelines) to be used for gap funding and closing costs. The program also provides an incentive of up to $10,000 in down payment assistance for workforce housing buyers, whose income is above 120%, but, not more than 140% of the median. An additional $5,000 in-centive is available for first responders, teachers & nurses. The loan will be in default, if any of the following occurs during the loan term: sale, transfer, or conveyance of property; conversion to a rental property; loss of homestead exemption status; failure to occupy the home as primary residence; failure to maintain Fire, Hazard, Flood and Windstorm (where applicable) Insurance in an amount that is adequate to cover all property loans with the City named as loss payee; failure to maintain the property in accordance with all City codes and regulations. If any of these occur it shall be considered a default under the City’s Mortgage and Promissory Note, wherein the City may pursue acceleration of the payment and all other legal remedies to recapture the balance. Buyers must contribute at least 3% of the first loan amount and the purchase assistance amount will fill the “GAP” after the first mortgage loan and buyer’s contributions are applied to the purchase and closing costs. The City of Hollywood extended an existing agreement with Broward County for the administration of the Home Buyer Purchase Assistance Program. Funding will assist eligible first-time homebuyers with a deferred-payment, Conditional Grant up to $50,000.00 to be applied toward the cost of purchasing existing or newly-constructed, eligible affordable housing located in the City. Eligible costs shall include direct purchase assistance, down payment, closing costs, mortgage principal reduction, interest rate buy-down and other such costs which are considered eligible. Who is Eligible? 1. Buyer must have a residential mortgage pre-approval or pre-qualification from a first mortgage lender; loan terms must meet the City’s guidelines. 2. Buyer may select any lender, either from the list provided or outside the list, to provide a first mortgage loan that meets the City’s guidelines. 3. Prior to closing on the purchase of the home, buyers must take a Homebuyer Education Class from a local HUD Approved Housing Counseling Agency. 4. Buyer’s gross annual household income may not exceed 80% of the Area Median Income (AMI), based on household size. 5. Buyer must NOT have owned a residential property in the prior 3 years (including residential properties in another country). 6. Buyer must have at least 3% of the first mortgage loan amount in liquid assets to submit a Letter of Intent (LOI) to purchase. 7. Priority will be given to current City of Hollywood residents with proof of residency. 8. The City of Hollywood will provide the priority buyers and their lenders a copy of the home appraisals. Submittal Process 1. Buyer to submit a signed Letter of Intent (LOI) to purchase, signed by both the buyer and the first mortgage lender by the established deadline. LOI must include mortgage pre-approval or pre-qualification letter. 2. By 3:00 p.m. on Tuesday, April 11th, 2023, or once 30 LOIs per home site are received (whichever comes first), the City will pause accepting additional LOI submittals. 3. Priority will be given to current City of Hollywood residents with proof of residency (Government Issued ID, Utility Bill or Lease with a Hollywood address), however all applicants will be accepted. LOIs will be reviewed for completeness on a first come, first qualified, first served basis. 4. First (1st) and second (2nd) place submitters (called 1st priority buyer and 2nd priority buyer/back-up buyer) for each property will be notified by Broward County Housing Finance Division (BCHFD), which is handling buyer qualification/certification. BCHFD will collect documents from these buyers and their lenders for a full application package. 5. Within five (5) business days of notification, 1st and 2nd priority buyers will be required to provide a complete hard copy paper package to BCHFD. 6. In the event the 1st priority buyer is determined ineligible, the backup buyer will be moved to 1st place and the qualification process will continue with backup buyers in accordance with #4. 7. List of documents to be submitted to BCHFD. 8. Buyers to inspect home and provide a signed purchase contract within five (5) business days of notification. 9. City will provide the purchase contract and back-up information for City Commission consideration and once approved, the purchase contract will be signed and sent to BCHFD. 10. BCHFD will gather all necessary information, obtain third party verifications and certify eligible buyers. 11. Once eligibility is confirmed, BCHFD will issue certification memos, review closing disclosure and prepare second mortgage documents. 12. Closing and becoming a happy homeowner! Applicants may submit for both properties, however if the applicant is priority 1 or 2 for both properties, they will have to choose which property they will proceed with.
